MONDAY, JANUARY 7, 2013
The Franklin County Commissioners met Monday, January 7, 2013, with the following
members present: David Keller, Robert L. Thomas and Robert G. Ziobrowski. Commissioner
Keller presided and after calling the meeting to order, moment of silence and the Pledge of
Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; approved to
appoint David S. Keller as Chairperson of the Board of Commissioners of Franklin County for
2013. Commissioner Keller abstained from voting.
Chairman Keller presided and after calling the meeting to order, proceeded with the
business of the day.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; Robert L. Thomas
was elected as Vice-Chairperson of the Board of Commissioners of Franklin County for 2013.
Commissioner Thomas abstained from voting.
On a motion by Robert L. Thomas, seconded by David S. Keller; Robert G. Ziobrowski
was elected as Secretary of the Board of Commissioners of Franklin County for 2013.
Commissioner Ziobrowski abstained from voting.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved the regular meetings of the Franklin County Commissioners, Salary Board, Election
Board and Retirement Board in the Commissioners’ Office on Tuesdays and Thursdays of each
week beginning at 9:30 a.m. prevailing time, with the exception of the following dates: Thursday,
July 4; Thursday, November 28; and Tuesday, December 24, 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved the County office hours being maintained between the hours of 8:30 a.m. and 4:30
p.m., Monday through Friday. Lunch breaks will be one-half (1/2 hour) in duration and each
department head will be responsible for staggering employee lunch breaks so as to provide
services to the public for the full eight (8) hours of each business day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved the following holidays:

On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas to serve on the Franklin County Soil Conservation District
Board for the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David Keller to serve on the Mental Health/Intellectual Disabilities Advisory
Board for the year 2013.

On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski to the Chambersburg Area Ambulance Committee for
the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David Keller to the Franklin County Library Board for the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas, David Keller and Robert G. Ziobrowski to the Local
Emergency Planning Committee for the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller to the Criminal Justice Advisory Board for the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski to the Council of Governments Board for the year
2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski as the local elected official to the South Central
Workforce Investment Board for the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas, David Keller and Robert G. Ziobrowski to the Tuscarora
Managed Care Alliance for the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David Keller as a board member and Robert G. Ziobrowski as the alternate
to the Capital Region Resource Conservation & Development (RC&D) Board for the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas to serve on the Franklin County Penn State University
Cooperative Extension Board for the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller to the Franklin/Fulton County Community Coalition for the
Prevention of Substance Use & Abuse for the year 2013.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas to serve on the Hagerstown Eastern Region Metropolitan
Planning Organization for the year 2013.

approved to appoint Robert L. Thomas, David Keller and Robert G. Ziobrowski to the Rural
Planning Organization for the year 2013.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Gary L. Martin as Chief Assessor for the year 2013.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint John Hart, Jean Byers, Valerie Morgan and Tiffany Bloyer as the
Administrators for the Franklin County Flexible Benefits Program for the year 2013.
The Board reviewed appointments to the Agricultural Land Preservation Board. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to
appoint D. Eugene Gayman and Greg Cook for a three (3) year term to expire on December 31,
2015.
The Board reviewed appointments to the Planning Commission Board. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Lynn
Clinton, Ed Wells & Robert Fignar a four (4) year term to expire on December 31, 2016.
The Board reviewed appointments to the Letterkenny Industrial Development Authority.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to
appoint Chris Lombardozzi, Stacey Myers and L. David Law to serve on the Letterkenny
Industrial Development Authority for a five (5) year term to expire on December 31, 2017.
The Board reviewed appointments to the General Authority Board. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint
Clayton Garthwaite for a five (5) year term to expire on January 3, 2017.
The Board reviewed appointments to the Franklin County Emergency Services Alliance
Committee. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to appoint David Donohue and Bryan Stevenson as Primaries and
Meghan O'Brien and Ben Rice as Alternatesfor a one (1) year term to expire on December 31,
2013.
The Board reviewed appointments to the Local Emergency Planning Committee. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to
appoint David Donohue, Gary Himes, Barbara Eberly and Dennis Tash to serve on the Local
Emergency Planning Committee for a three (3) year term to expire on December 31, 2015.
The Board reviewed appointments to the Franklin County Library Board. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Rev.
Stephen Harris and Frances Harrity for a two (2) year term to expire on December 31, 2014.
The Board reviewed appointments to the Franklin County Visitors Board. On a motion
by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint
Margaret Schmelzer and Dwayne Johnson for a three (3) year term to expire on December 31,
2015.
The Board reviewed appointments to the Franklin County Soil Conservation Board. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to
appoint Nelson Egolffor a four (4) year term to expire on December 31, 2016.

The Board reviewed appointments to the Franklin County Redevelopment Authority
Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Jeff Shank for a two (2) year term to expire on December 31, 2014.
Chairman Keller asked Tiffany Bloyer, Human Resources Director to review several
policies that have been updated. Ms. Bloyer explained the following changes: Pay Policy has
been adjusted to reflect the new pay scheduled adopted last Thursday; the Family Medical
Leave Policy has changes necessary based on the Federal law as well as clarification for
employees on how to use leave; the Exclusion Check Policy is a new policy as the result of
Department of Public Welfare that all employees who have contact with Medicare and Medicaid
be checked to make sure they are not on the disbarment list; Paid Time Off Policy is changed to
reflect the two additional days added as a result of eliminating the Earned Day Program and
also eliminated the sick leave bank program that employees can donate, there will be a
separate policy for the sick leave bank developed at a later date; The Inclement Weather Policy
is changed so that the 24 hour operations can determine their own mandatory/critical personnel.
Also deleted the 16 hours from the old policy since inclement weather is out of employee’s
control, there should not be a limit on this. Commissioner Thomas suggested changing two
radio stations that are incorrect on the policy. Chairman Keller suggested fixing the names of
the two radio stations but also look at an automated way of communicating inclement weather
closings to the various stations.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved to accept the Franklin County Handbook and
Personnel Policies with amendments and any policy conflicting with these policies is hereby
repealed in so far as the same effects these policies. A copy of this handbook is maintained in
the Commissioner’s Office file.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to accept the Nursing Home Handbook and Personnel Policies with amendments and
any policy conflicting with these policies is hereby repealed in so far as the same effects these
policies. A copy of this handbook is maintained in the Commissioner’s Office file.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to accept the Franklin County Jail Handbook and Personnel Policies with amendments
and any policy conflicting with these policies is hereby repealed in so far as the same effects
these policies. A copy of this policy is maintained in the Commissioner’s Office file.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to accept the Franklin County Emergency Management Services Handbook and
Personnel Policies with amendments and any policy conflicting with these policies is hereby
repealed in so far as the same effects these policies. A copy of this handbook is maintained in
the Commissioner’s Office file.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to accept the Franklin County Court’s Personnel Manual and include it as part of the
County’s Policies with amendments and any policy conflicting with this manual is hereby
repealed in so far as the same effects this manual. A copy of this manual is maintained in the
Commissioner’s Office file.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to accept the Risk Management Health and Safety Manual and include it as part of the
County’s Policies with amendments and any policy conflicting with this manual is hereby
repealed in so far as the same effects this manual. A copy of this manual is maintained in the
Commissioner’s Office file.

approved to accept the HIPPA Policies and include it as part of the County’s Policies with
amendments and any policy conflicting with these policies is hereby repealed in so far as the
same effects these policies. A copy of these policies is maintained in the Commissioner’s
Office file.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved the list of policies and any policy conflicting with these policies is hereby repealed in
so far as the same affects these policies. A copy of these policies is maintained in the
Commissioners’ Office files.
The Board reviewed the Tax Return Days for Tax Duplicates. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the following tax return days
of tax duplicates:
