THURSDAY, OCTOBER 3, 2013
The Franklin County Commissioners met Thursday, October 3, 2013, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Allen Piper provided public comment and asked how many county employees will
Obama Care affect and he would like county costs related to the Affordable Care Act?
Mr. Piper would also like more information on the Capital RC&D board appointment on
the agenda for today.
Jay Lightfoot provided public comment concerning item #6, the agreement with
Green Grove Gardens for an employee recognition luncheon, isn’t there a cheaper place
to go?
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of September 24, 2013 and September 26, 2013
meetings.
Vice Chairman Thomas asked John Hart, County Administrator to explain item
#6. Mr. Hart explained the recognition luncheon is celebrating 2012 and 2013 years of
service so the numbers have doubled and anticipating over 300 employees. Green
Grove is the only facility in the County that can accommodate that amount of employees.
Mr. Hart explained there is tax on that amount that will be taken off the quote. Vice
Chairman Thomas said it is costly to replace employees so it is good for employers to
recognize and show appreciation to long term employees.
The Board reviewed Board of Assessments matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Andrew J. Benchoff, Esquire, to provide solicitorship
for the Franklin County Board of Assessment Appeals Board to attend assessment
appeals and provide legal counsel to the Board of Assessment in hearings and appeals
at a rate of $155.00 per hour for the period of October 3, 2013 through December 31,
2014.
The Board reviewed Children & Youth matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the updated
contract listing for contracts and addendums for Fiscal Year 2012/2013 for the Children
& Youth department. Contract listing is maintained for proper accounting of all contacts
to include vendor name and address, type(s) of service provided and rate(s) charged for
services.
The Board reviewed Election matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the agreement between the
County of Franklin and Beidel Printing House, Inc. to print, bind and deliver the ballots
for the Municipal Election being held on November 5, 2013 at a cost of $25,245.75. This
bid was awarded by the Board on September 19, 2013.

The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the proposal from
Emergency Management Solutions, LLC to provide consulting services for a PSAP
(Public Safety Answer Point) Regional Shared Services Assessment. Many participating
Counties within the South Central Region have indicated an interest and seek to procure
expert consulting services as part of the effort to assess, procure and implement a
regional customer premise equipment (CPE) solution. It is envisioned that these entities
will work together cooperatively in planning and creating a regionalized public safety
communications network at a cost of $30,000.00, to be covered by the wireless fund.
Contract term is October 3, 2013 through April 3, 2014.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the agreement between the County of Franklin and
Green Grove Gardens to host the Years of Service Recognition Luncheon. This
Luncheon is to recognize those employees who have met their years of service in 2012
or 2013 for an approximate cost of $6,612.00.
The Board reviewed Information Technology matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the proposal from Appalachia Technologies and
Gettle, Inc. to provide planning implementation of fiber connectivity to the Jail and DES
from the downtown Chambersburg offices. Upgrading to fiber connection will increase
network connectivity and eliminate the need for $33,000 annual support for the current
microwave network. Contract cost not to exceed $129,000.00. Company is on state
contract.
The Board reviewed additional Information Technology matters. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the
Vice Chairman of the Board to execute the statement of work between the County of
Franklin and Gettle, Inc. to move networking equipment from the nursing home and
place it at the Veterans Affairs building maintaining network and phone connectivity, this
will also expand network connectivity to the Ag Heritage Building, at a cost of
$13,189.00. Company is on state contract.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the agreement between the County of Franklin and
ThyssenKrupp Elevator Corporation to provide elevator maintenance at the Hearing
Master’s Annex. Contract term is October 1, 2013 through September 30, 2014 at a
cost of $512.20.
In accordance with PA Act 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES General Permit being applied by Adams County National Bank for the
construction of a new bank, located in the Borough of Chambersburg.

Vice Chairman Thomas asked Commissioner Ziobrowski to answer Mr. Piper’s
question about the Capital RC&D Board. Commissioner Ziobrowski explained they are a
seven county non-profit organization that networks people, resources and projects to
promote responsible use and conservation of our region's natural, community, and
economic resources. The Board reviewed appointments to the Capital Resource
Conservation and Development (Capital RC&D) Area Council Board of Directors. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved
David Stoner to the Capital Resource Conservation and Development (Capital RC&D)
Area Council Board of Directors for a term through November 2016 and George Hurd
and Robert Ziobrowski as alternates for a term through November 2014.
The meeting was adjourned at 9:54 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
