TUESDAY, JUNE 5, 2012
The Franklin County Commissioners met Tuesday, June 5, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked if the Adoption Assistance
Agreements can be reduced to one or two instead of several and if the payments could
be reduced instead of being paid daily. Chairman Keller asked for clarification of her
question and responded that payments are bi-weekly or monthly not daily.
Commissioner Thomas responded that each agreement is for individual cases not
groups of children.
The minutes of May 29, 2012 and May 31, 2012 meetings were reviewed. These
will be approved Thursday, June 7, 2012.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked Mr. Hart to provide more information on the Assessment records request. Mr.
Hart responded Dowling Forestry is for-profit, therefor, the county charges for these
records and a determination is needed of a cost to generate the records. Once county
determines the cost from the software company the Assessment Office will advise them
of this cost. Chairman Keller also asked Mr. Hart to briefly describe the Penn State
agreement. Mr. Hart responded the agreement is for $56,000 which is the grant amount
and the grant amount has been reduced from the State so the County will contribute
$20,000 from contingency toward the program. There has been West Nile cases in
Franklin County. The Extension Office does the testing, set up traps and puts insecticide
out when they find affected areas. The County has supported this program for a number
of years and is a cooperative effort with Penn State. Mr. Hart said it takes a fair amount
of training to be able to do what these technicians do. The items will be approved
Thursday, June 7, 2012.
The meeting was adjourned at 9:51 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
