Intellectual Disabilities Program Providers Meeting
August 3, 2012
Introductions:
Everyone introduced themselves and their agency affiliation.
A. Ed Franchi/Fiscal Updates:
1. Base Funded Providers:
Audit engagement letters or extension requests were due on July 15.
Quarterly reports of expenditures, April-June, the schedule of revenues and
expenditures, salary review, property purchased report and property leased report
are due by August 15th.
Franklin-Fulton County plans to submit an application for Block Grant pilot
program. Claire will place in the Newsletter any updates to the process as they
arise.

B. Laura Camacho will be returning to work on August 14, 2012. Kelly Truman has been
assisting with Laura’s supervisory duties during her time off.
C. Deb Berg-HCQU Updates:
1. Deb was able to find a local attorney willing to speak on legal issues related to the ID
population on 10/9/12, from 10 a.m.-12noon at the Child Welfare Training Center in
Mechanicsburg. Seating is limited; please contact Deb as soon as possible.
2. Deb distributed handouts related to osteoporosis. For non-verbal individuals, there is
an increased risk of bone fractures and pain going undiagnosed/untreated. Contact
Deb to obtain information about the availability of mobile scanning.
3. Deb asked that those wishing to attend HCQU trainings please RSVP as soon as
possible. Cancellations of some trainings have occurred due to lack of RSVP
responses.
D. Lori Young:
1. 2012 Quality Management Report - Lori reported that the QM plans have changed
to a fiscal year, in lieu of a calendar year format. The Franklin/ Fulton MH/ ID plan will
be extended until June 30, 2013. More detailed information will be forthcoming from
ODP.
4. Updates on Provider Monitoring – Provider qualifications are due 4/30/13.
Applications for renewal will not be released in HCSIS until 2/1/13. Lori will send
out a reminder email to everyone.
E. Jane Cline:
1. Residential Changes/Bulletin # 055-12 – The AE will no longer be giving providers
approval for opening a new 6400 and 6500 homes including unlicensed provider homes.
Providers will need to follow the new process outline in the bulletin. Any new home
location can not have property lines touching any existing 6400 and 6500 homes.
Example of this would be if there is a life sharing provider who has a neighbor who
wants to be a new life sharer if their property lines are touching, that home will not be
approved by ODP to be license.
2 SH/AIS user guide is available on the ODP consulting website. The major change
for this year for SH/AIS will be that ODP regional offices will no longer be
approving this service. All requests and reviews will done at ODP Central Office for
the entire state.
3. Life Sharing Meetings – The next region Life Sharing meeting will be on 9/14/12 at
the Giant in Mechanicsburg. Discussion will include the expansion of services, capacity
issues and Concerns with payment issues and difficulty in recruitment and retaining Life
Sharing Providers.

4. Room and Board Contracts Just a reminder for residential providers that there
may be no charge for board to an individual if that individual is tube fed and takes
nothing by mouth. New R&B contracts for these individuals need to be updated and
copy forwarded to AE. Reference 55PA CODE CH 51 51.121 (m)
F. Marion:
1. IM:HCSIS Updates-reviewed the incident management enhancements noted in
the ODP informational memo 050-12
2. ISP Changes Memo-discussed the proposed ISP development process changes in
ODP’s informational memo 056-12. He highlighted changes expected in the ISP
bulletin & manual include: ISP timeline wording changes, development of back
up plans for home & community based services, and the residential habilitation
criteria.
3. ID Admin Customer Service Survey- Everyone was told to expect an email from
Survey Monkey in the next week or so for ID Administrative staff. A Word
document will be attached to the email so that the survey may be shared with
additional provider staff. In the fall, an additional survey will be distributed for the
Case Management staff.
G. Provider updates:
1. Family Care Services –Shared the problems with the new CLS system and the
process to fix the problem has been very time consuming.
2. Bridget Pugh, Keystone- Their organization has undergone many structural changes,
resulting in Impact becoming a part of their organization. They now have 114 total
sites in the Central Region.
3. Lorrie Miller – Lorrie has information about the availability of an outdoor wheelchair
ramp. She will email information to Jane to send out to providers.
4. Bonnie, New Light –A new Site in Greencastle is in the process of being open.
5. NHS is preparing for licensure. Their agency created a Life Sharing program prior to
the beginning of the current fiscal year.
Next 2012 Provider Meeting Date: November 2nd in 155/156 of the Human Service
Building from 10 AM- 12 PM.
