TUESDAY, FEBRUARY 21, 2012
The Franklin County Commissioners met Tuesday, February 21, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda. John Hart asked to include a resolution to
appoint Shippensburg Borough to collect taxes due to an elected tax collector deciding
not to accept the position. The Board approved the amended agenda.
Ken Jones provided public comment and asked for more information on the
meeting being held tomorrow at the sears building such has who is on the board that
was established by the Commissioners and when the panel brings concerns back to the
Commissioners will there be an open discussion? Chairman Keller responded that he
assumes Mr. Jones is referring to the MH/ID Advisory Board meeting to receive
information from consumers and providers on forming a nonprofit. Chairman Keller said
the Board will get a list of the panel members to him. Mr. Jones said Mr. Hart said
recently that this change would not cost any additional money however may be no
savings involved either. John Hart responded this may not be a cost savings measure
but a better way to provide the services. Commissioner Thomas said saving money will
be determined at a later date but there will be great efficiency and due diligence to see if
can save money. Mr. Jones asked about the attitude of the employees. Chairman
Keller responded the County has formed an employee group to review the non-profit
initiative and there is one member of the advisory board on this committee and they are
gathering employee input. He said the employees are responding in a positive manner
and looking to help with the transition. Mr. Jones asked if there have been any
comments and John Hart responded that about 50 people attended the last meeting and
not sure how many attended the meeting in Fulton County and meeting participants are
providing comments and expressing concerns.
John Hart asked the Board to consider a resolution to appoint the Borough of
Shippensburg to collect county taxes due to an individual who was elected as tax
collector in West End Shippensburg decided after reviewing the job decided to withdraw
from office. Shippensburg Borough has stepped up to collect the taxes. He said staff is
working to ensure everything is in place. Commissioner Thomas asked if the School
District also has to appoint someone and Mr. Hart will follow up. On a motion by Robert
G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Resolution
#2012-03 to authorize the Borough of Shippensburg to collect taxes for the County of
Franklin and that the attached resolution be made a part of these minutes.
The minutes of February 14, 2012 and February 16, 2012 meetings were read.
These will be approved Thursday, February 23, 2012.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas mentioned the West Nile agreement is $18,000.00 less than last year.
Commissioner Thomas asked how the process works when have to pay out claims for
the Workers Compensation Fund. Mr. Hart said each claim is evaluated and staff work
with a consultant to determine best avenue to handle the claim, some situations are
determined by various factors as to whether to settle the claim or get the person back to
work. He said the fund is fully funded. Chairman Keller asked if the County has
provided any additional funding to Ag. Extension in the past and Mr. Hart said no the
County hasn’t but this year decided to budget to move money to fund at the same level
due to their program being cut by the State. The following item was approved today and
the remainder items will be approved Thursday, February 23, 2012.

The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the Supplemental Appropriation
in the amount of $165,000.00 due to workers’ compensation claims settled in 2011 paid
out of Workers’ Compensation Fund.
The Board recessed at 10:12 a.m. and will reconvene at 1:00 p.m. for
assessment appeals.
The Board of Assessment and Revision of Taxes met to hear tax assessment
appeals. Commissioner Ziobrowski was not present for appeals.
The meeting was adjourned at 4:12 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
