THURSDAY, FEBRUARY 17, 2011
The Franklin County Commissioners met Thursday, February 17, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Bill Landis from Mercersburg provided public comment on what appears to be
more contention in the general public based on school board meeting last night and a
great divide in his hometown in Mercersburg. Mr. Landis wanted to thank the Board for
maintaining civil obedience within the meetings.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of February 8, 2011 meeting while Commissioner Ziobrowski
abstained from voting. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved the minutes of February 10, 2011 meeting.
The Board reviewed Day Reporting Center matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from
CenturyLink to provide 1 month of high speed internet service at a cost of $135.40. This
is a test due to internet problems with current provider.
The Board reviewed Election matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Final Report of
Performance and HAVA Compliance (HAVA Grant-Section 261) to Pennsylvania

Department of State to replace the County’s report for the 2 Quarter of 2009.
The Board reviewed MH/MR matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Housing and Urban Development Annual Progress Report (APR)
for the Shelter Plus Care Program for the period of November 20, 2009 to November 19,
2010.
The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Butler’s
Specialty Cleaning to provide semi-annual service of cleaning of hood and exhaust
system in dietary department at a cost of $590.00 annually for the period of January 1,
2011 through December 31, 2011.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from
Carlisle Consulting Group, Inc. to provide engineering services for the FSNRC Recovery
Bond Electrical Replacement Project in the amount of $40,962.00.
The Board reviewed Prothonotary matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2011 Budget Adjustment
in the amount of $12,000.00 to budget revenue and expense to allow use of automation
funds to pay Prothonotary Infocon bills.

The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Revised Facility
Access and Key Control Policy #809.02A to protect the property, privacy and security of
Franklin County Elected Officials and Employees by establishing a framework by which
keys and access will be issued, monitored and maintained, which is attached and made
a part of these minutes.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Franklin County
Smoke-Free Courtesy Zones Policy #825.00 to maintain smoke-free access and smoke-
free indoor air for Franklin County buildings and indoor work sites, which is attached and
made a part of these minutes.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Professional Services
Agreement between the County of Franklin and Emily Gascoyne to provide advertising
design for print media for spring events and spring marketing at a cost not to
exceed$2,500.00 for the period of February 17, 2011 through March 20, 2011.
In accordance with PA Acts 14, 67, & 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Application being applied to construct stormwater management
facility and re-grading a portion of the property located in Franklin County.
The Board reviewed appointments to the Franklin County Library Board. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
to appoint Stephen Harris to serve a two (2) year term to expire December 31, 2012.
The Board reviewed Planning Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved Resolution #2011-05 to
authorize Chairman Keller to sign all contracts regarding Pennsylvania Department of
Transportation grants for Franklin County Rural Planning Organization.
The Board reviewed appointments to the Franklin County Redevelopment
Authority. On a motion by Robert L. Thomas, seconded by David S. Keller; approved to
appoint Commissioner Ziobrowski to serve a five (5) year term to expire on December
31, 2015. This is a correction to action taken on January 3, 2011. Commissioner
Ziobrowski abstained from voting.
The Board reviewed Sheriff matters and conducted a bid opening for Sale of
Sheriff Mobile Radios. One bidder submitted a bid but more clarification is needed
before the bid is awarded. The Board will award or reject the bid on February 22, 2011 at
9:45 a.m.
The Board met with Teresa Beckner, Fiscal Director to discuss the following
items: Reviewed the 2010 budget performance through December and 2011 Purchases.

RESOLUTION # 2011-05
WHEREAS, the Franklin County Planning Department will provide the staff support for the
Franklin County Rural Planning Organization; and,
WHEREAS, Franklin County has applied for and received a grant from the Pennsylvania
Department of Transportation to do transportation planning throughout the county; and,
WHEREAS, the County will provide the matching funds for this grant;
NOW, THEREFORE, be it resolved this ( % day of February 2011, that the Franklin County
Board of Commissioners authorizes David S. Keller, Chairman, to sign all contracts regarding
said grant.
