THURSDAY, NOVEMBER 4, 2010
The Franklin County Commissioners met Thursday, November 4, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda and amend it to include Chairman to answer
questions raised at a recent meeting about contracts.
Commissioner Keller wanted to clarify the Visitors Bureau contract from last
weeks meeting about purchasing display units. The units are self standing to hold
brochures and a monitor for videos for tourists to view. Commissioner Keller would like
more time to get back on the other question about the consultants that was raised. Mr.
Keller also wanted everyone in attendance to know that he and Commissioner Thomas
attended the Habitat for Humanity dedication last weekend in New Franklin. This was
th
Habitat’s 25 home project in Franklin County. New Franklin Ruritan donated the
property and $10,000.00 in cash to the project. The Commissioners are grateful for the
work that Habitat for Humanity is doing.
James Wyrick provided public comment and wanted to inform the board that the
Federal Reserve pledged to start a controversial new bond-buying spree to rescue the
economy. This will impact State and Local governments and final outcome may be less
than hoped.
Allen Piper also provided public comment and informed the board of the petitions
going around related to the courthouse proposal. He and his wife worked at the St.
Thomas 2 poll and had overwhelming response and received 537. The Board will be
getting the petitions soon. Writing is on the wall that people overwhelmingly are over
burdened with things going on in our country. 90% are asking them to slow down about
spending money and Mr. Piper would like to sit down with Board and talk to them. There
are some things that need done like modernization and moving and he is not against
that.
Mr. Wyrick wanted to provide further public comment to inform the board that
when talking to people he has told them that the County has a double A rating and is
prudent in spending and are responsible. He is praising what the County has done and
made it known to the people. The County also has very dedicated people and he makes
sure he tells people they are well represented.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of October 28, 2010 meeting. The minutes from
October 26, 2010 need further review.
The Board reviewed Commissioners’ Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from
Public Financial Management, Inc. (PFM) to provide financial advisor services as stated
in agreement signed on October 21, 2010 at a cost not to exceed $12,000.00 for the
Recovery Zone Economic Development Bonds via a bank loan to close in December
2010; Not to exceed $15,000.00 for refinancing of the Motorola Lease Agreement via a
bank loan to close in December 2010; and at a cost not to exceed $23,000.00 for
Financial Advisor fees and preparation of the preliminary and final official statement for
refunding of the 2002 bonds via an internet auction in the first quarter of 2011.

The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Proposal from Infocon to provide installation of imaging software and two months of
service to scan into Infocon’s Prothonotary Imaging Sub-system at a cost of $775.00 for
the RVI client and to setup the scanner and $40.00 per month for two months.
The Board reviewed Community Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Report on food
distribution to PA Department of Agriculture in the amount of $2,968.08 for personnel,
travel, copies, telephone, supplies/postage, space costs, & liability insurance for the
period of July through September, 2010.
The Board reviewed additional Community Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Report on food distribution to PA Department of Agriculture in the amount of $452.16 for
personnel, travel, copies, telephone, supplies/postage, space costs, & liability insurance
for the period of July through September, 2010. This is a separate invoice due to
coming from ARRA funds.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quotation from
CDW –Government to purchase 22 APC Uninterruptible Power Source (UPS) batteries
at a cost of $30,263.42. This company is on the Costars State Contract.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Professional Services Contract between the County of Franklin and CDI-Infrastructure,
LLC dba L. Robert Kimball to provide site-specific wireless accuracy testing services,
and additional yearly service to perform maintenance after initial testing at cost of
$69,650.00 initial cost and $16,164.00 annual cost for the period of November 1, 2010
through October 31, 2012.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment
in the amount of $72,700.00 to cover personnel and related expenses due to Tuscarora
Managed Care Alliance (TMCA) payroll transfer to County. No County Share needed.
The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to
agreement dated May 22, 2007 between the County of Franklin and Tyler (MUNIS) for
disaster recovery services to increase the cost from $7,633.00 to $7,938.32 for the
period June 1, 2010 through June 1, 2012.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Quote from NAC Divisions to replace CRT monitors with Bosch Model UML
LCD Monitors including rack and mount kit for existing electronic security and
communication system at a cost of $1,131.00.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Agreement between the County of Franklin and Cleveland
Brothers Equipment Company, Inc. to provide preventive maintenance service on the
generators at the Nursing Home at cost of $965.50, Courthouse at a cost of $760.50,
and Clarks Knob at a cost of $1,311.00, and Building 426 at a cost of $1,020.00 for the
period of January 1, 2011 through December 31, 2011. This is a savings of $2,383.00
from the 2010 contract with another vendor.

The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Agreement between the County of Franklin and
Cleveland Brothers Equipment Company, Inc. to provide preventive maintenance
service on the generator at Blue Mountain Tower at a cost of $800.00 for the period of
November 1, 2010 through December 31, 2011.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Proposal from Diamond Automatic Sprinklers, Inc.
to provide annual inspection of automatic sprinkler system at the Administration Annex
at a cost of $230.00.
The Board reviewed Prothonotary matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment
in the amount of $4,000.00 for purchase of label printers previously approved by the
Board and shortage in budget for regular Infocon bills.
The Board reviewed Tax Claim matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Exonerations listing for
parcels exonerated for the 2010 County and Library taxes for Chambersburg Borough,
Guilford Township, Hamilton Township, Letterkenny Township, and Lurgan Township.
In accordance with PA Act 67, 68 and 127 notifications, Pennsylvania
Department of Transportation notified the County of an Erosion & Sediment Pollution
Control Plan from Franklin County Conservation District and a Pennsylvania Department
of Environmental Protection Joint Water Obstruction and Encroachment Permit for
construction on Orrstown Road located in Southampton Township.
In accordance with PA Act 67, 68 and 127 notifications, Red Barn Consulting,
Inc. notified the County of a Pennsylvania Department of Environmental Protection
NPDES CAFO Permit Application being applied by Mercer Vu Farms, Inc. for existing
dairy operation located in Mercersburg, PA.
In accordance with PA Act 67, 68 and 127 notifications, Delgrande and
Associates, LLC notified the County of a Pennsylvania Department of Environmental
Protection NPDES Part I being applied by Letterkenny Township Municipal Authority for
the Hillview Wastewater Treatment Plan located in Letterkenny Township.
The Board met with the Human Resources Associates and the Controller for
Salary Board and Personnel matters.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the job description for Desktop Support Specialist.
Teresa Beckner, Fiscal Director met with the Board and provided an update on
the following items: Review of 2010 budget performance through August and
preparation of 2011 budget.
John Hart, Chief Clerk/County Administrators announced that County Managers
will be meeting with the Board next Tuesday, November 9, 2010 to present 2011
budgets.
