THURSDAY, JANUARY 17, 2013
The Franklin County Commissioners met Thursday, January 17, 2013, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and announced Chairman Keller will not be in attendance
today, after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Allen Piper provided public comment and noticed that County employee salaries
were bumped up 2% to 18% but social security recipients and federal employees only
receive 1.7% increase.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of January 8, 2013 and January 10, 2013 meetings.
The Board reviewed Children & Youth matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Subsidized
Adoption Assistance Agreement on behalf of the Franklin County Children and Youth
Department to provide a subsidy to adoptive parents to be used for adoptive children

with special needs for payment in the amount of: - $35.00 a day for the
period of February 1, 2013 through January 31, 2018, in addition a one-time payment

not to exceed $331.00 to cover non-recurring adoption expenses; - $35.00
a day for the period of February 1, 2013 through January 31, 2018, in addition a one-
time payment not to exceed $331.00 to cover non-recurring adoption expenses.
The Board reviewed Courts matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the agreement between the
County of Franklin and Kristen Hamilton to provide legal services for juveniles involved
in the delinquency process to ensure juveniles are adequately represented during case
processing at a cost of $41,470.00 for the period of January 1, 2013 through December
31, 2013. This is being paid for through the PCCD Juvenile Defense Capacity Building
Grant.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Washington County to allow for interoperability of
emergency communication subscriber units to enhance emergency communications
between emergency responders in both jurisdictions at no cost for the period of January
17, 2013 and shall continue until terminated by either party.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the 2013 Supplemental
Appropriation to provide budget for the newly awarded 2013 STOP Grant in the amount
of $61,729.00.

The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the correction to Exhibit A and
Exhibit C of Resolution #2012-28 authorizing the Tax and Revenue Anticipation Note
with Farmers & Merchants Bank approved by the Board on December 20, 2012. This
correction is at the request of F&M Bank. No other changes were made to the
Resolution. This motion will include to rescind the motion taken on January 3, 2013 and
ratify the motion taken on December 20, 2012.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the grant agreement
between the County of Franklin and PA Department of Community and Economic
Development for the Emergency Solutions Grant Program grant for a grant amount of
$98,590.00 to be used for operating costs for one security staff at Waynesboro New
Hope Homeless shelter in addition, costs for shelter operations and case management
to serve families who are homeless or who are near-homeless. New Hope Shelter will
provide a match of 50%.
The Board reviewed Grants/Jail matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the amendment to the contract
between the County of Franklin and Keystone Rural Health Center (dated March 12,
2009) to provide Behavioral Health Outpatient Services for Jail Diversion Program and to
include the Drug & Alcohol Restrictive Intermediate Punishment Program. This
amendment is to extend the contract from January 1, 2013 through December 31, 2013
with maximum encumbrance of $26,000.00. $15,000.00 will be covered under the Drug
& Alcohol Restrictive Intermediate Punishment Grant. All other terms and conditions of
the original agreement will remain in full force and effect.
The Board reviewed additional Nursing Home matters. On a motion by Robert
G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the agreement between the County of Franklin and
Compassionate Care Hospice for healthcare services to residents eligible for hospice
services, at no cost to the nursing home for the period of December 5, 2012 through
December 4, 2013 and shall renew for a one year period.
The Board reviewed additional Nursing Home matters. On a motion by Robert
G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the addendum to
the agreement signed on December 16, 2010 between the County of Franklin and Martin
Hudzinski, MD to provide medical director services at the Falling Spring Nursing and
Rehab Center. This addendum is at a cost of $22,896.00 and to extend the contract
period from January 1, 2013 through December 31, 2013. There is no increase in price
from previous year.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Notice To
Proceed and Agreement between the County of Franklin and Cook’s Cleaning Service
for the custodial services at Magisterial District Judges Cunningham, Pentz, Rock and
Eyer and M&T Bank Building for a total cost of $1,696.00 per month. This was awarded
and approved by the Board on Tuesday, December 11, 2012.
The Board reviewed Visitors Bureau matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the advertising
agreement between the County of Franklin and Central Penn Parent (Journal
Publications) to advertise attractions each month which also links to the Visitors Bureau
website on the Central Penn Parent Website at a cost of $1,800.00, covered by County
room tax revenues, for the period of January 1, 2013 through December 31, 2013.

The Board reviewed additional Visitors Bureau matters. On a motion by Robert
G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and WJAL Family TV for three-month sponsorship of the
weather at a cost of $2,250.00, covered by the County room tax revenues for the period
of January 1, 2013 through March 31, 2013.
In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by Scot-Greene Estate on property
located in Greene Township.
Teresa Beckner, Fiscal Director, met with the Board to review the 2012 expense
and revenue budget performance through November. Ms. Beckner advised most
departments are under budget except for a few where most variances relate to
personnel and benefit costs. She said general fund expenses are at 83% of budgeted
expenses through November and revenue side and tax collections revenues are
consistent when compared to budget as well as prior year performance. Ms. Beckner
said revenues are consistent through November and property taxes are at 98.2% of
billing through November.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:58 a.m. this date for the
purpose to review real estate transaction matters. The Board reconvened into regular
session at 11:01 a.m. No action was required after executive session.
The meeting was adjourned at 10:22 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
