Dear Clint:
It was nice speaking with you last week and today, and after studying your website it sounds like your
township has been active recycling for a number of years. Taking on the recycling of electronic equipment is
not that complicated and it looks like it would fit into your operation. The most obvious objective would be to
have ample space to store the equipment out of the rain. It does not need to be warm, but getting the boxes
wet is a problem worth averting. There are some “best practices” that we recommend when handling this
material, and they will all be provided if you chose to move forward with eLoop as your e-waste recycler.
Recycling e-waste can be an additional revenue stream for your recycling center, while providing a
tremendous convenience for those consumers in your area. I have attached some information about our
company that may help you understand what we do and how we do it.

Over the last 4 years eLoop has evolved into an “IT Sustainability Specialist”. Our mission is to work with
organizations of all sizes to reduce their cost of processing electronic waste. We have found a significant
social and environmental benefit for organizations that have chosen to work with us since we are all about
keeping e-waste from entering landfills or being exported overseas. As we look forward to the implementation
of the Covered Device Recycling Act (CDRA) in January, we have found that most organizations sponsoring
consumer based e-waste programs want to work with eLoop for the same reasons.
eLoop is taking electronic recycling from where it is to where it needs to be. As a for profit company, eLoop
has developed a business model that provides first class service to our business clients and the municipal
and county recycling organizations around the commonwealth. We have evolved to become the recognized
leader in recycling e-waste in Southwestern PA, and we are excited to bring these services to south-central
PA. Our business is creating “GREEN” jobs during the worst recession in recent history, and our tremendous
growth can be attributed to serving our customers well and staying actively engaged in all aspects of the

industry on a local, regional, and national level. We differentiate ourselves by going the extra mile to provide
courteous customer service, completely secure data destruction, equipment reuse / resale options,
exceptional logistics planning, and excellent commodity recovery values.
As the CDRA unfolds we see a number of benefits for the consumers in the commonwealth. They will be able
to recycle TV’s, monitors, and computers at no cost. While you and I know that recycling CRT TV’s and
monitors has a cost associated with it, the new state program will pass the cost of recycling back to the
manufacturer of the device. As I review the recycling systems in states currently operating with extended
producer responsibility programs, the OEM’s are paying recyclers like eLoop by the lb to help them meet their
collection targets. They want to work with a recycler that is certified, auditable, and can protect their
reputation. eLoop has received a commitment of support from an OEM, which allows us to participate in the
state program.
As the DEP begins focusing on the administration and promotion of the recycling program, it will be important
for each OEM to establish an independent program that reaches 85% of the state population. The OEM’s will
work through the established recycling network to collect the equipment. It will be important for the recycler to
be certified by either the Basel Action Network (BAN) or the R2 standard. This is a minimum requirement to
work in PA.
Each year beginning in 2012, all OEM’s will be expected to recycle the covered devices and report to the
state the gross weight that has been collected. Collection targets are expected to reach 100% of market
share within 3 years. This volume of material will come through a number of different collection points, but I
feel very comfortable that in counties that have established e-waste programs this volume will grow
significantly.
I believe that electronic waste recycling can be a thriving business in states with large populations like PA. My
vision is to establish 3 regional collection centers that serve both the consumer and business markets. We
collect all e-waste and other materials that are difficult to recycle. These collection centers will service
counties and municipalities within a 100 mile radius, and they will feed a larger material reduction and sorting
facility in Philadelphia to recover plastics and metals (both ferrous and non-ferrous). eLoop also works
directly with a vetted processor of TV’s and monitors to assure all equipment is handled responsibly. As a
complete extension of our service, these collection centers will triage equipment for reuse to reduce the cost
of recycling and provide a second life for functioning components and equipment. Additionally, the collection
centers must provide businesses and consumers a place to handle the destruction of data from hard drives
and other memory containing devices. This combination of services, offered with vetted downstream
processes, will create a unified way for consumers and organizations to recycle electronic equipment at the
lowest cost possible.

The attainment of all 10 milestones has prepared eLoop for the task of meeting and exceeding the
expectations of Washington Township. Our company is adequately insured with excessive liability coverage
for Pollution liability as well as errors and omissions. We have all avenues covered, both in best practices and
strategic partnerships, to guarantee an environmentally proper outcome for all of these materials.
Regional Collection Strategy:
Piece by piece, eLoop has been formed to handle volume in the most efficient manner, with the best
environmental impact. From the door of the consumer to the collection centers and then sorted and
consolidated and shipped to the downstream processors who reclaim the metals, plastics and glass. This
business is scalable at all levels and will meet the needs of the OEM’s as well as the business community
within the state.
eLoop is headquartered in Murrysville, PA and operates its first regional collection center near Pittsburgh in
the eastern suburbs of Allegheny County. Located in the Plum Industrial Park, we have grown into 13,000 sq
ft. The facility has multiple loading docks designed for large truck access and a drive-in door. The facility
functions as a collection, sorting, and re-distribution center with one area designated for disassembly and a
locked down secure area for data destruction. All employees have been subject to criminal background
checks and they are drug tested at the time of hiring and for cause. We operate a secure facility that is under
24 x 7 x 365 surveillance. This is the prototype collection center for eLoop and it will be duplicated around the
state. We plan to open in State College and Lancaster area as soon as the demand for our services has
achieved a critical mass. These collection centers will be the foundation of our statewide collection system
that will service drop off locations in many townships, municipalities, and county recycling programs around
the state.
Statement of Work for Washington Township:
Working with Washington Township as their processor of choice we will be prepared to fit into your current
collection program. We will want to recycle 100% of all the e-waste collected at your site. We provide an
“Operations Welcome Package” that fully explains our sorting, packaging, labeling, and manifesting system.
Training is available if needed. All pallets and Gaylord boxes will be supplied and recycled with the
Washington Township, and eLoop will require weights for each load. We will look at the space you have
available and design the best possible way for you to collect the equipment and we will service your location
with as frequently as necessary from our closest regional collection center. Until the eLoop collection center
is opened in Lancaster, all equipment will be shipped directly from your collection point to our facility in
Pittsburgh.
eLoop will process all e-waste for Washington Township at no cost. We will plan all logistics and you will be
given a customer service representative to call when you need services. Reporting will be available through a
client portal on our website.

A rebate will be paid for the total weight you are collecting at the site and we will provide you with a specific
list of items that can be recycled. The rebate will be based on the cost associated with servicing your location.
To receive the rebate you would need to agree to a 1 year commitment that ends on December 31, 2012 with
an option to renew annually. This rebate will be paid based on your volume collected in lbs during the
calendar month. The rebate will be paid on the 15 th of the following month. The rebate is fully explained in
our “eLoop Certified Partners Program” which will be sent out once we finalize our arrangements and
before we proceed to signing a service agreement.
A second revenue opportunity will exist if your organization makes referrals to eLoop to service business
clients in your market. You will receive a rebate of $0.02 / lb for all equipment recycled from the companies
you refer.
