HomeMy WebLinkAbout2012-10-18 Commissioner Minutes THURSDAY, OCTOBER 18, 2012 The Franklin County Commissioners met Thursday, October 18, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller mentioned an addition to the a board action list today a Notice to Proceed to E.E. Mills & Son Painting for the Courthouse Painting bid that the Board approved last week. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Allen Piper provided public comment concerning a phone call he received from a local dairy farmer about Ag. Preservation. The farmer would like to know how many acres have been turned over or granted for 2012 in farmland preservation compared to last year and how many acres does this entail. Mr. Piper would like an answer today or soon so he can get back to the farmer. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of October 9, 2012 and October 11, 2012 meetings. The Board reviewed Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Notice to Proceed to C.S. Davidson, Inc. for preliminary engineering under the reimbursement agreement No. 089891 for the Store Lane Road Bridge, effective September 17, 2012. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Superior Floor Coverings and Kitchens to replace existing carpet in Magisterial District Judge Mann’s office in the Administration Annex at a cost of $4,603.38. Three bids were received and this was the lowest qualified bid. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement, Notice to Proceed and Waiver of Liens to E.E. Mills & Son Painting, LLC for the Franklin County Courthouse Exterior Painting Project bid for a bid amount of $42,630.00. This bid was awarded by the Board of Commissioners on October 4, 2012. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Rohrer Bus Services for purchase of a wheelchair transit bus at a cost of $54,000.00 to be paid for by PA Department of Transportation Capital Grant contract #4400008420. This vehicle will replace a vehicle in the fleet that has passed its usefulness. In accordance with PA Acts 67, 68 and 127 notifications, Carl Bert & Associates notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied by United Business Park for commercial/industrial development proposed by the Cumberland Valley Regional Development Corporation on property located in Southampton Township. Continued on page 2 Teresa Beckner, Fiscal Director, met with the Board to discuss the following items: Review of 2012 expense and revenue budget performance through August. Ms. Beckner advised most departments are under budget except for a few where she mentioned the reasons for variances from the report. She said general fund in total is at 60.7% of budgeted expenses through August and revenue side and tax collections revenues are consistent when compared to budget as well as prior year performance. General fund revenue is at 85.9% of budget. Ms. Beckner said revenues are consistent through August and property taxes are at 93.3% of billing through September. Ms. Beckner requested Board approval to have the trust account at F&M Trust, Ag. Preservation fund closed and the funds moved to an interest-bearing money market account. This is being requested due to the earnings are minimal and given that the funds are held in a trust account, the fees for the trust are approximately $1,400 a year which depletes the principal. The Board gave their unanimous consent so Ms. Beckner will coordinate this change with the Treasurer. The meeting was adjourned at 10:01 a.m. with a motion by Robert L. Thomas; seconded by Robert G.
