Drug & Alcohol Advisory Board Meeting
April 24, 2012 (Human Services Building) 3:00 to 4:30 PM

Staff Update Catherine Kase

Catherine Kase started March 1 as Case Manager Trainee; she is learning fast,
completing required trainings, attending assessments at Franklin County jail,
Abraxas, schools, and meeting with Suboxone clients monthly for updates and
monitor progress with medication, treatment (such as attendance of NA/AA
meetings, or outpatient/intensive outpatient at a treatment provider), cravings,
employment, and overall life status work with probation to help set up treatment for
incarcerated clients.
2. Fiscal Update
Christy Russell gave all th
for 2012-2013 with a two scenarios of a reduced budget with potential reductions and
how the reductions will effect administration, case management, and treatment
services for staff and clients. There were no reductions for Prevention Services
(which are federal dollars). The commissioners for Franklin and Fulton County will
decide how much money each program will receive. She gave an update look of Drug
uly 2011 through February 28, 2012.
Christy and Jen have started work on 2012-2013 treatment provider contracts; rates
for some inpatient providers are not available yet, which means those contracts

changes to Medical Assistance, receiving services will be much harder. She charges
a $60 co-pay for court mandated evaluations.
3. Provider Monitoring
Provider monitoring started this week with Roxbury Treatment Center (outpatient

and inpatient facilities), Pyramid (outpatient) will be done Friday, April 27. We are
mainly focusing on administrative requirements and chart compliance; so far things
seem to be going smoothly, and we have not found any major issues. One finding
was that Roxbury staff has not completed the required BDAP trainings. At our
request, providers have been willing to change things to meet BDAP requirements.

2. Vivitrol Program
We have four people receiving Vivitrol injections. This has helped use to make our
process for the program more concise. We are working closely with Vivitrol
representative to possibly transfer some high risk clients from Suboxone to Vivitrol.
3. STAR Data System
This system is a mandated web-based system for all Drug and Alcohol information,
billing, and provider information can be entered. Continued training and data entry
into the system, estimated date of use is July 1, 2012. We will continue to use our
database system for at least the first year of the web-based system to ensure all
information is accurately and securely entered in and it is working efficiently.
Prevention
1. Needs Assessment
This is the first year that BDAP has combined the treatment and prevention needs
assessments. Prior to this year, the needs assessments were done on an alternating
yearly basis with one year for treatment and the next for prevention and so forth.
The completion of the needs assessment has been contracted out to HCP this year due

To date, key representative surveys were given out to 34 individuals. Out of that 34,
25 people completed the survey. That data is being compiled and will be combined
with other data sources to identify needs in Franklin and Fulton Counties. Current
data from other sources used in the last needs assessment is being collected so that a
comparison to previous data may be used to show trends. The needs assessment is
due to BDAP on May 31, 2012.
Student Assistance Program

SAP County Coordination meeting was held on March 29, 2012, which is a regional
meeting. This meeting is supposed to be time when schools administrators and the
County MH and D&A team and the provider get together to discuss regional issues,
services to schools, provider issues, letters of agreement, training, team issues, team
needs and support, plans for future, etc. In the past, administrators would send a
guidance counselor or a teacher on the team in their place. This time we asked
specifically for an administrator to come so that we could discuss the impact of
changes and also fiscal issues. A couple of administrators came, but most sent a
guidance counselor again. Christy Unger presented data showing there is a 40%
increase in the number of referrals this year when compared to last year. We
discussed the county hosting the SAP leadership training for administrators. The
group gave some possible dates for the training to occur at a time when
administrators would have time to be able to attend. BDAP requires 60-90 day
advance request for on-site training. SCA will be working to get the class scheduled
We will be contracting with HCP to offer some intervention groups through SAP to
the elementary schools in FY 12/13. We do not anticipate losing D&A funding for
SAP services, but MH does expect a cut.
We have been talking about what we (county team of MH and D&A) can do to
provide the most for the kids with less funding. HCP is looking into grant
opportunities to help increase funding resources s
III. Public Comment-
Rick Wynn asked if anyone other than commissioners had any ideas on the structure
of Drug and Alcohol.
David Keller made a motion to accept last meeting minutes, Tammy Bair seconded
the motion, all were in favor.

Next Advisory Board meeting is June 14 at TMCA office in Fulton County.
IV. Adjournment- Manny Diaz made a motion to adjourn the meeting at 4:02 PM, all were in
favor.
