Developmental Disabilities Program Providers Meeting
August 5, 2011
Introductions:
Everyone introduced themselves and their agency affiliation.
Ed Franchi/Fiscal Updates:
Contract Requirements
Ed reviewed reports due on August 15, 2011 for providers. These include: quarterly
expenditure report (April-June); salary review; property purchased report, and property
leased report. If anyone has any questions please contact Ed via email
eefranchi@4umgt.com. Ed also updated the group on cost settlement.
Dawn Orndoff: Link Coordinator, Franklin County Human Services
‘The Link’ Presentation
‘The Link’/Aging and Disability Resource Center (ARDC) is a collaborative effort of the
Administration on Aging and the Center of Medicare & Medicaid Services designed to
streamline access to long-term supports and services. Core functions are information,
referral and awareness; options counseling and assistance; streamline eligibility
determination for public programs; person centered transition support; and quality assurance
and continued improvement. On September 27, there will be a kick-off for’ The Link’ at
1:00 p.m. at the Human Services Building (425 Franklin Farm Lane, Chambersburg). If you

Marion Rowe:
HCQU updates (Deb Berg)
A new behavioral coordinator, Sharon Rico, has been hired and is currently doing 4-5
trainings for individuals per week, focused on relationships, boundaries and human sexuality.
HCQU is an underutilized resource and can be useful to providers as a second pair of eyes to
review charts. HCQU also reviews incident reports(usually medical related) and may reach
out toproviders to offer assistance. Providers should continue to send HCQU training
requests to Marion Rowe.
Providers have done a good job in submitting timely incident reports.
During incident investigation interviews, if new/additional information is discovered
separate and apart from the current incident being investigated, , providers must consider the
new information as a separate/new incident and enter accordingly.
The next Risk Management meeting will be held at the Human Services Building (425
Franklin Farm Lane) at 10:00 a.m. on August 16, 2011 in room 155.
Jane Cline:
RFI for Shared Living
Franklin/Fulton has a respectable number of people in Life Sharing; however, the program is
much underutilized in Pa.
Several years ago, a substantial trust-fund was set up specifically to assist with funding
service provisions for residents of Fulton Co. Currently, small amounts of the trust are being
used to fund day services and Special Olympics in Fulton Co., However, the desire is to
utilize the funds more thoroughly by investing in larger projects.
Supports Coordinator Mike Sites is now working with individuals with dual diagnoses.
Rates are rumored to be adjusted in December and retroactive until July 1, 2011. Contract
amendments for base providers will be sent out soon. Double check rates are accurate in
HCSIS.
Lori Young:
Quality Management Report
Lori distributed the QM 2nd quarter report. Highlights from the report included: no
restraints; life-sharing is the same; employment is the same; PUNS increased from 52% to
81%; number of individuals carrying ID cards increased from last year by 10%;
communications goal increased from last year by 14%.
Provider Monitoring
Lori introduced the new provider monitoring tool, which is significantly lengthier and more
detailed than the prior tool. Providers should contact Lori Young with any questions:

Provider updates:
Arc–
o Has recently launched a new website.
o Parents have items such as wheelchairs and air-conditioners to donate to those who
need them.
Comfort Keepers-
o Has opened a new office in Carlisle on Walnut Bottom Road.
NHS-Franklin/Fulton
o A behavioral specialist serving Franklin/Fulton County is now on site.
o NHS is planning to open a new home in the Newville area.
Keystone Service Systems-
o Has recently opened a new home in Cumberland County.
The Meeting was adjourned. The next meeting for Developmental Disabilities Program Providers
Meeting will be held on Friday, November 4th, 2011.
