I was hired in October 2010 as a Fiscal Officer II. Before that I did my college internship in the Frank-
lin County Fiscal Department. Before working for the County, I spent 12 years in the banking indus-
try. I graduated from Wilson College with two Bachelor's Degrees- one in Business & Economics and
the other in Accounting. My job includes processing MH/DD/EI provider invoices along with various
other Fiscal duties. I reside in Fayetteville with my significant other, Mike, and two children- Jonathon
and Emmy, along with Shorty, the family dog, and two cats, Libby and Lucy. I enjoy traveling, watch-
ing baseball games, scrap booking and reading.

* Early Intervention: “Outcomes Training” is scheduled for Friday, January 13, 2012 in the Sears Community/
Multipurpose Room at the Franklin County Annex Bldg, 218 North Second Street, Chambersburg, PA 17202. Advance
registration is required. The registration will begin at 9 AM and training will start at 9:30 AM. This training will be pre-
sented by Early Intervention Technical Assistance staff.

Program Updates: Special Olympics in Fulton Co. is up and coming. Franklin/Fulton DD program has partnered with
Special Olympics, using a Trust Fund, to build 5 Bocce Courts in Fulton County. The Bocce Courts are located at Forbes Road
High School, Central Fulton High School, Southern Fulton Elementary School, Southern Fulton High School and a community
court is located at the Friends and Alumni AKA Manito Building. There are two athletes currently training for Bocce which is
“lawn bowling”. Fulton County Special Olympics also is starting basketball in January 2012. They are holding an event on Janu-
ary 18, 2012 at 6:30 pm at the Friends and Alumni AKA Manito Building in McConnellsburg. Everyone who is interested in
playing or volunteering is invited to this event. If you know of anyone in Fulton County who would like to compete in Special
Olympics or for more information, please contact Mindi Graham at 717-816-5771.
From the Desk of the Administrator: We have a lot going on now, as you are aware with my email last Thursday notify-
ing you that we are beginning the process of setting up a non-profit agency for MH/MR/EI. I expect that future newsletters will be
used to keep you updated on the progress of this process, along with regular emails, as I feel it is important that you are kept in the
loop as much as possible. At this point, however, I do not have a lot of details, so I will not be filling this section with that infor-
mation yet. Please feel free to contact me with any questions you may have and I will do my best to get an answer for you.
We decided to focus the remainder of this section on retained revenue (which primarily only applies to MH pro
viders because the State took over paying for Waiver services in MR and most of EI services have a State set
rate). As per section 108 of Chapter 4300 County Mental Health and Mental Retardation Fiscal Manual, providers
have the ability to retain up to 3% in retained revenue. The regulation states that Counties "will participate in an
allowance for retained revenue only when the County explicitly approves retained revenue." We (MH/MR as
well as providers) need to do a better job at managing this aspect of your contract. With us implementing the
interim cost settlement process, we were able to do a better job at managing our State allocation, which al
lowed us to distribute retained revenue to some providers. Of course retained revenue is contingent upon the
availability of funds. Now, for your part you need to make sure that we receive written documentation as to
how the retained revenue funds are going to be used. These funds can only be used to improve and/or expand
services. For those of you who have received a settlement letter, this topic is addressed in a paragraph towards
the end of the letter. Therefore, if your organization was either allowed to retain revenue or received a sepa
rate check that consisted of retained revenue for FY 20101011, please make sure we receive a letter indicating
how the retained revenue was used. If we determine the retain revenue was not used appropriately, we will
notify you in writing and those funds will need to be returned.
