THURSDAY, JANUARY 24, 2013
The Franklin County Commissioners met Thursday, January 24, 2013, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to adopt the agenda. Chairman Keller announced that Commissioner Thomas
is attending a CCAP Board of Director’s meeting in Harrisburg today.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of January 15, 2013 meeting. The minutes of January 17, 2013
will be approved next week when Commissioner Thomas can approve them due to
Chairman Keller not attending that meeting.
The Board reviewed Assessment matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Acceptance and Authorization
of Additions and Exonerations to the Tax Collectors of Franklin County for the years
2011 and 2012, in order that the Tax Collectors listed may close their 2011 and 2012
County and County Library Duplicates entitled “Board of Assessment - Summary Report”
dated January 15, 2013.
The Board reviewed additional Assessment matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved to Certify the amount of
County and County Library Taxes on real estate and mobile homes in the various
political subdivisions of the County and the name of the Tax Collectors of said political
subdivision for the year 2013.
The Board reviewed Election matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Certification of County
Maintenance Effort pursuant to Section 254(a) of HAVA and in accordance with HAVA
Title II Financial Assistance Agreement for the reporting period of July 1, 2012 through
December 31, 2012.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the renewal contract between the County of Franklin and Motorola for
maintenance on the hardware support of the County’s radio system to include dispatch,
network monitoring and security, technical support, fixed equipment board repair, onsite
support thru Capital Area Communications and one network preventative maintenance
per site, at a cost of $430,815.00 for the period of February 1, 2013 through January 31,
2014, covered 100% by Wireline Funding. This company is on state contract pricing.
The Board reviewed Transportation matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the proposal from
Rohrer Bus Services to purchase a wheelchair transportation van to replace vehicle lift
#3 at a cost of $59,811.00 to be paid for by Penn Dot’s 2012-2013 Capital Grant. This
company is on State contract pricing.

In accordance with PA Acts 67, 68 and 127 notifications, The Borough of
Chambersburg notified the County of a Pennsylvania Department of Environmental
Protection Air Quality Permit amendment application being applied for the Falling Spring
Generating Station on property located in the Borough of Chambersburg.
In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection public water supply construction permit application being applied by Quincy
Township Supervisors for the Furnace Road Booster Station on property located in
Quincy Township.
In accordance with PA Acts 67, 68 and 127 notifications, Hanover Land Services,
Inc. notified the County of a Pennsylvania Department of Environmental Protection
NPDES Permit application being applied by White Church Meadows for subdivision/land
development plan on property located in Greene Township.
In accordance with PA Acts 67, 68 and 127 notifications, TeamAg notified the
County of a Pennsylvania Department of Environmental Protection CAFO Permit
Renewal application being applied by Stoner’s Hijos Hill, Inc. on property located in
Peters Township.
In accordance with PA Acts 67, 68 and 127 notifications, Shelly & Witter, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit application being applied by Tuscarora School District for land development plan
for a new soccer field on property located in Mercersburg.
The meeting was adjourned at 9:47 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
