From the Desk of the Administrator: Hello! This month is once again flying by! I have several things I want to
point out this month. 1) Please remember that we are all required to check all of our staff on the exclusion and debar-
ment websites on a monthly basis. If you receive ANY federal funds, you are required to check your staff; and, if they
worked under any other names, you have to run that, too (we are hearing that you must check for the past 10 years).
Please remember that there are hefty fines attached to the violation of this—for both you and us. Therefore, we have
to tighten down the reporting of these checks to our staff (for those of you who have been faithfully notifying us each
month, thank you very much!). Beginning this month, all contracted providers need to email Lori Young
(llyoung@co.franklin.pa.us) to let her know that you have done your monthly checks of all of your staff on all 3 web-
sites. Beginning in April, we are going to ask that you notify her by the 15th of the month. If she hasn’t heard from
you by then, your program specialist will contact you. We MUST know that the checks are done or we are not able to
release payment; and, there is no way to go back and check for a month that was missed. That is
why we are asking that you notify us by the 15th, so that we have time to remind you to get the
check done before the month is over. I know this is a headache; we are right there with you on this
one! Even if you don’t have a contract with us, this regulation still applies to you if you receive any
federal funds, so you may join us on this new ride of monthly checks!
2) I really have no updates for you as of now on our possible move to a non-profit. Our Advisory
Board created a task force that held some public hearings. Some of you were present at one or
more of those meetings. Those findings from the hearings were presented to the Commissioners
last week and we are now working on addressing each of the findings. At this point, we are simply
continuing to plug away.

Program Updates—For providers of Mental Health and Dual Diagnosis (MH/ID) services:
Direct Care Service Worker Initiative (DCSWI) funds are intended to help develop better ways to recruit and
retain staff. We convened a workgroup which involved provider representation to stimulate a process that
included an assessment of how our programs currently do business and to explore potential creative new ap-
proaches to these two critical areas. As an outcome of this process and in order to better utilize the funds for
the entire system, we have reached out to the CareerLink to focus on recruitment and Executive Directions,
LLC for retention.
Executive Directions, LLC will be providing the following FREE training sessions:
"Improving Caregiving through Supervisory Development of the Front-Line Supervisor"--May 17, 23 and 31
"Improving Caregiving through Building a Retention Culture for Middle and Upper Level Management"--June
1, June 7 and 14. Both trainings run from 9am—3:30pm with a 30 minute lunch. Lunch is also free.
