THURSDAY, MARCH 14, 2013
The Franklin County Commissioners met Thursday, March 14, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended a Franklin County Prison Board meeting. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Chairman Keller welcomed Allen Coffman from Chambersburg Borough Council
to the meeting.
Mary Burkholder provided public comment and presented an article to the Board
about Susquehanna County passing a resolution that any new federal act, bill, law, or
rule on Second Amendment rights shall not be enforceable. She would like to see this
happen in Franklin County with the Commissioners passing a resolution to show they
support it. She said the Sheriff Dane Anthony went on the Kelly Spinner show and said
that he supports the Second Amendment and no matter what federal law comes across
that he would keep with the Second Amendment. There is a Second Amendment rally

on April 2 on the square of Chambersburg that the Commissioners can attend to show
their support.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of March 5, 2013 and March 7, 2013 meetings.
Chairman Keller announced that Reverend Bill Burcher is here from New Hope
Shelter to provide more information on the two grants with New Hope Shelter for action
today. Reverend Burcher reported that 134 people used the shelter last year with 34
children and the rest were adults. These grants will help with operation at shelter but will
also help get people into permanent housing and help people that are about to become
homeless keep them from becoming homeless. He said the rental assistance is for
people that are low income. Chairman Keller asked what the capacity of the shelter is.
Reverend Burcher responded that the population goes up and down and fill up as people
get evicted or lose housing. Can hold up to 42 people but that’s too many for that size
area. He said 25 is the average and are from all over Franklin County. Commissioner
Thomas asked what the average stay is. Reverend Burcher said two months but some
are longer, some shorter. He said they are basically a jobs program and help them find
a job, save money and move into permanent housing. The rental assistance portion will
shorten the stay because the residents will not have to save as much money to move
out. There is always a waiting list so Reverend Burcher is excited about being able to
lower the stays. Commissioner Ziobrowski said he is glad the Board can help direct
assistance to them. Commissioner Thomas said he appreciates the fact that they are
there and willing to do it.
The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and David C. Wertime to provide contracted attorney services at a
cost of $4,383.00 per year for the period of January 1, 2013 through December 31,
2013.

The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the addendum to the Franklin
County OPEB Investment Policy Statement dated November, 2011 to reduce available
cash from 3% to 2%. This statement action was consistent with growth of fund and
actual cash flow requirements. This was approved by the Board at the OPEB Meeting
on February 26, 2013.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the application and
agreement between the County of Franklin and PA Emergency Management Agency for
financial assistance in reference to Hurricane Sandy during October 2012 on behalf of
Franklin County Government Agencies requesting approximately $10,000
reimbursement. Department of Emergency Services and Property Management are the
Franklin County departments that incurred costs.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from First Line Technology to purchase twelve Swede mesh cooling vests, six
PhaseCore transport bags with five ice packs at a total cost of $5,150.00. This purchase
will be paid by Act 165 – Hazardous Material Response Fund.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2013 Supplemental
Appropriation in the amount of $186,000 to accommodate the awarded bids for the
FSNRC boiler project.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revision to
Emergency Shelter Grant Agreement (dated May 2011) between the County of Franklin
and PA Department of Community and Economic Development (DCED) for the New
Hope Shelter to cover operations, rapid re-housing (rent and financial) assistance and
case management to serve families who are homeless or near-homeless requesting a
grant amount of $126,665 with a match of $130,000 to be provided by New Hope’s
Agency donations.
The Board reviewed additional Grants Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
revision to Emergency Solutions Grant Agreement (dated September 2012) between the
County of Franklin and PA Department of Community and Economic Development
(DCED) for the New Hope Shelter to cover rapid re-housing (rent and financial)
assistance and case management to serve families who are homeless or near-homeless
requesting a grant amount of $98,590.00 with a match of $98,596.00 to be provided by
New Hope’s Agency donations.
The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
General Code to provide Laserfiche software maintenance at an annual cost of
$42,741.00. Laserfiche is the content management system handling the County’s
scanning and archiving of documents. It also provides workflow and data entry in the
recording of County documents and presents a web server for public sharing of
information and document sharing.

The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the quote from Stanley Convergent Security Solutions to purchase and replace
two security computers including Bosch Remote Client software in the Lieutenants and
Warden’s offices at a cost of $2,884.00. This computer system allows the viewer to
monitor the actions within the jail.
The Board reviewed MH/ID/EI matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Income and Expenditures
Report to Department of Public Welfare for Fiscal Year 2011-2012 for Intellectual
Disabilities.
The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and Franklin County
Career and Technology Center to have the nursing home serve as a clinical training site
for the Practical Nursing Program for the period of July 1, 2013 through June 30, 2014
with no cost to the County.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
Shawley’s Superior L.P. to purchase three 1,000 gallon above ground propane tanks
measuring 16 ft. long and 41 in. in diameter to be used at the Franklin County Nursing
Home at a cost of $5,850.00. Three quotes were requested and two responded.
Shawley’s Superior was the lowest quote received.
The Board reviewed Recorder of Deeds matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Richard Hoskinson to provide contracted attorney
services at a cost of $2,283.00 per year for the period of January 1, 2013 through
December 31, 2013.
The Board reviewed Register of Wills matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Richard Hoskinson to provide contracted attorney
services at a cost of $2,283.00 per year for the period of January 1, 2013 through
December 31, 2013.
The Board reviewed Register & Recorder matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from IMR
to purchase a Microfilm Scanpro 2,000 to use for microfilm, fiche and aperture cards at a
cost of $8,455.00 to replace a scanner that is 12 years old and in need of costly repairs.
This company is on state contract and will be paid for by the Recorder’s Improvement
fund.
The Board reviewed Sheriff matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Redding Law Office, LLP to provide contracted attorney services
at a cost of $13,893.00 per year for the period of January 1, 2013 through December 31,
2013.
Chairman Keller announced that Tuesday’s meeting will be at 1:30 PM.
Commissioner Thomas announced he has a committee meeting after County
Commissioners Association of PA (CCAP) so he will not be here for the meeting.

Commissioner Thomas is glad to see Allen Coffman from Borough Council and
wished him luck on the upcoming election.
The meeting was adjourned at 9:54 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
