HomeMy WebLinkAbout2013-02-14 Commissioner Minutes THURSDAY, FEBRUARY 14, 2013 The Franklin County Commissioners met Thursday, February 14, 2013, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of February 5, 2013 and February 7, 2013 meetings. The Board reviewed Children and Youth matters. On a motion by Robert L. nd Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2 Quarter Report to Department of Public Welfare showing total revenue and expenditures for July 1, 2012 through December 31, 2012 in the amount of $4,150,212.00. The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment No. 4 to the Agreement (dated January 4, 2006) between the County of Franklin and CGL Engineering, Inc. to provide professional facilities development and management services to increase the monthly fee to $56,445.88 per month effective January 1, 2013. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Form 8038-CP to the Department of the Treasury to file semi-annually for the County to claim 45% reimbursement from the Federal Government for the interest paid for the Recovery Zone Economic Development Note. The County will receive a reimbursement in the amount of $16,395.00. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Waynesboro New Hope Shelter to provide room and board as well as case management for participants in the Franklin County’s Forensic Housing Program at a total amount of $21,900.00 for the period of January 1, 2013 through December 31, 2013. The Board reviewed Liquid Fuels matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the report of Franklin County Liquid Fuels Act 44 Tax Fund to PA Department of Transportation accounting for revenue and disbursements for the year 2012. The Board reviewed Register & Recorder matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Info Quick Solutions, Inc. to re-index deeds and miscellaneous recordings for the year 1947 to add to the Recorder’s current record’s management database at a cost of $1.55 per document for an estimated total of $4,890.24 to be paid from the Recorders Improvement Fund for the period of February 14, 2013 through February 13, 2014. Continued on page 2 The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Memorandum of Understanding (MOU) between the County of Franklin and Totem Pole Playhouse for the Visitors Bureau (FCVB) to be a season sponsor of Totem Pole to include back cover advertisement on the season program, recognition as season sponsor on all Totem Pole brochures and press releases, recognition as season sponsor in radio advertising, and other benefits as listed on page two of the MOU. This MOU is for the total amount of $50,000.00 to be paid with room tax revenues for the period of January 1, 2013 through December 31, 2017. In accordance with PA Act 14 notification, Valley Quarries, Inc. notified the County of a Pennsylvania Department of Environmental Protection, Bureau of Air Quality for approval to replace a crusher at the Mount Cydonia Plant #1 site located in Guilford Township. This was the date to award/reject the Falling Spring Nursing & Rehabilitation Center Boiler Project bid. John Hart, County Administrator, said the bids for the FSNRC Boiler Project were reviewed by the Solicitor, Purchasing Department and Property Management Director and staff. The recommendation is to award to Rodney B. Smith Plumbing, Heating and Cooling in the amount of $996,084.00 and Oyler Electric, Inc. in the amount of $109,925.00 and not to award any of alternates. Many of the alternates may be self-performed sometime later in years. The system will work with just replacing the boilers and the electric and with routine maintenance and if money becomes available in the future county staff can self-perform some of the work. Commissioner Ziobrowski asked how this is going to be paid for. Mr. Hart responded that it will be paid for with Recovery Zone Bond money that the County was awarded to be used for energy efficient type projects. These funds need to be spent by end of this year. Commissioner Thomas asked since not doing any of the alternates does that hold back any efficiencies with the project? Mr. Hart noted that the bulk of the efficiency improvements will come from replacing the boilers, so substantial gains in efficiency will occur even without doing the additional options at this time. Mr. Hart said that due to not having enough Recovery Zone Bond money the County will have to appropriate general fund dollars to pay for the base bid portion of the project. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award the bid for the Boiler Project to Rodney B. Smith Plumbing for a total bid price of $996,084.00 and to Oyer Electric for a base bid amount of $109,925.00. These proposals were the only bids received. Clair Hornberger provided an update on Outsourcing Case Management in th MH/ID/EI. SAM, will begin case management services on February 28 in Franklin and Fulton County. They have secured an office location on Lincoln Way East in Chambersburg and will remain at the current location in Fulton. There are 46 case management staff and all employees have been offered employment packages very similar to County benefits except for pension benefits. All clients are being notified by face to face and they will also receive a letter explaining the transition and they will have their same case manager. The clients need to sign a release to have their records transferred to SAM. In Intellectual Disabilities, individuals had to receive a choice letter to choose their providers but they have all selected SAM. SAM is working with State departments. There are 19 Mental Health Intensive Case Management (TCM) staff who will stay temporarily at Administration Annex due to processes in OMHSAS. The contract with SAM will be in place by end of month, and some equipment utilized by case management will be transferred to SAM as these items were purchased by state funds so they may stay with the program. Commissioner Thomas asked what staff will remain with County? Ms. Hornberger responded the oversight responsibility will remain with County that has 13 staff that will continue working with providers to make sure providers are providing quality services and some fiscal staff. Commissioner Ziobrowski commented this will be culmination of a process that has taken a year or more which was transparent and many stakeholders were involved. Ms. Hornberger’s staff should be commended for amount of outreach that has been done. We are always resistant to change but fact that transfer is seamless is credit to her staff. Commissioner Thomas said that credit should also be given to MH/ID Advisory Board. The meeting was adjourned at 10:26 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
