THURSDAY, FEBRUARY 28, 2013
The Franklin County Commissioners met Thursday, February 28, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Allen Piper provided public comment about the second amendment being the
most controversial item right now and a meeting he attended at Shippensburg University
last night.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of February 19, 2013 and February 21, 2013
meetings.
The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized
Adoption Assistance Agreement on behalf of the Franklin County Children and Youth
Department to provide a subsidy to adoptive parents to be used for adoptive children

with special needs for payment in the amount of: - $12.94 per day, in
addition a one-time payment not to exceed $ 398.50 to cover non-recurring adoption
Contract 2
expenses for the period of March 5, 2013 through March 4, 2018. - $37.88
per day, in addition a one-time payment not to exceed $-0- to cover non-recurring
Contract 3
adoption expenses for the period of March 29, 2013 through April 17, 2018. -
$37.88 per day, in addition a one-time payment not to exceed $-0- to cover non-
recurring adoption expenses for the period of March 29, 2013 through May 23, 2016.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation to purchase CERT promotional items for Community Emergency
Response Team covered by Citizen’s Corps Grant in the amount of $1,565.00. No
additional County funds are needed.
The Board reviewed Jail / DRC matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Pennsylvania Department of Corrections, Pennsylvania Board of
Probation and Parole for the purpose of providing day reporting services to offenders
under the jurisdiction of the Commonwealth of Pennsylvania, with a term of three years
from the date that is executed, and may be terminated prior to expiration of term by
written notice of any party, effective ninety (90) days after receipt of written notice of
termination.

The Board reviewed Juvenile Probation / Grants matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and James D. Griffith, Ph.D., to provide data collection
and analysis purposes for Juvenile Probation staff to utilize programs that are most
beneficial to Franklin County youth and to modify programs to maximize efficiencies for
the period of March 1, 2013 through September 30, 2013, covered by Juvenile Justice
Grant in the amount of $17,600.00.
The Board reviewed MH/ID/EI matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Income and Expenditure Report to Department of Public Welfare
for Fiscal Year 2011-2012 for Early Intervention.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Indian Lake Camp Corporation for “Phase 5 Water Well House
Upgrade” project, using 2012 Community Development Block Grant program funds in
the amount of $75,000.00 to be completed by October 1, 2015.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Peters Township and the Village of Upton for “Grinder Pump(s)
replacement and Septic Tank Removal” project, using 2012 Community Development
Block Grant program funds in the amount of $50.000.00 to be completed by October 1,
2015.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Washington Township for Washington Township’s
Calimer Drive/Old Forge Road Sewer Extension” project, using 2012 Community
Development Block Grant program funds in the amount of $75,000.00 to be completed
by October 1, 2015.
In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection General Permit application being applied by Quincy Township for construction
of a water treatment facility and water storage tank at the Tarman Springs well and for
testing and development of a well on the west side of Tomstown Road. The installation
of raw and potable water lines to connect the treatment facility and to connect to the
area of the township contaminated with TCE.
In accordance with PA Acts 14, 67, 68 and 127 notifications, United Water –
FCGA, notified the County of a NPDES renewal application being applied by Rocket
Road Sewage Treatment Plant located within the lands of US Army, Letterkenny
Township.

On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:51 a.m. this date for the
purpose to review Potential Litigation matters. The Board reconvened into regular
session at 10:43 a.m. No action was required after executive session.
The meeting was adjourned at 10:43 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
