TUESDAY, APRIL 9, 2013
The Franklin County Commissioners met Tuesday, April 9, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
James Wyrick provided public comment and thanked the Commissioners and
local officials for their assistance in allowing them to hold Saturday’s rally on the square.
The minutes of April 2, 2013 and April 4, 2013 meetings were reviewed. These
will be approved Thursday, April 11, 2013.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked John Hart, County Administrator for more explanation of the background
check policy and procedures. Mr. Hart explained there are new Federal and State laws
in performing background checks and to bring us in compliance with them, need to
contract with Klink Check due to background checks becoming more complex. He said
we need to know all the ins and outs and there is a long list of various background
checks that can choose from. The following item was approved today and the
remainder items will be approved Thursday, April 11, 2013.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved Resolution #2013-03 to request
an extension to the PA Department of Community and Economic Development for the
Quincy Township Furnace Road Water Line Project which is a multi-year Community
Development Block Grant (CDBG) project.
The Board reviewed Election matters and conducted a bid opening for Printing,
Furnishing and Delivery of Ballots for the Municipal Primary Election. The following
bidder submitted a bid: Beidel Printing House, Inc. from Shippensburg, PA for a total bid
of $18,378.75 On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to award to Beidel Printing House, Inc. for a total bid of
$18,378.75. This was the only bid received.
The Board reviewed Proclamation 2013-02 to declare National Public Safety
Telecommunications Week in Franklin County. David Donohue, DES Director, Megan
O'Brien, Ben Rice, Mike MCatee, Naomi Bumbaugh and Geoffrey Craven were present
to receive the Proclamation. On a motion by Robert G. Ziobrowski; seconded by Robert
L. Thomas; unanimously approved to sign Franklin County Proclamation # 2013-02
proclaiming the week of April 14 – April 20, 2013 as National Public Safety
Telecommunications Week and that the attached proclamation be made a part of these
minutes.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 10:02 a.m. this date for the
purpose to review possible litigation and personnel matters. The Board reconvened into
regular session at 11:20 a.m. No action was required after executive session.

Proclamation 2013-02
National Public Safety Telecommunications Week
April 14-20,2013
Whereas emergencies can occur at anytime that require police,fire or emergency medical
services;
And Whereas when an emergency occurs the prompt response of police officers,
firefighters and paramedics is critical to the protection of life and preservation of
property;
And Whereas the safety of our police officers and firefighters is dependant upon the
quality and accuracy of information obtained from citizens who telephone the[Franklin
County Department of Emergency Services Communications Center;
And Whereas Public Safety Telecommunicators are the first and most critical contact our
citizens have with emergency services;
And Whereas Public Safety Telecommunicators are the single vital link for our police
officers and firefighters by monitoring their activities by radio,providing them
information and insuring their safety;
And Whereas Public Safety Telecommunicators of the Franklin County Department of
Emergency Services Communications Center have contributed substantially to the
apprehension of criminals,suppression of fires and treatment of patients;
And Whereas each dispatcher has exhibited compassion,understanding and
professionalism during the performance of their job in the past year;
Therefore Be It Resolved that the Board of Commissioners of Franklin County declares
the week of April 14 through 20,2013 to be National Public Safety Telecommunications
Week in Franklin County,in honor of the men and women whose diligence and
professionalism keep our county and citizens safe.
In Witness Whereof,We have hereunto set our hand and have caused the seal of Franklin
County to be fixed this 9th day of April,2013.
