RE: Proposed Zoning Map Amendment
Dear Mr. Tarquino:
Please be advised that Washington Township has received the
following zoning map amendment request, and in addition to the
application, the draft ordinance for this ordinance amendment
is attached:
RZ06-004: Richard and Mary Ellen Hess - 11.2 acres on Old
Forge Road. Rezone 11.2 acres from Medium Density
Residential (R-2) to Agricultural (A).
Please provide comments on this proposed rezoning. The
Township Supervisors will hold a public hearing on this proposed
change in May 2006.
It has been noted that this rezoning amendment is inconsistent
with the current Comprehensive Plan for Washington Township.

ORDINANCE NO.
AN ORDINANCE
OF THE BOARD OF SUPERVISORS OF
WASHINGTON TOWNSHIP, FRANKLIN COUNTY,
PENNSYLVANIA, AMENDING THE WASHINGTON
TOWNSHIP ZONING ORDINANCE.
WHEREAS, the Board of Supervisors of Washington Township, Franklin
County, Pennsylvania, adopted on April 2, 2001, Washington Township Ordinance
No. 153, known as the Washington Township Zoning Ordinance and thereafter as
amended; and
WHEREAS, the Board of Supervisors of Washington Township deems it to
be in the interest and welfare of the residents of the Township to amend the
Washington Township Zoning Ordinance by altering the Washington Township
Zoning Map as described below and as shown on the attached map.
NOW, THEREFORE, by the authority of and pursuant to the provisions of
Article V of Act No. 247, as amended, of the General Assembly of the
Commonwealth of Pennsylvania, approved July 31, 1968, known as, and cited as
the "Pennsylvania Municipalities Planning Code"; and any amendments and
supplements thereby, amending Ordinance No. 153, adopted by the Board of
Supervisors of Washington Township on April2"d, 2001, and known as the
Washington Township Zoning Ordinance, be it enacted and ordained by the Board
of Supervisors of Washington Township, Franklin County, Pennsylvania, that the
Zoning Map of the Township adopted pursuant to Ordinance No. 153, known as
the Washington Township Zoning Ordinance be revised and Ordinance No. 153 is
hereby amended as follows:
ARTICLE 1. Athena Varounis and Eleanor Benish property at 11025 Old
Forge Road shall be changed from Medium Density Residential (R-2) and Low
Density Residential (R-1) to Agricultural (A) for 6.74 acres of land owned by
Athena Varounis and Eleanor Benish. Description of the property is as follows:
Beginning at a railroad spike in the center line of Township Route 378 at lands of
the grantors; thence by said lands north 62° 52'13" west a distance of 365.69' to
an iron pin; thence continuing along said lands north 41 ° 51'40" west a distance of
248.19' to an iron pin; thence continuing along said lands north 33° 21'00" west a
distance of 154.70' to an iron pin; thence continuing along said lands north 47°
21'00" west a distance of 256.50' to an iron pin at lands now or formerly of Coe;
thence along said lands north 72° 55'00" east a distance of 365.26' to an iron pin
at lands now or formerly of Calvert; thence along said lands south 49° 31 '00" east
a distance of 646.30' to a railroad spike in the center line of Township Route 378;
thence in the center line of said road, south 12° 15'00" west a distance of 350.00'

to a railroad spike, which is the point of beginning. Containing 6.74 acres and
being parcels Band C as shown on draft by Oliver Cump and Associates, Inc.,
dated January 30, 1976, and recorded in Franklin County Deed Book 726, page
13.
ARTICLE 2. Richard 1. & Mary Ellen Hess property located at 11003 Old
Fore Road shall be changed from Medium Density Residential (R-2) and Low
Density Residential (R-1) to Agricultural (A) for 2.60 acres of land owned by
Richard 1. and Mary Ellen Hess. Description of the property is as follows:
Beginning at a railroad spike in the center line of Township Route 378, at corner of
lands now or formerly of Milton R. Jordan; thence continuing along said lands
north 49° 31'00" west a distance of 646.30' to an iron pin at lands now or formerly
of William H. Martin; thence continuing along said lands north 72° 02'00" east a
distance of 245.30' to an iron pin; thence along lot no. 2 south 49° 31'00" east a
distance of 435.50' to an iron pin in the center line of Township Route 378; thence
in the center line of said road south 19° 01'00" west a distance of 225.00' to a
railroad spike which is the point of beginning. Containing 2.60 acres and being the
same real estate conveyed to Shirley J. McClain, now Shirley J. Gossert, shown
by deed of Patrick A. McClain and Shirley J. McClain, dated December 1, 1976,
and recorded in Franklin County Deed Book 735, page 428.
ARTICLE 3. Harold E. Helfrick property located at 10979 Old Forge Road
shall be changed from Low Density Residential (R-1) to Agricultural (A) for 1.51
acres of land owned by Harold E. Helfrick. Description of the property is as
follows:
Beginning at a railroad spike in the center line of Township Route 378, at corner of
lot no. 3; thence in the center line of said road south 16° 01'00" west a distance of
222.12' to an existing railroad spike at lands now or formerly of Shirley J. McClain;
thence continuing along said lands north 49° 29'41" west a distance of 433.47' to
an existing iron pin at lands now or formerly of Wilbur H. Martin; thence continuing
along said lands north 71° 43'17" east a distance of 236.36' to an iron pin at corner
of lot no. 3; thence continuing along lot no. 3 south 49° 29'41" east a distance of
218.90' to an existing railroad spike; which is the point of beginning. Containing
1.51 acres and being lot no. 2 as shown by survey of Byers and Runyon dated
October 30, 1979, and recorded in Franklin County Deed Book 816, page 203.
ARTICLE 4. Harold E. Helfrick property located at 10979 Old Forge Road
shall be changed from Low Density Residential (R-1) to Agricultural (A) for 0.35
acres of land owned by Harold E. Helfrick. Description of the property is as
follows:
Beginning at a point in the center line of township route 378, at corner of lot no. 3-
a; thence in the center line of said road south 02° 29'07" east a distance of 20.70'
to a railroad spike in said road; thence continuing along said road south 06° 13'00"
west a distance of 99.99' to a railroad spike at corner of lot no. 2; thence
continuing along lot no. 2 north 49° 29'41" west a distance of 218.90' to an iron pin
at land now or formerly Wilbur H. Martin; thence continuing along said land north

71 ° 43'17" east a distance of 131.77' to an iron pin at corner of lot no.3-a; thence
continuing along lot no. 3-a south 25° 02'54" east a distance of 54.13' to an iron
pin; thence continuing along lot no. 3-a with a curve turning to the right with an arc
length of 13.78', with a radius of 35.00', with a chord bearing of south 13° 46'09"
east, with a chord length of 13.69' to an iron pin; thence continuing south 87°
30'53" east a distance of 25.10' to a point in the center line of Township Route
378, at corner of lot no.3-a; which is the point of beginning, having an area of
15194.11 square feet, containing 0.35 acres and being lot no. 3 as shown by
survey of Byers and Runyon dated October 30, 1979, and recorded in Franklin
County Deed Book 816, page 203.
ARTICLE 5. In all other respects, the provisions of Ordinance No. 153, as
amended, and the Washington Township Zoning Map, as amended, shall remain
in full force and effect.
ARTICLE 6. If any article, section or provision of this Ordinance should be
decided by the courts to be unconstitutional or invalid, such decision shall not
affect the validity of this Ordinance as a whole or any part thereof other than the
part so decided to be unconstitutional or invalid.
ARTICLE 7. This ordinance shall take effect five (5) days after its
enactment.
DULY ENACTED AND ORDAINED this _ day of 2006 by
the Board of Supervisors of Washington Township, Franklin County, Pennsylvania,
in lawful session duly assembled.

RESOLUTION NO.
OF THE BOARD OF SUPERVISORS OF THIS TOWNSHIP AMENDING THE
1999 WASHINGTON TOWNSHIP COMPREHENSIVE PLAN.
WHEREAS, on February 17, 1999, the Washington Township Supervisors adopted an
updated Comprehensive Plan; and
WHEREAS, recent amendments to the Pennsylvania Municipal Planning code require the
Township's Comprehensive Plan to be generally consistent with the Township's Zoning Ordinance;
and
WHEREAS, the Township desires to rezone approximately 11.2 acres of land currently zoned
R-2 and R-1 to A; and
WHEREAS, the Township desires to keep the Comprehensive Plan consistent with the Zoning
Ordinance by amending the Comprehensive Plan to mirror the proposed zoning changes.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of this Township, as
follows:
Section 1. Amends the Future Agricultural Land Use Plan, M12; the Future Residential Land
Use Plan, M14; and the Comprehensive Land Use Plan, M16, to reflect the following residential and
agricultural zoníng changes:
The Athena Varounis and Eleanor Benish property located at 11025 Old Forge Road - change 6.74
acres of land from Medium Density Residential (R-2) and Low Density Residential (R-1) to
Agricultural (A).
The Richard T. & Mary Ellen Hess property located at 11003 Old Forge Road - change 2.60 acres of
land from Medium Density Residential (R-2) and Low Density Residential (R-1) to Agricultural (A).
The Harold E. Helfrick property located at 10979 Old Forge Road - change 1.51 acres of land from
Low Density Residential (R-1) to Agricultural (A).
The Harold E. Helfrick property located at 10979 Old Forge Road - change 0.35 acres of land from
Low Density Residential (R-1) to Agricultural (A).
DULY RESOLVED, this day of 2006 by the Board of Supervisors of
