TUESDAY, AUGUST 20, 2013 The Franklin County Commissioners met Tuesday, August 20, 2013, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked to include the addition of Chairman’s time prior to public comment. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to adopt the amended agenda. Chairman Keller provided an update on the process of the potential sale of the nursing home. The Board interviewed one prospective firm yesterday and will interview one today and two tomorrow. The Board will have an executive session on Thursday to compare notes of the interviews and next Tuesday the Board will discuss the results of the interviews in public. Chairman Keller recommends holding a public hearing next Tuesday at 10:00 AM so that the public can provide feedback of what’s been discussed by the Board. Jay Lightfoot provided public comment and asked where next week’s public hearing is going to be held. Chairman Keller responded it will be here in the meeting room but if it appears attendance will be high, staff will have a contingency plan in place to move meeting elsewhere. Stephen Harris provided public comment that he has worked on activities with some County Commissioners in the past and they have not always agreed but have strived for the best. He has heard a lot of comments that the nursing home has high marks. Concern is with residents of the home and those who serve them. If the County has a private sale there is no guarantee for future of the care of the residents. What will future hold for the home after it is sold? What does Franklin County desire for its core values and to what extent does that include its citizens? Derrick Bale said the county exits for purpose of citizens not a business. There is a nursing home. He has been a victim of prejudice and the county will be reducing their duties. If county stops half its duties, this will stop half the county’s power. Jean McBride had a cousin who spent her last years at the home. Staff even attended her funeral because she became close to them. The nursing home is a gem and not something that Franklin County should let go of. Sherri Morgan handed over approximately 650 petitions to the Board and would like them entered into the record along with their comments. She thanked the Board for allowing another public hearing. It would be difficult reviewing potential buyers without having more public comment. People are mostly concerned with the process and the questions asked are legitimate but the process doesn’t seem to be proper. She would like to meet and decide what are core county functions. Won’t know if don’t meet and discuss this. She is proud of the people circulating petitions. A lot of people only know what they are reading what’s in the paper because they don’t have computers. Continued on page 2 Ralph Thompson said his mother spent her last years of life at the nursing home and she had great care. To maintain this care you need to maintain control because once you let go of control, who will tell the new owners they are not doing it right. Paul Politis said he’s not concerned about the process as long as politicians are doing things with the people. The Commissioners keep saying how they are putting safeguards in the contract but once sold, the home can be resold down the road. Once it’s sold, it’s out of our control. If he’s wrong about this they need to let him know. Once sold, it’s gone. Kim Wertz said, we own the nursing home, Citizens of Franklin County. All the Board is are custodians. They don’t own it. The commissioners keep using a fast track method plus executive sessions to make deals on this when the tax payers should be involved in the whole process because it’s ours. She doesn’t like it when any government body messes with her future which is what’s happening now. 90% of the County will be left out in the cold. They need insurance of having a safe well-staffed nursing home if recuperating from injury and to spend their last years. Other nursing homes are understaffed and services are getting left behind. On behalf of citizenry of Franklin County she asks the Board to stop the sale of nursing home. Ann Rowles said there is a lot of emotion and she’s an aide at the nursing home and she knows what it’s like to hold someone’s hand when they are dying. When someone calls off they get replacement people, unlike profit nursing homes when someone calls off they don’t get replacements and the aides have 10-15 residents to take care of. She said a couple meetings ago the Board mentioned something about pension. The day you start with Franklin County there is a mandatory 9% of pay comes off for retirement. The employees have no choice. The county could be saving some money by getting rid of the pension. She has all respect in the world for the Board. Allen Piper said he echoes sentiments of what he has heard today. It’s a heartfelt situation, have seen costs escalating nationally, locally. He sees the immense amount of money being spent by the government. He has had relatives in this nursing home and care was extremely well, so if not broke don’t fix it. He applauds the Commissioners for having a public hearing next Tuesday. He is glad that they changed their minds. These are people’s lives and they need a home to go to because some can’t afford another type of home. He applauds people here today that came forth and spoke to get it off their chest. He asked the Board to please take into consideration the people that came forth today. Ralph Thompson said he is speaking more for the rest of county. Personally speaking, he has long term insurance, as his mother did. Many others don’t have personal insurance, so he is speaking for them. The minutes of August 13, 2013 and August 15, 2013 meetings were reviewed. These will be approved Thursday, August 22, 2013. The Board reviewed Agreements, Contracts and Reports. Chairman Keller said he had questions about the Aging related items on the board action list so Traci Kline, Area Agency on Aging Director was present to provide more information on items 1-4. These are our reasons: 1. Historically we would be breaking along tradition —over 100 years! -of Franklin County caring for its elderly — what right does THIS generation have to break that bond? 2. The "short list" does not include any LOCAL company, so if a LOCAL family or employee has a problem they will have to deal with an out -of -town, or in 3 of 4 cases even an out -of- state company. I think no matter where you are on the political spectrum, we all prefer LOCAL control as much as possible, especially for things that affect our own elders and our local employees. 3. With so many interested companies, there must be a reason. Someone will make money. What is being hidden from us? 4. You only ask for a 10 year guarantee for taking Medicare/Medicaid patients — what happens then? Who will have to address the problem in 10 years? This seems a very short- sighted strategy. 5. Many times when the County has "outsourced" services, the services become the minimum required, quality of care is less, and employee turnover increases partly due to increased workload as the company tries to make more profit. PLEASE do not proceed along the course you have begun. PLEASE continue the excellent care and reputation of our County Nursing Home with local control.
