TUESDAY, JANUARY 17, 2012
The Franklin County Commissioners met Tuesday, January 17, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of January 10, 2012 and January 12, 2012 meetings were read.
These will be approved Thursday, January 19, 2012.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller had
questions about the Capital Blue Cross agreement for COBRA medical coverage and
asked if there is a cost to the County. Mr. Hart explained there is no cost to the County
for either contract. The COBRA contract enables an employee that leaves county
employment to purchase health insurance at full costs up to 12 months or until they
obtain other health insurance coverage. Commissioner Thomas asked about the total
costs per unit of the Keystone Health and Mental Health Association contracts due to not
finding the costs with the addendums. Mr. Hart directed the Commissioners to the
Mental Health Association contract page which listed the unit costs. The Keystone
contract refers to the original contract signed in 2009. This information will be sent to the
Board. Commissioner Thomas also asked if the Motorola maintenance contract is sole
source. Mr. Hart advised the maintenance has to be performed by Motorola trained
technicians or they won’t guarantee the hardware or software. This price includes
technical support and training and is on State contract pricing. All items will be approved
Thursday, January 19, 2012.
The meeting was adjourned at 9:51 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
