HomeMy WebLinkAboutMH Provider Meeting 9-13-13Mental Health Provider Meeting Human Services Building Friday, September 13, 2013 1 MEETING MINUTES  Welcome and Introductions Everyone introduced themselves and their agency affiliation.  Provider Announcements and Updates Sarah Guyer is the new area manager for AHEDD replacing Penni Baker. Family Care Services hired a new Mental Health Professional, Pernilla Love Grove, who will be starting Monday. There are also upcoming discharges at Family Care Services this month and next month so FCS will be taking referrals. September 23rd – 27th is the WRAP Facilitator’s Certification Training at the Administrative Annex. As of September 27th, we will be adding about 15 certified WRAP Facilitators here in Franklin and Fulton County. Cori will have more information to come on this subject. September 14th is the Autism Fair from 11:00 a.m. – 3:00 p.m. at CAMS South. As of July 1st, Martha Swope has been working with Dr. Liggon for a year and is trying to let agencies know she is a resource for them. She has been talking about Mental Health Wellness. She has been scheduled to speak at a senior center in Fulton County and is hoping to get in at a senior center in Franklin County as well. Meadows wanted to make everyone aware that when you Google UCBH Partial, it is still coming up as the old address. They have been told it takes two years for that information to be removed. This is causing children to be transported to the wrong location. Please spread the word that the address is 1331 South Seventh Street. The website is www.ucbh.org. Human Services Days are October 15th and 16th from 8:30 a.m. to 4:30 p.m. at Rhodes Grove. Sandy Shaleen is the contact person. The registration will be going out on Tuesday, September 17th and will be electronic this year. OSI has asked Jim to mention that Thursday, November 14th will be free shred day for the community. There is still more information to come on that. OSI has also provided a document printed by OSI of different production and printing services they offer. As your agencies are looking to find a cost effective efficient way to have printing, shredding and recycling done please consider OSI. Healthy Communities Partnership has developed new SAP brochures and brochures for parents and kids for making healthy choices. Mental Health Provider Meeting Human Services Building Friday, September 13, 2013 2 Human Services Expo is Thursday, September 19th at the Franklin Fire Hall from 10:00 a.m. to 1:00 p.m. for the public. Agencies are able to enter at 8:00 a.m. to set up. There will be a skit from Keystone and Totem Pole House. It is about three individuals seeking HIV tests. Totem Pole Playhouse wrote the skit. Jen Johnson is participating in a mandatory PATH conference call so was unable to attend the meeting. However, she has provided Jim with updates to share: - Twice a year PATH does a Point in Time (PIT) count of homeless people in Franklin and Fulton counties. One is done in January and the other is in August. Jen only received notice of the August PIT count two weeks prior so she was unable to do preparation like she did for the winter PIT count. There were zero homeless individuals found in Fulton County and five found in Franklin County. We are well aware there is more than that between the two counties. There is someone in Jen’s housing program that helps spread the word of these events. The next PIT count will be in January but the date has not been determined yet. If you would be interested in volunteering the night of this event, please contact Jen at 264-5387. - The contact person for the housing program/homeless individuals would be Melissa Petrucci. She is also the Administrative Officer, whom is currently helping Jen with various housing duties. If you call the office in regards to housing, you will be transferred to Melissa. Jen still oversees the housing program but is also responsible for overseeing SAM, Inc. If you would be interested in receiving the Sharing Resources Network (SRN), Jim has a sign-up sheet for those who attended. If you were unable to attend the meeting and would like to receive the SRN, please email or call Jim. The SRN goes out twice a week. If you are aware of informative websites, training opportunities or anything on MH/ID/EI, please let Jim know. There are currently 145 receiving the SRN.  Children’s Services  CASSP Update – Kim Lucas CASSP has been receiving a lot of referrals lately. As always, the offer stands for Kim to come to your agency to talk about CASSP. Kim also can assist if your agency needs help coordinating/finding needed services. If a case is rising to a higher level of care, such as an RTF or out of placement, it is important to get CASSP involved. CASSP is Child and Adolescent Service Systems Program and is located in the Mental Health office at the Human Services Building. As a reminder, Cori and Kim review the packets for the children who do not have managed care and are “fee-for-service”. If you have a FFS packet that needs a county signature, contact Cori or Kim ahead of time to let them know and to see when they are available to review it. Kim is the primary person to sign off on these packets. Kim has been in contact with most agencies about the procedure and process. If you have any questions, please contact Cori or Kim.  TMCA Update – Michelle Mosher Stake Holder Committee Meeting is on September 19th from 10:00 a.m. to 11:30 a.m. at the CBHNP Chambersburg Office. There is also a call in option. On the agenda, there is an overview of a new therapy available to children coming up in November called PCIT (Parent-Child Interactive Therapy). Other agenda items are reviewing individuals’ satisfaction report and TMCA annual report. If you do not have an announcement, please let Michelle know. The information is also on the CBHNP website.  CBHNP Update – Brian Gannon PCIT (Parent-Child Interactive Therapy) is a model where therapists work with the parent and child. It targets ages 3-7 with disruptive behaviors. The therapist talks to the parent through an ear bud and coaches them how to interact positively with the child. It has a lot of success. The training has experience to get staff trained and set up the outpatient office to accommodate these services. CBHNP has been part of a research grant and explored training options through Pittsburgh. There are two providers going through this training; Laurel Life Services and Franklin Family Services. They are starting to identify cases that would be appropriate. If you have families that may be interested start referring them to either of these two agencies so they may get PCIT opened up. It is outpatient so an authorization is required. It is not just a CBHNP service, it is available to whomever. CBHNP is sponsoring training for juvenile sex offender certification. There will be special teams to work with juvenile sex offenders and other behaviors that may not be adjudicated. There are a lot of outpatient providers participating in this. CBHNP is also sponsoring a tobacco cessation treatment. There is one provider who will be attending that training in October. A provider will be able to provide those services while focusing on the SMI population. CBHNP will be going through a “name change”. CBHNP has been operating the past couple years as CBHNP/Perform Care. Perform Care is the name used outside of Pennsylvania. CBHNP is the original name back whenever it started several years ago. CBHNP will be working towards changing to Perform Care. A notice will be going out to providers with all the numbers, as numbers will be getting letters. Authorizations, etc. will remain the same.  Overview: Adult Protective Services (handouts) Amanda Black, Link Coordinator, discussed that the Link Program is to link aging and disability resources. You may contact Amanda for any questions or information. In addition, if you want to be added to the mailing list, please fill out a form. Adult Protective Services is new and upcoming for individuals between the ages 18 and 59. This is a new law, Act 70 that has come from DPW and the Department of Aging. Franklin County has been one of a few counties that have decided to take this service on in being able to provide investigations for individuals who are not currently in the system. Currently, if you have someone who is 18+ years old expected of abuse, you follow the current procedure of reporting abuse per your agency. If you get a call pertaining to someone currently not involved in any programs at all, you would make that referral to the Aging office. Come October, the Aging office would then contact Amanda Black depending on the age. This is a short term assistance to get the consumers in the appropriate systems they need in. The state is developing the program so things are changing as we go. If you have any questions, contact Amanda. If she does not know the answer, she can refer you to the appropriate state wide person. Amanda will be attending a week long in depth training in October for Adult Protective Services. She can then come back and provide more information. Questions/Comments: Q: Will you only be investigating Franklin County residence? A: Yes, as of right now Fulton County has not joined APS. A state wide representative will be completing their investigations. Q: The Aging Office has had adult protective services for quite a while, how similar are the services you are offering to those Aging is offering? A: Aging offers older adult protective services. The two systems will be very similar. Amanda has been working with older adult protective services to get an understanding. The ultimate goal is for individuals that are not involved in any type of agencies to get them the appropriate services they need within 30 days. Q: Are you going to provide training for providers along with reporting steps, etc.? A: Amanda can provide training. Jim has asked Amanda to come back to the December MH Provider meeting to give us a further update.  Tobacco Cessation Services Overview and Discussion (handouts) Karen Johnston from Healthy Communities Partnership presented a tobacco cessation program different from the one CBHNP discussed. HCP has offered tobacco cessation in Franklin County for about seven years. These are free classes offered throughout the year. HCP follows the model freedom from smoking; while CBHNP follows the certified tobacco treatment model. HCP uses a group model that is an eight week program tailored to look at physical, psychological, and social aspects. The eight weeks consist of the following: Mental Health Provider Meeting Human Services Building Friday, September 13, 2013 5 - The first three weeks of the program are designed to get people to think about their habit, why they engage in the use, is it social, psychological or physical and also to look at what rewards they are getting by quitting. - The fourth week is quit night with a ceremony. The individuals are encouraged to write a letter but they can do whatever they want. There have been individuals that bring in their cigarettes, liters, chewing tobacco, jackets, etc. These are items that remind them of smoking. - The next few weeks are getting supports and help. HCP does verbal support with individuals after the class ends on the phone. Some who have attended classes created mini support groups. HCP also has a Facebook page where people can ask a facilitator questions and to see articles that are posted. There is a class starting Tuesday, September 17th. It is a closed class as HCP cannot have more than 18 attendees. HCP tries to have the classes held at different locations. If you have people who want to start a class, have them call the office. If Karen gets enough people who want to register, she can start another class. The programs are all free through the Department Health Grants. HCP is offering up to four weeks of free nicotine therapy. However, they may have to cut back to only offering two weeks. It is about $80 for two weeks of nicotine replacement. Fax to Quit is another free service offered through the Department of Health PA Quit Line. As a provider, you can use the form to get the individual’s info agreeing to be sent to the quit line. The quit line then calls the participant interested and provides five weeks of phone counseling. There are nicotine replacements for this service as well. The Fax to Quit is an option for individuals who cannot get into the community. The class option is found to be very successful. Freedom from Smoking is tracking progress and completes follow ups at 30 days, 6 months and a year. A year out is has a success rate of 65% for those who have completed the eight week class. There is 30% who drop out after the first or second night of class.  County Announcements/Information  Update on MH/ID Administrator MH/ID/EI has been without an administrator since May 3rd. Richard Wynn has been the Acting Administrator since Claire left. We are hoping at the December Provider meeting, you will meet the new administrator. First round interviews are complete. The MH/ID Advisory Board will be meeting on September 19th. There was a Search Committee that conducted the interviews that was made up of members of the Advisory Board: Rick Wynn, Candace Rutherford, Dick Shoap, Sherry Goertz, Linda Carr, and Jean Snyder. Two names will be presented to the Advisory Board on Thursday, September 19th. If they approve, the names will be passed onto both boards of commissioners. The Franklin and Fulton County commissioners will then need to approve them before proceeding. When the new administrator has been identified and accepted the position, we will get word out to providers. Mental Health Provider Meeting Human Services Building Friday, September 13, 2013 6  Comprehensive, Continuous, Integrated System of Care Model (CCISC) This is our third year implementing the model of CCISC. CCISC is moving our service system toward being co-occurring/complex capable; serving individuals who have multiple disorders/issues. The first training for this FY is January 9th from 9:00 a.m. to 3:00 p.m. and it will be on adolescent and co- occurring disorders. Treatment planning training is on February 20th from 9:00 a.m. to 12:00 p.m. We will be applying for CEUs for the training. The training will take place in Room 155-157 at the Human Services Building. It will be free for individuals participating. There will be brochures and sign ups coming soon with more information. The training is geared towards engaging adolescents, focusing on treatment planning and stage match treatment planning. At the last CCISC meeting, the trainer did solicit ideas for training. If anyone has any ideas they would like to see from the CCISC initiative, please let someone know so they can pass it along. Also, we currently have a committee for a credentialing process that will be able to come out and certify your local agency. A bulletin was put out and never enforced; we have chosen to take on this process.  Friendly Reminders for Our Providers Reports due since our last MH Provider Meeting: o Audit engagement/extension letter (FY ending 6/30/12) o Progress report on outcomes in Appendix A o Quarterly report of expenditures (April-June) o Salary review (FY ending 6/30/12) o Property purchased report o Property leased report o Fixed assets purchased with MH/ID/EI funds (FY ending 6/30/12) Reports due prior to our next MH Provider Meeting: o Quarterly report of expenditures (July-September) o MCR report (program funding providers only) - Program funded providers should have received an email from Ed with the information for the MCR report. If you did not receive the forward from the state and are a program funded provider, please let Ed know.  Monthly Invoices & Revised County Procedure Statements This is just a reminder! Please make sure you are breaking out the monthly invoices for this fiscal year between Franklin and Fulton counties. If the invoice is 100% one county, if it does not stipulate what county it is for, you may receive it back asking for additional information. We need to keep better track of this information so we can report it back to the state. As for the procedure statements, if you did not receive the statements that reflect the information on breaking out invoices by county, please let Ed know so he Mental Health Provider Meeting Human Services Building Friday, September 13, 2013 7 may forward that onto you. No providers seemed to have any questions or concerns regarding the breaking out of invoices by county during the meeting.  Interim Cost Settlement Interim cost settlement has been implemented here at the county the last few years. With the block grant, our internal process is changing a little bit. The process is the same for providers but rather than knowing the available funding, we now need to rely on the block grant committee for each county. Any payment related to cost settlement now needs to go through the committees. They will look at all the information then provide the answer regarding payment or not. The added step may delay things a little. Ed will be providing the information to Rick in the very near future. After the interim cost settlement process is done, we will be looking at retained revenue. The interim cost settlement is a two-step process (initial settlement, then retained revenue).  Psychiatric Admissions Reporting Overview (handout) The handout involves the quarterly update on hospital admissions comparing last year to this year. In the 2nd quarter, we had a spike in regards to number of days people were in the hospital. We had seven admissions that were 30 days or longer. This has bumped up the number of days and average length of stay. Total admissions and total people are less but longer admissions. There was a decrease in two or more admissions per individual. There were no children admitted twice in the 2nd quarter. Update in Holy Spirit EAC and Danville – At Danville we are two over our bed cap at five. At Holy Spirit, we are one under our bed cap at three. Our third bed has been loaned out to Dauphin County. It is an agreement we have between hospitals/agencies; we each have a certain number of beds and are able to share beds amongst counties. We have come across a time where we had no one on the waiting list and Dauphin County needed a bed. We now have one person on the waiting list but one of the two people there will be discharged next month so we will be able to keep this moving.  Update: Coordinating Services for Adults Team (CSAT) Jim provided an update on the adult version of CASSP. The task force consists of members from CBHNP, Aging, MHA, CASSP, TMCA and the County. We have met five times so far. Our overall purpose is coordination, education and communication. We’ve been working on developing referral forms and the process, a release form, meeting format document (addressing goals and focus of that particular meeting) and a sign in sheet. The meetings have been bi-weekly. The next meeting CSAT will be Monday, September 23rd. November 1st is the target implementation date. Ideally, it would be nice to start before that date. If you have interest in wanting to join the task force, please communicate your interest to Jim as he facilitates these meetings. Kim has been helping show the task force how CASSP does things. We have also tapped into other counties and forms they use.  Supported Employment Initiative Updates Jim had a meeting recently with OSI. With their transitional employment program, they will be shifting more people to a work crew format. It would have a supervisor and 4-5 people on the work crew. This is heading towards competitive employment and fits in with the overall initiative with that.  Fiscal Staff There may be benefits to having one of your fiscal staff attend the provider meetings. When Ed is talking about fiscal related information, it would be helpful if he was talking to other fiscal officers instead of providers taking the information back to the office and risking the information not being clear. If you have questions more specific to your program or agency and would like to meet with Ed before or after the provider meeting, please let Ed know.  Addendum to Agenda Providers are welcome at any time to submit proposals for expansion of an existing service(s) and/or the implementation of a new service(s) for consideration by the Franklin/Fulton MH/ID Program Office. These written proposals should include a narrative description of the concept including a measureable outcome(s) and a basic budget(s) that would reflect any start up and ongoing operational expenses. Upon receipt the proposal will be carefully analyzed from both a programmatic and fiscal perspective. Afterwards a written response will be prepared and sent to the agency which submitted the proposal. If the proposal is initially approved, both the original proposal and the written analysis prepared by the county staff will be compiled and submitted for final consideration by the Human Services Block Grant Committee.
