Welcome and Introductions Members/Staff/Guests Present: Commissioner Dave Keller Christy Russell Commissioner Irvin Dasher Jennifer Lipko Manny Diaz Missy Reisinger Rick Wynn Katherine Beidel Jean Snyder Karen Johnston- Guest Speaker II. Presentation: Karen Johnston (Healthy Communities Partnership) Karen Johnston presented the four different programs that HCP will be doing from the grant monies that were awarded to them from the Block Grant. The first one is Kick off Your Drug Free Summer event which will be held in 2 locations (Chambersburg and Waynesboro). These events provide kids and their families with safe, fun, healthy, and drug-free activities that they can th one held in Chambersburg at Mike Waters ndst Park on 2 Street and the 1 one for the Waynesboro community. Partners in this event have grown over the years and the Community Coalition also supports this event. In addition, the Chambersburg Cardinals and their cheerleaders take an active role with the kids by playing football with them and face painting. The second is Alcohol- True Stories this is new evidence based interactive program focusing on the dangers of underage drinking. This program utilizes a multi-media approach designed to prevent or reduce alcohol use among young people. Two programs are available; one for parents and one for youth in grades 5-12. The goal of this program is to offer a targeted alcohol reduction campaign aimed at educating both youth and parents about the dangers of underage alcohol use. Teen Intervene is an evidence based program designed to work with the court system, juvenile probation program, and schools to provide an intervention for youth ages 12-19 that have minor to moderate drug and/or alcohol use. This program is administered individually to youth by a professional in two 1-hour sessions approximately 7-10 rd days apart. An optional 3 session for parents is also available to address the need for the parent to demonstrate healthy attitudes and behaviors related to substance use and to monitor and supervise Campaign will provide an opportunity for youth and families to be exposed to anti-drug messaging ect would extend the programming that was done throughout the county during Red Ribbon Week in October. While they are completing their t-shirts, they will receive additional anti-drug messages and various informational items to take with them, as will their parents. Then, the kids will wear their shirts proudly while sharing anti-drug messages to those who come in contact with them. Manny asked if there were ways to see measurements of these programs. Karen stated that pre and post tests will be given which could provide some data on how the programs are working. Once we receive that information it will be shared with the board. Two of these four programs have already started. Karen mentioned that a proposal has been submitted to fund the Community Coalition fully for the next five years. III. Administration (Fiscal), Treatment and Prevention/Coalition Update Administration 1. Review and Approval of minutes. a. We did not have a quorum to approve February minutes. If a quorum is available we will approve February and March minutes at May meeting. 2. DUI Fine Money a. Rick recently met with Judge Herman about money being received through DUI fines and ACT 198, since that time Rick has found out that it was not the ACT 198 money that was required to be shared with the Drug and Alcohol SCA. It was the DUI fines. Rick found that in Franklin County all ACT 198 funds go to the jail and probation. 50 % of fines collected through the local municipalities goes directly to the county (in general fund) and then 50% of that money should be going to the Drug and Alcohol program. It should be noted that the county has contributed more than the required match in Drug and Alcohol but that it had been going towards prevention versus treatment services. The county is currently reviewing the process to put it more in line of the state mandates. Case managers are doing assessments in the forensic program and not getting any of these funds. Rick provided a list of funds from five surrounding counties, Centre, Cumberland/Perry, Lancaster, Lebanon and York/Adams and the amounts they have received over the last three fiscal years. As well as monthly amounts received for 2011 and 2012 for Title 75 DUI Motor License Fund. 3. Block Grant a. Based on prior year trends ACT 152 was put back into HSDF. First Block st Grant Planning Committee meeting was March 1 at 1 PM and they reviewed expenditures and discussed future planning of the Block Grant for the remainder of this fiscal year and 2013-2014 fiscal year. D&A funds are becoming minimal because of the constant need of treatment services. Both counties have agreed to give additional funds to D&A program. 5. Unspent funds for 2011-2012 a. There was $23,548 Drug and Alcohol program has sent a letter about availability of using this money. The goal is to use the money this year for treatment services. A copy of the letter that was sent is attached with the minutes. 6. Discussion of chair board member a. Discussion of new board members. Fulton County has had good participation with this advisory board. We need more members able to attend meetings and be involved. Current board members discussed bring on a lawyer, pharmacist, a resident of the Waynesboro area, since there has been a rise in drug use in that area. Treatment 1. Statistics a. Katherine reviewed a statistic presentation with the board. Kathy and Missy will coordinate and add additional information on Medicaid. We will review at our next meeting. The presentation will be attached with the minutes. 2. Provider Monitoring a. Roxbury Inpatient Center was monitored last week. A few issues were discovered and they are following up with an action plan. Healthy Communities Partnership and C&S Reed Consulting will be monitored in the next month or so. Prevention 1. Prevention Updates a. Franklin County Youth Leadership Interviews were done there were fifty interviews done. th b. Community Coalition Update- the next meeting is March 11 at the Administrative Annex Building starting at 9 AM. An executive committee meeting and the Prevention Providers meeting will follow. c. PAYS 2013, there has been a request for provider from PCCD. A committee is talking with parents, school boards members, and the community about Passive and Active consents in the schools for PAYS. d. Provider Monitoring for Healthy Communities Partnership and Fulton County Center for Families will be done in the next several weeks. We will update the board once monitoring has been completed. IV.
