HomeMy WebLinkAbout2012-04-26 Commissioner Minutes THURSDAY, APRIL 26, 2012 The Franklin County Commissioners met Thursday, April 26, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. James Wyrick provided public comment and said last Thursday the Board and the audience heard the results of 2011 budgeting and actual expenditures of Franklin County. The County managed to come in at 2 million dollars under budget from actual expenditures. He said Commissioner Ziobrowski named four of the CRG members who are frequent visitors and thanked Commissioner Ziobrowski for including him. He said a lot of services the County supplies is funded through State and Federal grants, but going forward those resources are diminishing, and unfortunately the need for services is increasing. He has always praised the Board for wisdom and prays for them and they do make wise decisions. Mr. Wyrick has learned that the County has excellent individuals that work unselfishly for the County. He wishes the Board the best and hopefully they can rack up 2012 well. Ken Jones provided public comment and said Commissioner Ziobrowski comments that CRG does not notice when the County saves and only complains about spending. He said CRG stands as watchdogs for tax payers. Franklin County has not wasted money recently, but Chambersburg School District cannot say same thing. Mr. Jones asked the following questions and would like a reply: When was last time taxes went down? What is an adequate amount of the taxpayers’ money that should be taken? What amount of taxpayer earned money should they be allowed to keep? Who should be deciding the amount of worker pay they should be allowed to keep? Should there be 50 workers paying for every 1 worker with their hands out for freebies? Mr. Jones said to remember they are patriots also. Commissioner Thomas agrees with Mr. Wyrick’s comments, and it’s important to hear what he had to say that much of the savings is the good work of the adults in this group. The County needs good people, and it’s through good people that provide these services. He appreciates Mr. Wyrick’s comments. The Board participated in “Take Our Sons and Daughters to Work Day” with 17 children and their family member participating. Tiffany Bloyer, Human Resources th Director, said this is the County’s 20 year of participation, and this year’s theme is “Build Opportunity: 20 years of Education, Empowerment, and Experience”. Ms. Bloyer explained that after the meeting with the Board of Commissioners the children would tour the Emergency Services building and the County Jail, and then they will work beside their family member for the remainder of the day. Chairman Keller had everyone introduce themselves, who they were with, and explained what the Board of Commissioners are charged with by showing them the County’s website. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of April 17, 2012 and April 19, 2012 meetings. Continued on page 2 The Board reviewed information regarding Franklin County Earth Celebration Day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation # 2012-04 proclaiming Saturday, April 28,2 012 as Earth Celebration Day in Franklin County and that the attached proclamation be made a part of these minutes. The Board reviewed information regarding National Crime Victims’ Rights week. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation # 2012-05 proclaiming the week of April 22-28 as National Crime Victims’ Rights week in Franklin County and that the attached proclamation be made a part of these minutes. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Chambersburg Mall, PREIT Services, LLC for Area Agency on Aging to participate in the Community Fair being held at the Chambersburg Mall on May 12, 2012 at no cost to the County. The Board reviewed Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Fiscal Responsibilities Policy #907.00 for the purpose of defining the role and responsibility of the Fiscal Department in maintaining financial records of the County in support of the Board of Commissioners. The Board reviewed additional Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Pitney Bowes for purchase and replacement of a Pitney Bowes postage machine at a cost of $522.00 per month for a period of 63 months. After five years the county has the option to buy the machine for $1.00. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the application to PA Emergency Management Agency to request grant money from the Hazardous Material Response Fund Grant to be used to provide assistance to the County’s hazardous materials program. This grant program includes training, equipment, material and other supplies needed to respond to a chemical release, support the operations at an incident and reimburse certain response costs of supporting volunteer emergency service organizations in accordance with Act 165 and SARA Title III. The Board reviewed Drug & Alcohol matters. On a motion by Robert L. Thomas, ontract listing seconded by Robert G. Ziobrowski; unanimously approved the revised c for all contracts and addendums for Fiscal Year 2011/2012 for the Drug & Alcohol department. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. Continued on page 3 The Board reviewed Grants (CJAB) matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Purchase of nine (9) Fujitsu scanners from CDW-g at a total cost of $11,700.00 to be used to provide electronic document processing through LaserFiche, Adobe Acrobat and other software so that Court Administration, Adult Probation, Public Defenders Office and the Jail are able to maintain case documentation and departmental records electronically. The scanners will improve efficiencies by decreasing the time it takes to share information and decreasing the amount of space required for paper storage. This company is on the Co-Stars State contract listing. The CJAB Initiatives Grant will cover $8,775.00 of this purchase. The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal Annual Maintenance Agreement between the County of Franklin and BIGWireless, LLC to provide annual maintenance of all wireless network system which involves visits to each location and an inspection of the wireless installation at each site at a cost of $32,320.00 There has not been an increase for the period of April 1, 2012 through March 31, 2013. over the past three years. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the Agreement between the County of Franklin and PrimeCare Medical, Inc. who provides comprehensive health services for inmates at the Jail to request a cost of living increase at 1.75% increase for a total of $1,475,065.92 for the period of January 1, 2012 through December 31, 2012. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed MH/ID/EI matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the purchase of 13 computers from Dell at a cost of $12,111.01 to replace computers that are at least 5 years old and the resource demand placed on computers by updated software has outgrown the old computers causing them to lag and reduce efficiency for employees. The new computers will update the operating systems to the current Windows 7 platform. Dell is on the Costars state contract listing. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Wescom Solutions, Inc. to provide resident direct care charting of daily care at a cost of $7,091.00. Wescom Solutions will replace CareTracker and PointClickCare and will be one integrated system with less chance of errors in the software communication. The annual subscription is less than CareTracker and there will be credit due back from the PointClickCare for training not utilized that will cover the cost of the implementation and annual fee. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Interfaith Housing Alliance to provide Recaptured HOME funds in the amount of $14,000.00 to be used for closing costs at the Interfaith Housing Alliances Nottingham Subdivision self-help homeowner building project to be completed by January 1, 2013. Continued on page 4 The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Alpha Space Control to provide layout and stripe yellow center line around the Nursing Home along with 3 crosswalks and 5 stop bars at a cost of $799.00. This is being done to slow down traffic entering and exiting the nursing home. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Cleveland Brothers Equipment Co., Inc. to provide generator engine repairs at the Nursing Home at a cost of $19,126.00. The Board approved Emergency Resolution signed on April 12, 2012 for this repair to be completed. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Revised Allocation Letter from PA Department of Public Welfare for the Medical Assistance Transportation Program (MATP) for Fiscal year 2011-2012. DPW increased the contract amount by $127,267.00 for a total allocation amount of $845,060.00. The Board reviewed additional Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Manito Transportation Services, to provide transportation to the Summer Therapeutic Activities program to children under the age of 21 who have serious emotional disturbances at a cost of $22.95 per trip based on demand for the period of June 13, 2012 through August 26, 2012. This service is a State requirement and Manito has the aides who are trained on behavioral intervention with autistic and emotionally challenged children who travel on the buses. In accordance with PA Acts 67, 68 and 127 notifications, Curfman & Zullinger notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied by Delvin R. Zullinger for a land development project proposing construction of a chicken housing facility on property located in Letterkenny Township. In accordance with PA Act 14 notifications, TB Wood’s Incorporated notified the County of a Pennsylvania Department of Environmental Protection Air Quality Program for renewal of a State Only Operating Permit based on a 5-year cycle; no changes to facility, emissions, operation hours, or any other parameters. Dan Wolfe, Planner, and Phil Tarquino, Planning Director, met with the Board for the Community Development Block Grant (CDBG) Public Hearing. Mr. Wolfe provided his recommendations to the Board. Representatives from Washington Township, Indian Lake Camp Corporation and Quincy Township were present to thank the Board for their support. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved the following recommendations for the 2012 Community Development Block Grant Program: Total Allocation $300,887 Administration & Planning @ 17% $50,877 Indian Lake Camp Corporation – Phase 5 of Water system upgrades $75,000 Quincy Township Municipal Authority – Water Line Project on Furnace Road $50,000 Washington Township- Extend sewer line on Calimer Drive & Old Forge Road $75,000 Peters Township – removal of septic tanks & installation of grinder pumps in Upton $50,000 Continued on page 5 Commissioner Thomas asked if CDBG funds went away, is there a contingency plan in place for these projects? Dan Wolfe said the Federal Government should have a plan to replace the funds, but if not, the municipalities would be on their own. Chairman Keller asked the audience if there are any questions. James Wyrick asked if the 17% for administration is consistent with prior year funding and what does the work consist of? Dan Wolfe said the County is required to take 18% and the funds go for salaries, copies, and postage. Chairman Keller said the projects are consistent with the comprehensive plan to continue to support our boroughs and communities to enhance those communities. He sees no reason not to move forward based on the recommendations. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved Franklin County Resolution #2012-07, 2012 Community Development Block Grant Application Adoption, which is attached and made a part of these minutes. The meeting was adjourned at 10:44 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
