THURSDAY, JUNE 7, 2012
The Franklin County Commissioners met Thursday, June 7, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
Chairman Keller requested a moment of silence for those who fell on D-Day
yesterday.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Ken Jones provided public comment and asked why the Board couldn’t do a
moment of silence every meeting.
Allen Piper provided public comment and asked for more information of the
Mercersburg Connectivity line being sponsored by Dr. George that he requested
previously. Mr. Piper would like to know what the cost is of this project and if any money
has been given to them by the County. Chairman Keller responded that the Board will
have an answer at the next meeting. Commissioner Thomas responded that Chairman
Keller was not at the meeting where Mr. Piper asked about this previously but he doesn’t
think so however he would get back to him.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of May 29, 2012 and May 31, 2012 meetings.
The Board reviewed Agriculture Extension matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the subcontract
agreement between the County of Franklin and Penn State University to provide
services as a subcontractor for the West Nile Virus Mosquito Control Program for 2012
at a cost of $56,700.00 for the period of January 1, 2012 through December 31, 2012.
Funds are provided by the PA Department of Environmental Protection West Nile Grant.
The Board reviewed Assessment matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the request from Dowling
Forestry for a list of mailing labels or disks of all Franklin County parcels that have 25
acres or larger of wooded or forested acreage. The listing will be used to write
sustainable forest management plans for private landowners. Dowling Forestry will pay
for the listing and cost will be determined by amount of records printed.
The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized
Adoption Assistance Agreement #1 on behalf of the Franklin County Children and Youth
Department to provide a subsidy to adoptive parents to be used for adoptive children
with special needs for payment in the amount of $35.00/day for the period of
June 13, 2012 through June 12, 2017, in addition a one-time payment not to exceed
$476.25 to cover non-recurring adoption expenses. The different needs of the child
determine the cost per month. The County is reimbursed through the Federal financial
Participation program.

The Board reviewed additional Children & Youth matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized
Adoption Assistance Agreement #2 on behalf of the Franklin County Children and Youth
Department to provide a subsidy to adoptive parents to be used for adoptive children
with special needs for payment in the amount of $29.00/day for the period of June 15,
2012 through June 14, 2017, in addition a one-time payment not to exceed $448.75 to
cover non-recurring adoption expenses. The different needs of the child determine the
cost per month. The County is reimbursed through the Federal financial Participation
program.
The Board reviewed additional Children & Youth matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized
Adoption Assistance Agreement #3, #4, #5 (siblings) on behalf of the Franklin County
Children and Youth Department to provide a subsidy to adoptive parents to be used for
adoptive children with special needs for payment in the amount of $35.00/day for each
child for the period of June 13, 2012 through June 12, 2017, in addition a one-time
payment not to exceed $181.83 for each child to cover non-recurring adoption expenses.
The different needs of the children determine the cost per month. The County is
reimbursed through the Federal financial Participation program.
The Board reviewed Commissioners’ Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Highway
Occupancy Permit Condition Statement to PA Department of Transportation for a
highway occupancy permit to occupy PennDot’s legal right of way at 157 Lincoln Way
East, Chambersburg.
The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Notice to Proceed and Agreement between the County of Franklin and William Orr &
Sons, Inc. for the 2012 Bridge Maintenance Program contract No. 1 at a cost of
$187,472.50 that was awarded by the Commissioners on April 17, 2012.
The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Notice to Proceed and Agreement between the County of Franklin and Keystruct
Construction, Inc. for the 2012 Bridge Maintenance Program contract No. 2 at a cost of
$139,575.00 that was awarded by the Commissioners on April 17, 2012.
The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Agreement between the County of Franklin and Pennsylvania Fish and Boat
Commission for the Fish and Boat Commission’s use of the Radio Tower/Repeater/Base
Station at Clark’s Knob in Upper Strasburg, PA for a fee of $1,123.00 paid to the County
for the period of July 1, 2012 through June 30, 2013 and $1,157.00 for the period of July
1, 2013 through June 30, 2014.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and
Rhodes Grove to rent the facility for the Human Services Training Days on October 16-
17, 2012. They will provide room setup, 2 breakfasts, 2 lunches and 4 snacks during the
two days of training sessions for a total cost of $8,600.00. The benefits of this training
provides human services workers a better understanding of various services within the
area, and the training is geared toward professional development as well. The H.S
Training Committee has worked very hard on choosing speakers that will be geared
towards every individual working in mental health, children and youth, education etc).

The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to
the agreement between the County of Franklin and Tyler Technologies, Inc. to replace
older technology (Business Objects Software) with Tyler Reporting Services which will
rely on SQL reporting and resides on the MUNIS server itself at a total cost of $4,101.00
for the period of April 1, 2013 through March 31, 2014.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the Service Agreement between the
County of Franklin and NRG Building Services, Inc. to provide maintenance of the
Schneider Electric DDC Control System that controls the heating, ventilating and air
conditioning equipment at the jail for a cost of $7,990.00 annually for the period of June
1, 2012 through May 31, 2013 and will continue from year to year thereafter not to
exceed a three year period. This is a proprietary service.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Service Agreement
between the County of Franklin and Berkshire Systems Group, Inc. to provide
maintenance on the fire alarm system and sprinkler system at the Jail at a total cost of
$27,720.00 for the period of August 1, 2012 through July 31, 2014. The fire alarm
system installed at the jail is software based and Berkshire Systems Group maintains
the fire alarm software rights for the jail. This company is on the State contract listing.
The Board met with the Human Resources Director, Controller, Court
Administrator, Fiscal Director, Human Services Administrator, Property Management
Director, and County Administrator for Salary Board matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the new Lead Accounts
Payable Specialist position description and the revised Drug and Alcohol Case
Management Specialist position description.
The meeting was adjourned at 10:41 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
