HomeMy WebLinkAbout2012-08-02 Commissioner Minutes THURSDAY, AUGUST 2, 2012 The Franklin County Commissioners met Thursday, August 2, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of July 24, 2012 and July 26, 2012 meetings. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal agreement between the County of Franklin and Tuscarora School District for the School- Based Probation Program. The school district agrees to provide $8,025.36 for the 2012- 2013 school year. Franklin County will carry liability insurance for its employees and the program. The term of agreement is August 27, 2012 through June 4, 2013. The Board reviewed Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Federal-Aid Bridge Project Reimbursement Agreement between the County of Franklin and PA Department of Transportation to provide federal reimbursement to the County in the amount of $265,000.00 for the preliminary engineering services being provided by C.S. Davidson for Bridge #116, Fannettsburg Road. This action also includes Resolution #2012-19 authorizing the Chairman of the Board to sign this agreement on the Board’s behalf. The Board reviewed additional Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Resolution #2012-20 authorizing the Vice Chairman of the Board to execute the Federal-Aid Bridge Project Reimbursement Agreement with PennDot approved last week to receive reimbursement for the preliminary engineering services for Bridge #54. The Board reviewed additional Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order 2 from Wm. Orr & Sons, Inc. to provide 50 feet of guide rail and to install 300 feet of guide rail at Bridge 50 for an increase cost of$1,850.00. The Board reviewed Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the operational agreement between the Judges of the Court of Common Pleas and the Franklin County Commissioners for the joint management and operation of Franklin County Children & Youth Services and Franklin County Juvenile Probation Department for the period of July 1, 2012 through June 30, 2013. Continued on page 2 The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation to provide budget to fully expend the Justice Assistance 2009 Grant (JAG). Grant funds are pass through and will provide the Chambersburg Police Department to purchase a sub gun and security system in the amount of $5,429.00. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Marian Mattress for one year contract with one additional year renewal to provide licensed beautician services at the Nursing Home at a cost of $13,090.00. This is a nursing home regulation requirement to provide this service for hygiene purposes and also to make available to residents (at their expense) for beautification purposes. Hygiene services which are provided by the County consist of haircuts for men and haircuts, wash and sets for females. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Tentative Medical Assistance Transportation Program allocation for FY 2012-2013 for $853,087.00, based on analysis of FY 2012-2013 budget projection. The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and WJEJ – Hagerstown Broadcasting for morning news and sports sponsorship a minimum of three days each week for a 26-week period, July to December 2012 at a cost of $1,560.00. Funds come from room tax revenue. The Board met with the Human Resources Associate and the Controller for Salary Board matters. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised Deputy Chief position description in the Adult Probation Department. The Board had deliberation on the Computer Assisted Mass Appraisal (CAMA) Project that was demonstrated last week. Commissioner Thomas said he was very much impressed with the presentation by Vision and GSS. Chairman Keller concurred that the presentation was excellent which reflects well on both vendors. The system in the Tax Office is not currently useful and the County needs a system that is compatible with newer technology such as the GIS project. He continued that what is proposed will be beneficial to other offices, municipalities and also the public. The process the County went through was according to County Code and there was a very good team that reviewed the various products. Chairman Keller was glad that the new CIO was a part of this project and gave his approval. This is by far the best price that was entertained and Chairman Keller is comfortable with moving forward. John Hart, Chief Clerk, th responded that the price issued to the county is good through August 11 so he would like the Board to sign the agreements today to keep the process moving. Stu Veinotte, Project Archivist/Telephone Administrator discussed the payment options for the rest of 2012 and for next year as well. Continued on page 3 On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Vision Government Solutions, Inc. to grant 15 licenses for the Computer Assisted Mass Appraisal (CAMA) project at a cost of $200,000.00 less 10% with the remaining balance due in four equal payments over the first four months of 2013. This agreement will continue until terminated by either party with 30 day written notice. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Vision Government Solutions, Inc. for maintenance on the CAMA system which will go into effect August 1, 2013 through July 30, 2015 for the amount of $76,000.00, however, the fee for any subsequent renewal term shall be determined by Vision with any increase of the annual fee not to be more than 3% of the previous year’s annual fee. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Government Software Services to provide software maintenance support for tax billing/collection/claims at a cost of $57,000.00 for the period of August 3, 2012 through August 1, 2014 and shall continue automatically for length of the original term unless terminated by either party with 90 day written notice. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award the bid for the Security Equipment Installation at the Franklin County Courthouse/ Courthouse Annex to NAC Divisions for a total bid price of $34,588.00.
