TUESDAY, OCTOBER 15, 2013
The Franklin County Commissioners met Tuesday, October 15, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
Chairman Keller asked to amend the agenda to include approval of the Asset
Purchase Agreement for the sale of the nursing home following board action listing
discussions. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the amended agenda.
Jay Lightfoot provided public comment that he asked for year and month when
the county home was desegregated and no one has provided this information.
Chairman Keller responded that he will get an answer to Mr. Lightfoot.
Kim Wertz provided public comment and asked if there were any further
developments on the LERTA request for the Nordstrom project in Antrim Township. She
thinks CADC should actively pursue it even though they don’t have a LERTA since it
would be advantageous to the County. Ms. Wertz also asked about board action #5 for
bulletproof fiberglass panels for Juvenile Probation: is this for the building or their van.
Chairman Keller responded that the Board decided to not participate in the LERTA but
ATAPCO is still working with Franklin County Area Development Corporation to attract
Nordstrom.
The minutes of October 8, 2013 and October 10, 2013 meetings were reviewed.
These will be approved Thursday, October 17, 2013.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked John Hart, County Administrator, to provide more information on item #5 that Ms.
Wertz questioned during public comment. Mr. Hart said this is to provide upgrades to
the exterior door and service window in the lobby at Juvenile Probation. The items will
be approved Thursday, October 17, 2013.
County Solicitor Mary Beth Shank was present seeking the Board’s approval of
the Asset Sales Agreement contingent on Solicitor review. Ms. Shank informed the
Board there have been no changes made to the convenants mentioned last week but
she is working on details of the settlement date and questions from Mid Atlantic’s Human
Resources Department. Ms. Shank is looking to close before end of December and the
purchase price is $11 Million. On a motion by Robert G. Ziobrowski; seconded by
Robert L. Thomas; unanimously approved the Asset Sales Agreement with Mid Atlantic
as presented subject to final solicitor approval.
Richard Wynn, Human Services Administrator; Lori Young, Intellectual
Disabilities Program Specialist and Jane Cline, Intellectual Disabilities Program
Specialist provided a presentation to the Board on the Waiver Services/Administrative
Entity Role for Intellectual Disabilities (ID) Department. Mr. Wynn explained that most of
the ID services are funded through the Waiver program which means the State got a
waiver from the Federal Government to provide services in the community as opposed
to in a state facility. The State now directly pays the provider but the County does the
bureaucracy so that the services are provided. Ms. Cline and Ms. Young showed a
PowerPoint presentation explaining the services provided, eligibility for services, waiver
capacity for the program, base funds, quality management and provider
qualifications/monitoring.

President Judge Herman and Court Administrator Mark Singer met with the
Board to discuss the Court’s budget requests for 2014. The Courts are requesting the
following items: $200,000 for death penalty cases since there are 3 active cases but Mr.
Singer is hoping one case will be resolved this year; requesting Administrative Law Clerk
position, Judicial Assistant position and salary increase for Court Reporters; jury
management system; upgrade sound system in courtroom #1; 13 computers due to
machines running Windows XP operating system will no longer be supported after April
2014; and minor equipment requests. Mr. Singer informed the Board of the following
Magisterial District Judge’s requests: 7 computers; use of stamp.com which will save
money on postage; and other minor equipment and miscellaneous items. Mr. Singer
mentioned Adult Probation requests to include: 48 computers; 2 part time staffing
positions; van for transporting inmates for community services; and radios so the
probation officers can communicate out in the field. Juvenile Probation is requesting to
reclassify positions and purchase 12 computers. Domestic Relations is requesting a
copier and shredder.
The meeting was adjourned at 10:53 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
