TUESDAY, SEPTEMBER 18, 2012
The Franklin County Commissioners met Tuesday, September 18, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
Chairman Keller asked to include solicitor’s time following the bid opening. On a
motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved
to adopt the amended agenda.
There was no public comment.
The minutes of September 11, 2012 and September 13, 2012 meetings were
reviewed. These will be approved Thursday, September 20, 2012.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked if Children & Youth should order laptops or portable PC’s instead of desktops,
item #3. John Hart responded that Doug Amsley cited confidentiality issues with
laptops. With the new CIO on board many people are moving to laptops and I pads but
confidentiality is an issue but the County is putting more safeguards on them.
Commissioner Thomas said he asked Mr. Amsley about this yesterday and he said there
was an incident elsewhere where someone left their laptop at a hotel and forgot it and it
jeopardized social security numbers. Chairman Keller said he is satisfied with his
answer but would like further inquiry from administration. Commissioner Thomas
mentioned item #8 the grant-in-aid from the state for juvenile probation department. He
said the amount of reimbursement is down 5% from last year so this is another example
of State support that has been waning over the years and puts more tax burden on local
municipalities. Commissioner Thomas also said the workplace violence policy is very
well written and commends staff. The items will be approved Thursday, September 20,
2012.
Julianne Schrecengost, Telecommunicator and David Donohue, DES Director
were present for Ms. Schrecengost to receive a Letter of Commendation from the Board
for actions resulting in the successful delivery of a baby while on the phone with the birth
mother’s son. Ms. Schrecengost actions directly contributed to the successful delivery
and demonstrates dedication, pride and professionalism which reflect favorably upon
herself and the Franklin County Department of Emergency Services.
Cameron Knotts, Telecommunicator and David Donohue, DES Director were
present for Mr. Knotts to receive a Letter of Commendation from the Board for actions
resulting in saving the life of a 17 year old that had intentionally shot himself in the leg.
Mr. Knotts actions directly contributed to the successful bleeding control, rapid response
by emergency responders and demonstrate dedication, pride and professionalism which
reflect favorably upon himself and the Franklin County Department of Emergency
Services.
The Board reviewed appointments to the Franklin/Fulton County MH/ID Advisory
Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to appoint Jeffrey Hoose for a term of October 2012 through
October 2015.

Chairman Keller said Mary Beth Shank, County Solicitor recommended the
Board appoint the other two gentleman as alternates to the Franklin County Assessment
Appeal Board. The assessment board is experiencing a significant workload and getting
a late start with all the appeals so it’s been decided to appoint alternates. Commissioner
Thomas asked if these two gentleman will also need to be trained and what the costs
would be involved with adding additional people to the assessment appeal board?
Chairman Keller stated the costs would be marginal because would never have more
than three people on the board at one time. This is a substitute not an additional board
and when a member is not available for an entire day then the alternate would be
present. The only additional expense would be that they would be paid for the training.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Richard W. Briggs and David E. Edwards as alternate members to
the Franklin County Assessment Appeals Board.
The Board reviewed Election matters and conducted a bid opening for the
Printing of Election Ballots for the 2013 General Election being held on November 6,
2012. Beidel Printing House was the only bidder and bid the following: $221.20 per
precinct for a total of $16,590.00. On a motion by Robert G. Ziobrowski, seconded by
David S. Keller; unanimously approved to award to Beidel Printing Company for a total
bid of $16,590.00.
The meeting was adjourned at 10:16 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
