TUESDAY, JANUARY 25, 2011
The Franklin County Commissioners met Tuesday, January 25, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Mr. Bill Landis from Mercersburg provided public comment and wanted to thank
the Board for their public service.
The minutes of January 18, 2011 and January 20, 2011 meetings were read.
These will be approved Thursday, January 27, 2011.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, January 27, 2011.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the Certification of County
Funds for 2010 Program Year for total funds in the amount of $235,000.00 for the
purchasing of agricultural conservation easements.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Contract
between the County of Franklin and Porter’s Carpet and Furniture to install new carpet in
the Human Services Building at a cost of $32,109.00. Requests for proposals were
requested and three companies responded. This was the lowest qualified quote.
The Board met with the County Solicitor to review related matters.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:41 a.m. this date for the
purpose to review the Tax Assessment Appeal of Quincy United Methodist Home and
the Chief Clerk requested executive session to discuss personnel matters. The Board
reconvened into regular session at 10:32 a.m.
The meeting was adjourned at 10:32 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
