Drug & Alcohol Advisory Board Meeting
February 16, 2012 (McConnellsburg, TMCA office) 3:00 to 4:30 PM

Jennifer Lipko is FFDA new Administrative Officer, she started February 2, 2012.
She is learning the Drug and Alcohol program.
2. Access Plus Plus
This program gets paid by Managed Care. If Drug and Alcohol should get a
reduction (which would be roughly $229k that Managed Care could pay for), their
reinvestment dollars could help fund this program. Becky has had conversation with
Melissa Reisinger- Director of Tuscarora Managed Care Alliance about funding on
Access Plus Plus; Becky feels she is on board with this.

There has been a 20% cut in funds for all human service programs. Becky presented
Dr-2013 with a two scenarios of a reduced budget,
and return of the 80% that was block funded (less $65,925), and the second based off
the gover
(less $329,627). There were no reductions for Prevention Services (which are federal
dollars). This budget analysis has been given to Rick Wynn and will be submitted to
Franklin and Fulton County commissioners. The commissioners for Franklin and
Fulton County will decide how much money each program will receive.
Treatment
1. Susanne Reed (C&S Reed Consulting)

Susanne started doing evaluations on January 1, 2012 for mainly probation clients.
She charges a $60 co-pay for court mandated evaluations. Her office is located at
292 Buchanan Trail-G McConnellsburg, PA 17233, her phone number is 717-414-
9695.
2. Vivitrol Program
ings. There is
no street value for this drug. Franklin/Fulton County Drug and Alcohol program
currently has two individuals with jobs that are receiving Vivitrol. Becky stated that
we keep a monitored update on these individuals and share outcomes and results with
advisory board.
3. Treatment Statistics
Becky review treatment statistics for 2010-2011for individuals with insurance and
these statistics do not include individuals receiving MA funds. These graphics
showed the number of assessments scheduled, completed and total that were
recommended for treatment. Suggestions for adding how many individuals actually
did go to treatment and to include reoccurring services. Individuals do sign a
paperwork for services.
4. STAR Data System
This system is a mandated web-based system for all Drug and Alcohol information,
billing, and provider information can be entered. This will help FFDA become
paperless.
Prevention
1. Reality Tour, revised renamed: Enough is Enough
s ago from a group of parents.
We are currently updating the program to better fit the public and volunteers. Some
examples are; shorted the time of scenes to reduce the overall presentation that would
take three hours. Enough is Enough is completely full for February, March, and
April. The next available date is May 15,2012.
2. Elementary SAP (Student Assistance Program) and ICSP (Integrated Children
Services Plan)
Elementary SAP will continue through Healthy Communities Partnership. This
program is very important part of early childhood education/intervention. An
startup costs as
well as the PAYS survey and the survey results presentation breakfast. In order to
fund the on-going costs into FY 12/13, Becky would like to propose moving $11,000
from Alder Health Care (Aids Outreach Program) into HCP for the Elementary SAP.
This would leave $3,000 remaining for Alder Health. David Keller made a motion to
move funds, Tammy Bair seconded the motion, all were in favor.
