TUESDAY, SEPTEMBER 25, 2012
The Franklin County Commissioners met Tuesday, September 25, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment that she is in favor of adding an additional
public comment at end of the meetings just before press time to give them a chance to
air their concerns about what was said during the meeting instead of waiting till the next
meeting. Ms. Wertz also wanted to comment about Sherri Morgan’s comment at the
meeting at the Fire Hall about the nonprofit. She wants to know how will the County
fund the startup of the nonprofit? Ms. Wertz sees it as raising county taxes and will
county residents agree with a tax increase considering they don’t use the services of the
nonprofit being set up.
The minutes of September 18, 2012 and September 20, 2012 meetings were
reviewed. These will be approved Thursday, September 27, 2012.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked John Hart to clarify what underlayment is that is mentioned in Contract #3, change
order from W. Harley Miller. John Hart explained it is real thin plywood. Once the

contractor removed the flooring from the 2 floor of the Courthouse it was rough and
uneven so they had to put in a change order. There was no way of putting carpet or tile
over it. William Burcher, New Hope Shelter and Carrie Gray, Director of Grants
Management were present to provide more information on Item #6, grant application to
PA Department of Community and Economic Development. John Hart explained this
grant used to be the HPRP grant but is now the Emergency Solutions Grant. Mr.
Burcher said rental assistance was added as another component to this grant and case
management services to help apply funds to people who meet the requirements. There

is a short turnaround for this grant even though the grant just came out September 10
and had a lot of changes. The following items were approved today and the remainder
items will be approved Thursday, September 27, 2012.
The Board reviewed Board of Assessments matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Andrew Benchoff, Esquire, to provide solicitorship
for the Franklin County Board of Assessment Appeals Board to attend assessment
appeals and provide legal counsel to the newly formed Board of Assessment in hearings
and appeals at a rate of $155.00 per hour for the period of September 27, 2012 through
December 31, 2012. With the formation of the Board of Assessment, separate legal
counsel is required with expectation that legal counsel will be utilized only for
commercial appeals after an initial period of organization.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the grant application
to PA Department of Community and Economic Development Emergency Solutions
Grant Program requesting an amount of $460,860.00 (including local match) to be used
for operating costs for one security staff at Waynesboro New Hope Homeless shelter in
addition, costs for case management and rental assistance to serve families who are
homeless or who are near-homeless. New Hope Shelter will provide a match of 50%.
