THURSDAY, MARCH 7, 2013
The Franklin County Commissioners met Thursday, March 7, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Mary Burkholder from Greene Township expressed her concern about "smart
meters" that can remotely read one's electric meters. She noted that legislation is
occurring on smart meters that Governor Rendell started in 2009 and how
Representative Mike Rease from Westmoreland County is submitting three bills so
residents can opt out of the program.
Michele Jansen provided public comment about the recent Public Opinion article
that the County is lagging in the Pre-K program. She cited studies that show that Pre-K
programs do not help academically and it costs $7,500 per child. She feels this is
another entitlement program. Ms. Jansen would like more information on the Franklin
County Prosperity Report that was mentioned in the article.
Jim Wyrick provided public comment about a meeting he attended a couple
weeks ago about the Second Amendment and there was talk that five counties in
Maryland that want to leave and go to another state because they have no
representation in Maryland. He also wanted to applaud Senator Rand Paul for his
filibuster yesterday concerning the United States use of drone aircraft. Mr. Wyrick
wanted the Board to know that he prays for them for wisdom and that the Lord blesses
them.
Allen Piper provided public comment and said he echoes what the three previous
speakers spoke about and mentioned a famous quote from President Ronald Reagan.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of February 26, 2013 and February 28, 2013
meetings.
The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized
Adoption Assistance Agreement on behalf of the Franklin County Children and Youth
Department to provide a subsidy to adoptive parents to be used for adoptive children
with special needs for payment in the amount of $16.00 per day, in addition a one-time
payment not to exceed $0 to cover non-recurring adoption expenses for the period of
March 1, 2013 through March 23, 2015.
The Board reviewed Commissioners’ office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the following: On
June 12, 2012, Board approved a Change Order with W. Harley Miller Contractors, Inc.
with a not to exceed cost of $11,465.00. This Change Order was required by the
contractor in order to have the work progress. This change order required the contractor
to complete the work utilizing a time and material method. Change Order #12 is the time
and material cost for roof replacement at the Hearing Annex in the amount of $7,379.00.
No payments were made from the June 12, 2012 change order.

The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the engagement Letter from
Zelenkofske Axelrod, LLC to provide independent audit services for the year ended
December 31, 2012, including the audit of the county’s GASB 34 financial statements
and the county’s single audit at an annual cost of $104,130.00. This is required for all
programs receiving federal and pass-through funds. This is second year of a four year
agreement with Zelenkofske Axelrod approved by the Board on March 4, 2011.
The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to executive the agreement between the County of Franklin and Tyler
Technologies, Inc. to provide maintenance support for MUNIS database and interfaces
with MUNIS software at a cost of $11,121.76 for the period of April 1, 2013 through
March 31, 2014 and will renew for subsequent one year periods unless terminated by
either party with 15 days written notice prior to the end of the then-current term.
The Board reviewed additional Information Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to executive the Agreement between the County of Franklin and
Tyler Technologies, Inc. MUNIS Division to provide annual support for various MUNIS
products at a cost of $61,075.23 for the period of April 1, 2013 through March 31, 2014.
In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer and
Associates notified the County of a Pennsylvania Department of Environmental
Protection Joint Permit application being applied by Cold Spring Builders, LLC for Cold
Spring Estates on property located in the Borough of Waynesboro.
In accordance with PA Acts 67, 68 and 127 notifications, Shelly & Witter, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit application being applied by Kirby Reese for a five lot subdivision for single family
dwellings on property located in Mercersburg.
The Board met with the Human Resources Director, Warden and the Controller
for Salary Board matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised Accredidation
Compliance Manager, Central Booking/Records Administrator and Human Resources
Generalist – Employee Relations/Training and Development position descriptions.
The Board reviewed information regarding Development Disabilities Awareness
Month. Lori Young, Intellectual Disabilities Program Specialist and Richard Wynn,
Human Services Administrator was present to receive the proclamation. Ms. Young
explained that the logo for this year is “Look Beyond People’s Disabilities to their
Abilities”. Providers are doing their own celebrations statewide and counties are asked
to sign proclamations. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved to sign Franklin County Proclamation #2013-01
proclaiming the month of March as Development Disabilities Awareness Month and that
the attached proclamation be made a part of these minutes.

Developmental Disabilities Awareness Month
PROCLAMATION #2013-01
Whereas: Individuals with developmental disabilities, their families, friends, neighbors and co-workers encourage everyone {
to focus on the abilities of all people;
And,
Whereas: the most effective way to increase this awareness is through everyone's active participation in community
activities and the openness to learn and acknowledge each individual's contribution;
And,
Whereas: opportunities for citizens with developmental disabilities to function as independently and productively as
possible must be fostered in our community;
And,
Whereas: we encourage all citizens to support opportunities for individuals with developmental disabilities in our
community that include full access to education, housing, employment, and recreational activities;
And,
Now, therefore, We,the Franklin County Commissioners, do hereby proclaim March, 2013 as Developmental Disabilities
Awareness Month and recognize that our communities are stronger when everyone participates. Take time to get to know
someone with a disability,Look Beyond the disability and see what he or she has to offer.
