TUESDAY, SEPTEMBER 4, 2012
The Franklin County Commissioners met Tuesday, September 4, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
Chairman Keller requested to include the addition of Chairman’s time prior to
public comment to address a question from last week. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the
amended agenda.
Chairman Keller wanted to respond to Kim Wertz suggestion last week that the
County consider alternative uses for the property the County is purchasing on Second
Street and the Harmon’s building. The County’s purpose in purchasing that property
along with the other properties is to increase the County’s flexibility to address the
County’s facility needs particularly with Court operations in the future. In general Ms.
Wertz’s suggestions would be legitimate purposes, but the County needs to look into the
future and the need for facilities in central core of downtown and flexibility will be needed
to address those uses in the future.
Kim Wertz provided public comment and appreciates Commissioner Keller
getting back to her but she wanted to clarify when he said facilities, is the need for more
space so that county administration can grow or consolidate most of county government
into one central area? This is what she is interpreting but is this feasible due to need to
look at tax base because these are not taxable properties. She is looking at the County
and Chambersburg with their taxes.
The minutes of August 28, 2012 and August 30, 2012 meetings were reviewed.
These will be approved Thursday, September 6, 2012.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas commented about the contract with Amanda Black. He feels this is a huge plus
for the County, she has been a tremendous help with people who have housing needs
and now she will continue to serve people from the county in another capacity. The
following item was approved today and the remainder items will be approved Thursday,
September 6, 2012.
The Board reviewed Human Services Administration matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
agreement between the County of Franklin and Amanda J. Black to provide LINK
Coordinator services, Information and Referral Services and to assist with Human
Services support and special projects at a cost of $23.00 per hour not to exceed a total
encumbrance of $24,600.00. This agreement is for the period of September 5, 2012
through June 30, 2013.
