HomeMy WebLinkAboutPRISON BOARD MINUTES March 2025 FRANKLIN COUNTY PRISON BOARD MINUTES Franklin County Administration Building March 11, 2025 Present: John Flannery, Commissioner/Chairman Hon Shawn Meyers, President Judge Dean Horst, Commissioner Heather Franzoni, Warden Ben Sites, Sheriff Harold Wissinger, Controller John Thierwechter, Asst County Administrator Doug Wilburne, Probation Chief Mark Singer, Court Administrator Ellen Eckert, Pre-Release Supervisor Michelle Weller, FCJ Deputy Warden David Sunderland, Deputy Warden I. The meeting was called to order by Commissioner Flannery at 8:30 AM. II. Public Comment A. There was no public comment III. Minutes for the February 2025 meetings were discussed. A. Controller Wissinger moved to accept the minutes, Sheriff Sites seconded the motion and the minutes were unanimously approved. IV. Warden’s Report A. There were 121 commitments and 105 discharges in February. B. The average daily population was 253. The average daily population for males was 203 and it was 50 for females. C. The recidivism rate for all commitments was 46%. The recidivism rate for only those committed on new charges was 44%. D. A snapshot look at the jail’s numbers on March 1, 20205 showed there were 97 sentenced and 161 unsentenced inmates. There were eight inmates on approved temporary absences to other facilities and 15 awaiting transport to the state institution. E. There was $1,408 in revenue from Room & Board fees and $5,872 collected from Central Booking fees. F. The average length of stay for those released in February was 48 days. G. There were no inmates housed out of county for February. Two Fulton County inmates were housed at FCJ in February, for a total of $4,536. H. A breakdown of the demographic statistics for February indicated that males made up 78% of the population, 64% of the population were white, 36% of the population was between the ages of 25-34, 76% were single and 80% had at least their high school diploma. I. PrimeCare’s medical report was presented. There were 1005 sick calls. There were 11 outside medical appointments and nine trips to the ER. There were three hospital admissions for 6 days. There were 645 mental health contacts. There was one inmate at Torrance State Hospital and none awaiting transfer. There were 11 participants in the Sex Offender’s Treatment Program. There were 51 in the Medication Assisted Therapy (MAT) program. There were 135 on the MH caseload and an additional 27 with SMI diagnoses. There were 35 commitments placed on detox protocol. J. January’s expenditures and budget were discussed. K. Sheriff Sites moved to accept the Warden’s report, Controller Wissinger seconded the motion and the report was unanimously approved. V. Intermediate Punishment report A. The Pre-Release department received 44 intakes in February and processed 33 discharges B. There were five inmates placed into employment in February. C. There were 1800hours of community service completed in February. D. The Drug and Alcohol RIP/DCIP program had 77 offenders. There were six successful discharges in February. E. The Pre-Trial Supervision program had 45 offenders. F. The Sex Offender Program had 39. G. There were 34 offenders on the Mental Health caseload. H. The Electronic Monitoring Program had 11 offenders. I. There were 22 participants in the Good Wolf Treatment Court. J. There were 11 offenders detained in February and there were 11 that were given alternative sanctions. K. There were 135 daily jail bed days saved by using the alternative sanctions of electronic monitoring (252 days), DCIP/D&A RIP (2153 days), intensive supervision (146 days) and pre-trial release (1234 days). L. The Work Release program collected $18,256 in February and the Probation Department collected $242,076. VI. Jail Expenses A. Commissioner Horst moved that the jail’s current bills be paid, Sheriff Sites seconded the motion and the motion was unanimously approved. VII. Old Business A. Warden Franzoni provided a staffing update. There are 55 officer positions filled and five applicants pending. There are 22 interviews scheduled. She commended administrative and support staff for stepping in to help custody staff by covering shifts. Two officers were promoted to Lieutenants and are scheduled to start in their new roles at the end of the month. Commissioner Flannery noted that the jail population is the highest it has been post-COVID, but the staffing is at it lowest. Warden Franzoni said care, custody and control of inmates are not being compromised and Title 37 regulations are being met. B. Warden Franzoni gave a facilities update. The federal contract is pending their signatures, but the inspection of FCJ has already been completed. The jail’s new Certified Recovery Specialist is scheduled to begin new drug and alcohol programs by the end of the month. VIII. New Business = None IX. The next meeting is scheduled for April 8, 2025 at 8:30AM at the Franklin County Administration Building. Controller Wissinger moved to end the meeting, Sheriff Sites seconded the motion and the meeting was adjourned.
