THURSDAY, FEBRUARY 16, 2012
The Franklin County Commissioners met Thursday, February 16, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of February 7, 2012 and February 9, 2012 meetings.
The Board reviewed Commissioners’ Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the change order
from Morefield Communications to provide additional equipment and cabling to install a
Local Area Network (LAN) for the ShoreTel system. Domestic Relations is operating on
a statewide computer system and they do not allow the County to operate on their LAN.
This change order is in the amount of $7,579.00.
The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
contract agreement and addendum between the County of Franklin and C.S. Davidson,
Inc. to provide testing and inspection services for construction of additions and
renovations to the Franklin County Judicial Center. This contract and addendum will be
at a cost not to exceed $10,000.00.
The Board reviewed Coroner’s Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Jan Sulcove to provide contracted attorney services
at a cost of $110.00 per hour, not to exceed 100 hours annually for the period of January
1, 2012 through December 31, 2012
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the supplemental
appropriation to provide the County’s portion of the awarded PCCD-CJAB Initiatives
Security Technology Grant. This grant provides funds to improve Franklin County’s
security technology with security related capital purchases and is 75% federally funded
in the amount of $108,000.00 with a 25% county match in the amount of $39,000.00.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Johnson Road Properties, LLC for rental of a unit as
part of the reentry pilot program for participants lacking a 90 day home plan which will
reduce recidivism by supporting eligible offenders and in time will lower the jail’s cost as
these clients cycle out of the county jail. This agreement is at a cost of $5,807.01 for the
period of February 10, 2012 through December 31, 2012.

The Board reviewed additional Grants Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
agreement between the County of Franklin and The County Commissioners Association
of Pennsylvania (CCAP) to participate in the PCCD funded, CCAP implemented, Data
Quality Framework for Criminal Justice Project. The Franklin County participants are
Adult Probation, District Attorney and the Jail and this project is to standardize data
fields reported to the State and Federal Departments. This will increase efficiencies for
projects to collate data from these three departments for reporting and is no cost to the
County. The term of this contract is January 1, 2012 through December 31, 2012.
The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Tyler Technologies, Inc. to provide maintenance
support for MUNIS database and interfaces with MUNIS software at a cost of
$10,903.68 for the period of April 1, 2012 through March 31, 2013. This agreement
entitles the County to upgrades to keep with the latest features and functionality.
The Board reviewed additional Information Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
agreement between the County of Franklin and Tyler Technologies, Inc. MUNIS Division
to provide annual support for various MUNIS products at a cost of $59,877.90 for the
period of April 1, 2012 through March 31, 2013. This agreement entitles the County to
upgrades to keep with the latest features and functionality.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Pennsylvania Department of Environmental Protection – Bureau of Waste
Management Storage Tanks Registration/Permitting Application form to certify the Jail’s
generator. This service is required by law to have the storage tanks/generator fuel tank
in compliance under Pennsylvania standards. The permit cost is $3,000.00 for the first
year and then $50.00 each year starting in 2013.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the service agreement between the County of Franklin and Jones Fire
Extinguisher, Inc. to provide annual inspection, services and maintaining the Jail’s fire
extinguishers under State and Local codes at a cost of $132.00 for the period of January
1, 2012 through December 31, 2012.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the service agreement between the County of Franklin and Kistler
O’Brien Fire Protection to provide inspection and maintenance on the kitchen ansuls and
kitchen hood system to maintain certifications as well as local and state fire safety codes
at a cost of $669.50 for the period of January 1, 2012 through December 31, 2012.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and NCH Chemsearch
to provide a water quality assurance program for the cooling and heating system at the
Jail to permit the most useful life and operating efficiency for which it was designed at a
cost of $1,810.00 for the period of February 15, 2012 through February 14, 2013.

The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract (#C000052066)
between the County of Franklin and Pennsylvania Department of Community and
Economic Development for the Community Development Block Grant (CDBG) for a
grant amount of $354,236.00 for the period of February 1, 2012 through January 31,
2017. These funds are to be used for water and sewer improvements.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved Resolution #2012-
02 to authorize Commissioner Robert Thomas, Chairman of the RPO, to sign all
contracts regarding Pennsylvania Department of Transportation grants for Franklin
County Rural Planning Organization. This annual resolution is required as part of the
County’s ongoing contract with PennDOT.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Ehrlic to inspect county owned buildings and
transportation vehicles to perform bed bug assessment and surveillance twice a year at
a cost of $5,600.00 for the period of January 1, 2012 through December 31, 2012. This
is part of the County’s proactive approach to bed bug prevention and control in county
buildings and transportation vehicles.
In accordance with PA Act 14 notifications, Martin and Martin, Inc. notified the
County of a Pennsylvania Department of Environmental Protection BWM-GP-11, GWM-
GP-5 General Permit applications being applied by Southampton Township Board of
Supervisors to replace two existing corrugated metal coverts with signal precast
concrete arch culvert, replace existing corrugated metal culvert with reinforced concrete
culvert and install a 2” water service lateral encased in concrete crossing with all projects
located in Southampton Township.
In accordance with PA Acts 67, 68 and 127 notifications, Amos James Rowland
notified the County of a Pennsylvania Department of Environmental Protection Small
Noncoal Permit application being applied for a project located in Warren Township.
In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer and
Associates notified the County of a Pennsylvania Department of Environmental
Protection General NPDES renewal permit being applied by East End Developers, LLC
for a residential subdivision located in Washington Township.
In accordance with PA Acts 67, 68 and 127 notifications, Curfman & Zullinger
notified the County of a Pennsylvania Department of Environmental Protection General
NPDES renewal permit being applied by Brinton and Peter Byers for a land development
project proposing construction of a chicken housing facility located in Montgomery
Township.
In accordance with PA Acts 67, 68 and 127 notifications, Glace Associates, Inc.
notified the County of a Pennsylvania Department of Environmental Protection General
permit application being applied by St. Thomas Township Municipal Authority for
implementation of chemical precipitation of phosphorus updates to pump station #7
located in St. Thomas Township.

Teresa Beckner, Fiscal Director met with the Board to discuss the following
items: Review of 2011 expense and revenue budget performance through December.
Ms. Beckner advised the numbers are preliminary figures due to the books still being
open and Fiscal is making adjustments. Ms. Beckner said the preliminary results show
the County’s expenses are approximately 91.4% county-wide, including fiduciary and
internal service funds. The General Fund expenses are at 93.3% as of yesterday
afternoon and is changing every day. She said the County is on track to have a general
fund surplus for 2011, which is budgeted to use in 2012. Ms. Beckner also provided an
update on the State budget and advised there are still unanswered questions. She said
Fiscal and Human Services staff continue to gather information and analyze what’s
available to determine the impact and develop ideas and alternatives however at this
point based on the Governor’s proposal to move several human service funding streams
into a combined block grant, it appears the human services budget’s will be cut by $1.3
million. Ms. Beckner said no one is sure how the block grant will be defined, how the
funds are to be allocated or what the impact could be. Ms. Beckner also reported that
Fiscal is going through the proposal to determine the potential impact to funding for other
county operations.

FRANKLIN COUNTY COMMISSIONERS
