proposed amendment to the Borough of Waynesboro Zoning Ordinance
No. 935 amending the current sign ordinance to include Temporary
Directional Signs. Borough Council will consider this ordinance for
adoption during their October 3, 2007 meeting.

LEGAL NOTICE
Notice is hereby given that the Borough of Waynesboro will consider the following ordinance
for adoption at the regularly scheduled Council meeting on October 3, 2007, beginning at
7:30 p.m., prevailing time, in the second floor Council Chambers of Borough Hall. Council
Chambers is accessible to the handicapped. Borough Hall is handicapped accessible.
However, persons requiring special accommodations to facilitate participation in the public

ORDINANCE NO.
AN ORDINANCE OF THE BOROUGH OF WAYNESBORO,
FRANKLIN COUNTY, PENNSYLVANIA, AMENDING CHAPTER 295, ARTICLE XI OF
THE CODE OF THE BOROUGH OF WAYNESBORO
BE IT ENACTED AND ORDAINED by the Mayor and Borough Council of the Borough
of Waynesboro, Franklin County, Pennsylvania, and it is enacted and ordained as follows:
SECTION 74: Chapter 295 of the Code of the Borough of Waynesboro, Article XI, entitled
Signs, 374 thereof, entitled "Definitions", is hereby amended to add the definition of "SIGN-
TEMPORARY-DIRECTION" to 3295-74, to include the following:
SIGN-TEMPORARY-DIRECTION -A sign which offers information providing
the direction to premises within the Borough which do not have frontage along
certain high traffic streets as herein designated, within the Borough, whereon
an approved residential real estate development is located or is being located,
within the Borough, which development is approved for ten (10) units or more,
and which sign is located off said premises.
SECTION II: Chapter 295, Article XI, of the Code of the Borough of Waynesboro, entitled
Signs, 379 thereof, entitled "Permitted Signs in All Districts" is hereby amended to include
the following:
D. Temporary Direction Signs, as herein defined, may be located off premises,
subject solely to the following restrictions:
1. A temporary directional sign may be installed on property located along
the following high traffic streets, with the exception that no signs be
permitted in the Town Center and the Downtown Business District:
I. Main Street (SR 0016)
ii. SR 0997
III. SR0316
2. A temporary directional sign may be two-sided and not exceed ten (10)
square feet in face on each side.
3. The top of a temporary directional sign may not exceed four (4) feet in
height perpendicular to the ground.
4. A temporary directional sign shall not be placed in the public right-of-
way and is otherwise subject to adherence to the sight triangle
provisions provided in this Chapter.
5. Only one (1) temporary sign per development.
6. Applicant will verify permission to erect sign on property.
7. A temporary directional sign must comply with the following provision of
Section 78C, herein:
I. 78C 12 (stationary)
II. 78C 13 (illumination)
III. 78C 14 (glare)
IV. 78C 16 (cessation of use)
v. 78C 19 (maintenance and repair)
VI. 78C 20 (Outdoor Advertising Act, if applicable)
8. Subject to the regulations herein and the permitting requirements, the
temporary directional sign may be installed no sooner than thirty (30)
days after the residential real estate development receives land
development approval, and may remain installed for no longer than two
(2) years after installation or until eighty percent (80%) sale of the
approved plan, whichever comes first. Extensions or renewals to the
time frame may be granted upon application to Borough Council.
SECTION III: Repealer. All provisions of previous ordinances of the Borough ofWaynesboro
which are contrary to this ordinance are expressly repealed.
SECTION IV: Savings Clause. In all other respects, Chapter 295, Article XI of the Code of
the Borough of Waynesboro shall remain as previously enacted and ordained.
SECTION IX: Effective Date. This ordinance shall take effect immediately.
