THURSDAY, JULY 5, 2012
The Franklin County Commissioners met Thursday, July 5, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of June 19, 2012.
On a motion by Robert L. Thomas, seconded by David S. Keller approved the
minutes of June 26, 2012 and June 28, 2012 meetings. Commissioner Ziobrowski
abstained from voting due to being out of the office on those meeting days.
The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal
agreement between the County of Franklin and Chambersburg Area School District for
the School-Based Probation Program. The school district agrees to provide $54,264.00
for the 2012-2013 school year. Franklin County will carry liability insurance for its
employees and the program. The term of agreement is August 27, 2012 through June 5,
2013, and is contingent on availability of funds.
The Board reviewed Commissioners’ Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute Change Order 1 from McCarty & Son, Inc. for electrical work to
redesign a holding cell into office space for an additional cost of $1,471.10.
The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order 2 from McCarty & Son, Inc. for old
courthouse front door entrance to rewire light fixtures for reinstallation; for relocation of
emergency circuits for existing lighting and exit sign on wall being demolished; for
installing and connecting additional wiring for new circuit to wall heater for an additional
cost of $1,088.39.
The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order 4 from W. Harley Miller Contractors,
Inc. for revisions to demolition, disposal, and replacement of sidewalk on Lincoln Way
adjacent to the new ramp for an additional cost of $5,352.00.
The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Proposal between the County of Franklin and C.S.
Davidson, Inc. for preliminary design services for Bridge 116 at a cost not to exceed
$265,607.01. The bridge costs will be funded with 80% Federal, 20% State and 0%
County funds.

The Board reviewed additional Commissioners’ Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Contract amendment to the Custody Agreement between Manufacturers and Traders
Trust Company and Franklin County. Purpose of the amendment is to include services
by M&T pursuant to, and in conjunction with, the County's sale and purchase of
securities for the Franklin County Employees' Retirement Fund.
The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Novell/Digital
Sunrise to provide software maintenance for GroupWise for all county e-mail
communications. The cost of this agreement is $18,425.80 for the period of July 1, 2012
through June 30, 2013.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the amendment to the contract between
the County of Franklin and Trinity Services Group, Inc. formerly Canteen Correctional
Services for inmate meals at a per contract yearly increase, based upon the Bureau of
Labor Statistics Consumer CPI, US City Average Food Away From Home Table for the
period of June 1, 2012 through May 30, 2013, for an increase of .029%. The cost of the
increase will be determined by the inmate population on any given day.
The Board reviewed MH/ID/EI matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Amendment and extension agreement to the Shelter Plus Care
Grant Agreement dated November 20, 2008 between the County of Franklin and US
Department of Housing and Urban Development to provide housing and support to the
chronically homeless who have mental illness and who reside in Franklin or Fulton
Counties. This grant agreement is to extend the contract term to July 31, 2014 to have
additional time to utilize remaining funds assigned to this grant. All other terms and
conditions of the original agreement will remain in full force and effect.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the proposal between County of Franklin and Cook’s Cleaning
Service to strip and wax the break room/hallway/stairwell and landings at the Human
Services Building and two rest rooms in Juvenile Probation. The one-time only service
costs $785.00.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the proposal between County of Franklin and Cook’s
Cleaning Service to strip and wax the first and second floors at the Administration Annex
Building. The one-time only service costs $2,845.00.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Professional Services
Agreement between the County of Franklin and History Teller Productions to provide

mounted and dismounted cavalry for the Burning of Chambersburg on July 21 at a cost
not to exceed $3,420.00 for the period of July 5, 2012 through July 22, 2012.

The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Professional Services
Agreement between the County of Franklin and Eslinger Lighting to provide lighting
system, technical support and atmospheric effects for the 1864 Burning of

Chambersburg on July 21 at a cost not to exceed $12,100.00 for the period of July 5,
2012 through July 22, 2012. Three quotes were received and this was the lowest
qualified quote.
In accordance with PA Acts 67, 68 and 127 notifications, ARRO notified the
County of a Pennsylvania Department of Environmental Protection NDPES Renewal
Permit application being applied by the Borough of Shippensburg for the Waste Water
Treatment Plant on property located in Southampton Township.
In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by the Letterkenny Industrial
Development Authority for a land development plant on Lot 27B on property located in
Greene Township.
In accordance with PA Acts 67, 68 and 127 notifications, lscdesign notified the
County of a Pennsylvania Department of Environmental Protection NDPES Permit
application being applied by the WCN Properties, L.P. for construction of 2 warehouse
facilities on property located in Guilford Township.
In accordance with PA Acts 67, 68 and 127 notifications, Letterkenny Township
Supervisors notified the County of a Pennsylvania Department of Environmental
Protection Water Obstruction and Encroachment Permit to install stream bank protection
on property located in Letterkenny Township.
In accordance with PA Acts 67, 68 and 127 notifications, New Enterprise Stone
and Lime Co., Inc. notified the County of a Pennsylvania Department of Environmental
Protection Air Quality Program for a GP-3 permit for a portable jaw crushing plant and a
GP-9 permit for a diesel genset on property located in Guilford Township.
In accordance with PA Acts 67, 68 and 127 notifications, Red Barn Consulting,
Inc. notified the County of a Pennsylvania Department of Environmental Protection
Water Quality Management Permit application and NPDES permit being applied by the
Clint and Stanley Burkholder for replacement of three existing earthen manure storages
with concrete manure storages on the existing dairy operation on property located in
Greene Township.
In accordance with PA Acts 67, 68 and 127 notifications TeamAg, Inc. notified
the County of a Pennsylvania Department of Environmental Protection Water Quality
Management Permit application being applied by Martin Farms for construction of a new
manure storage structure on property located in Guilford Township.

The Board met with the Human Resources Director, the Controller, 1 Assistant
District Attorney, and Chief Probation Officer for Salary Board matters.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the following job descriptions: Executive Secretary, Investigative
Assistant, Payroll/HRIS Administrator, HR, Generalist and Employee Benefits Specialist.

FRANKLIN COUNTY COMMISSIONERS
