Meeting Minutes
Welcome and Introductions
Everyone introduced themselves and their agency affiliation.
Provider Announcements and Updates
PA Counseling is splitting the family based director position. Rebecca
Troutman is doing Clinical Supervision and Outpatient Therapy and Michelle
Flohr is the Director of Family Based.
Shelly Zullinger from UCBH/The Meadows is expanding her position. She is
now the overall director for the Chambersburg office.
Eye Movement Desensitization and Reprocessing EMDR training is coming to
Mechanicsburg the beginning of April. Cori stated TMCA, CBHNP, & MH/ID
were able to offer scholarships for 3 clinicians to go to the training. If anyone
else is interested they can let Cori or Jim know.
Eric Miller from TMCA informed the staff attending the meeting that one of
their providers (NHS) will no longer be providing BHRS services as of March
12th (projected date). However, they still have 10 other providers. NHS will
continueproviding CRR services.
Brian Gannon from CBHNP discussed having an increased focus with BHRS
providers regarding capacity. PA Counseling has a FB team that services Fulton
County and a team that speaks Spanish Friendly Reminders for our providers:
Reports due since our last MH Provider Meeting:
• December 31st: Audited Financial Reports (for fiscal year ending June 30th)
• January 15th: Individual psychiatric admissions (October through December)
• January 31st: Progress Report on Outcomes in Appendix A
• February 15th: Internal Quality of Service Survey and Quarterly Report of
Expenditures (October through December)
• March 1st: Fixed Asset Report (for fiscal year ending in June 30th)
Reports due prior to our next MH Provider Meeting:
• April 15th: Individual psychiatric admission (January through March)
• May 15th: Quarterly report of expenditures (January through March)
County Announcements/Information – Jim Gilbert
Jim discussed upcoming friendly reminders to providers. He discussed the 4th
quarter psychiatric admissions report, which was sent out to the providers
with the email regarding the agenda for this meeting. It was a psychiatric
admissions reporting overview handout comparing 4th quarter 2011 with 4th
quarter 2010. Jim and Cori would like to see a change with these reports.
They would like to suggest that the submission of individual psychiatric
admissions on a quarterly basis no longer be a contract requirement. Instead
they request that providers inform the county of admissions as they become
aware of them or on a quarterly basis, whichever they prefer. Providers
were in agreement with this change.
Jim discussed that Claire had sent an email indicating she will be sending
emails to providers regarding budget cuts for next fiscal year. It was
mentioned that Claire will be makingphone calls/sending emails to providers
next week to inform them as to the amount of their funding reduction. It is
hoped that most if not all of the CHIPP funding will be restored. However, in
the meantime we need to make the necessary preparations based on the
current information. We have absorbed as much as we can internally.
Unfortunately, due to the size of the proposed reduction some will need to be
onto the providers.
Cori Seilhamer proceeded to introduce the following providers presenting at the Provider
Meeting. She mentioned that a small workgroup was formed to discuss how our DCSWI
dollars have been spent in the past and with this discussion, led the workgroup to believe it
would be a good idea to explore options that increased retention and recruitment of our
entire system.
PA CareerLink Presentation – Lori Wolfe and Mary Texter
Lori discussed how CareerLink has gone through tremendous changes over
the years. One of those trainings would be that everything is internet-based
now. Lori discussed free services that CareerLink has to offer, as well as what
was in the packet she provided (On-the-Job Training, Website Comparisons,
Registration form, Job Order Worksheet, Benefits of Hiring Veterans,
Employer Resource Directory, etc.).There is a conference room located at the
CareerLink office that is available to rent for trainings/meetings. This room
fits about 25-30 people comfortably. Lori discussed having a grant that
focuses on hiring people. Further discussion lead to unemployment, layoffs,
and what services CareerLink can offer. Lori is trying to put together
keywords to help job seekers find your company and postings. By creating
this keyword, it will bring up all providers logos and all postings for jobs.
Mary discussed that her main focus is to come out and meet with staff. She
asked staff to fill out a form to get connected with their services. This form
was passed out in the meeting. She feels it would be a good idea to meet
individually to get a better understanding about what can be offered. She
discussed a Job Fair that is coming on April 12th at the Chambersburg Mall
from 9-3. In the packet provided there is an application to fill out for those
who want to attend the job fair.
Lori and Mary mentioned that if an employer would like a webpage with PA
CareerLink to contact one of them.
Provider Training Opportunity – David Ranck
David Ranck and Cynthia Shingler from Executive Directions, LLC were
present at the Provider Meeting. David Ranck, a Health Care Coordinator
discussed that they are looking forward to producing projects in the future.
He began by letting everyone know how they started and what has happened
over the years. His main discussion was on Front-Line Supervisors and how
they lack good mentor and certain other skills. A committee was created to
find out what is important and to see what Front-Line Supervisors
needed/lacked. With this being said, David discussed how they were given a
total of $800,000 in grants. They held Supervisory trainings – people then
began to see the turnaround in supervisors. A program was created for
Middle and Upper Level Managers, as well. A handout was attached to the
meeting agenda (and sent electronically as an attachment with the meeting
agenda) “Improving Caregiving through Supervisory Development of the
Front-Line Supervisors” and “Improving Caregiving through Building a
Retention Culture for Middle and Upper Level Management. These are 3 day
trainings, 1 day a week for 3 weeks. Those attending are given various
assignments to complete. The curriculum is highly engaging. David discussed
what the training is all about, what is expected and what the outcome should
be. Ground rules are given on the first day of the training and those rules are
enforced.
Cori stated that, “We must have trained staff in the work force”. The training
(and lunch) is free to employees and employers. All trainings should contain
no more than -20 people. The trainings will be held at the Administrative
Annex in the Old Senior Center. A flyer will be sent out next week with the
dates for the training and will include registration information. Cori and Jim
will be handling the registration for the training. To allow for broad
participation in both training opportunities the number of participants per
agency per training will be limited. Providers can contact either Cori or Jim
with any questions.
CASSP and SAP – Kim Lucas
Kim Lucas introduced herself as the Child and Adolescent Service System
Program (CASSP) Coordinator. This is the first meeting whereby we are
combining the children services provider meetings with the larger Mental
Health Provider Meeting. Kim discussed why she was attending the meeting
and what CASSP is all about. She discussed staff in-services available and
referral/guidelines of CASSP. If you have any questions, feel free to contact
her. She can help you decide if CASSP is necessary or not. She would like to go
to different agencies to discuss what CASSP does. She also discussed SAP. SAP
is a more or less a behind-the-scenes program for many of us and she and
wanted to let everyone know it is out there and providing valuable services
to youth. Christy Unger, from Healthy Communities Partnership is the
supervisor for SAP. Each secondary schools in Franklin and Fulton County
has a SAP team (made up by school staff and HCP liaison) and a SAP Liaison.
There is a behavior checklist that helps with SAP referrals. There were 135
students who received assessments from October through December (last
quarter) thru the SAP program, and over 300 youth who were referred to
SAP overall. Of the referrals for SAP, 75% were Mental Health, 6% were D&A,
and 20% were co-occurring.
