Dear Mr. Borror;
The Franklin County Planning Commission staff has reviewed your proposed amendment to
change your Zoning Ordinance. The proposed change from AR District to R-2 Medium Density
for the property located off Pine Stump Road and Olde Scotland would not be in compliance
with the Land Use and Housing portion of the Franklin County Comprehensive Plan. The
changing of zoning designation would encourage development in an area that is not presently
situated next to existing homes. We do not support the proposed change.

Greene Township Board of Supervisors have received a request submitted by Washco
Development Inc., 1423 Dual Hwy., Suite 21A, Hagerstown, MD, 21740.
The property proposed for re-zoning is situated off Pine Stump Road and Olde Scotland
Road in Greene Township. They are requesting that several tracts ofland belonging to
various property owners be rezoned from the current AR District to R-2 Medium Density
Residential District. I have enclosed copies of material that was submitted to the
township. The Board of Supervisors have not scheduled the date or time for holding the
required public hearing on this matter.

ZONING AMENDMENT
This proposed Zoning Amendment is for the extension of the existing
R-2 Zoning District into the existing AR Zoning District. The reason for
this request is that W ASHCO Developers owns a 24 Acre tract north of Pine
Stump Road zoned differently than the south side of the road.
In reviewing the area, additional land owners were interested in the same.
The area being primarily agricultural, and with the unrestricted agricultural
practices having created extensive groundwater pollution problems, a
broader review of the area was taken.
With the proximity of public water, sanitary sewer and the transportation
system, it is very reasonable to consider this area for an extension of the R-2
District. Future residential development in this area will help eliminate the
unrestricted agricultural practices limiting further groundwater pollution and
allowing residential development to expand in Township where services are
best available.
