THURSDAY, OCTOBER 17, 2013
The Franklin County Commissioners met Thursday, October 17, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
Chairman Keller asked John Hart, County Administrator to explain the two
actions being included in today’s board actions. Mr. Hart explained that item #3 is an
agreement with Keystruct Construction for the 2013 Bridge Maintenance program which
was bid and awarded in September. Item #7 is a contract with Greg King for barber
services for the Jail that is mandated at the Jail for hygiene purposes. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt
the amended agenda.
Jay Lightfoot provided public comment and asked the board if they have an
answer to his desegregation question yet? Chairman Keller responded that he is still
researching the question. Mr. Lightfoot would also like to know why the Board doesn’t
go over each board action item like Mr. Hart just did with the two additional items.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of October 8, 2013 and October 10, 2013 meetings.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food & Beverage License to the PA Department of
Agriculture/Bureau of Food Safety to provide meals at the Waynesboro Senior Center at
a cost of $82.00 for the period of September 1, 2013 through August 31, 2014. It’s a
state regulation to have a food and beverage license that needs renewed annually. No
increase from last year. The cost is covered by thePennsylvania Aging Block Grant.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Lease Agreement
between the County of Franklin and Borough of Mercersburg for leasing of office space,
for Magisterial District Judge Chambers, on the second floor of Borough Hall consisting
of approximately 1,115 square feet at a cost of $850.00 per month and will automatically
increase 3% per year for the period of January 1, 2014 through December 31, 2016.
The Board reviewed additional Commissioners matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Keystruct Construction, Inc. for the 2013 Bridge
Maintenance Program contract at a cost of $191,348.00 that was awarded by the
Commissioners on September 24, 2013.
The Board reviewed Coroner matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Letter of Agreement between the County of Franklin and Forensic
Pathology Associates to provide forensic autopsy services to include autopsy,
consultation, autopsy assistant, morgue supplies, administrative support, photography
and images all performed at the Lehigh Valley Health Network morgue at a cost of
$1,344.00 per autopsy for the period of January 1, 2014 through December 31, 2014.

The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Subgrant award notice from PA Commission on Crime and
Delinquency (PCCD) for the Franklin County Offender Re-entry Initiative (2011/2012-JG-
04-24262) in the amount of $249,948.00. Beginning October 1, 2013 through
September 30, 2015. The Board executed the grant agreement on June 20, 2013.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Total Security Solutions to provide bullet resistant
service window and ballistic fiberglass panels for Juvenile Probation, which will be
installed by County Maintenance. This is a one-time purchase for a cost of $4,973.00,
50% of the cost will be covered by the Franklin County Security Technology Grant.
Three quotes were received and this was the lowest qualified quote.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the contract between the County of
Franklin and Greg King DBA Scissors Palace to provide on-site barbering services at the
jail at a cost of $10.00 per haircut and $15.00 for both beard and haircut for the period of
October 18, 2013 through April 30, 2014, inmates will reimburse the County for these
services.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the renewal contract
between the County of Franklin and KeyTrak, Inc. for maintenance/support coverage for
the Jail’s key system-box, including 24 hour phone support service, imperative to the
safety and security of the Jail’s daily operations for the period of October 20, 2013
through October 19, 2014 at a cost of $673.00.
The Board reviewed Tax Services matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2013 Exoneration of
taxes on mobile homes that were moved out of the County or destroyed without a tax
collector permit. These same parcels will be exonerated for the 2013 County and County
Library taxes in 2014 after the 2013 returns are processed by the Tax Claim Bureau.
Teresa Beckner, Fiscal Director, met with the Board to review the 2013 expense
and revenue budget performance through August. Ms. Beckner advised that most
departments are under budget except for a few areas where most variances relate to a
one-time expense or debt service. She said general fund expenses are at 64.8% of
budgeted expenses through August. She said revenue is consistent when compared to
the overall budget at 88.7% collected of general fund revenue. Property tax collected is
at 93.1% of billings which is higher than the five year average of 92.3%. Ms. Beckner
informed the Board that the 2014 budget preparation is underway, budget packets have
been received from all departments. Fiscal staff is meeting with their departments to go
over projections as well as requests and Information Technology Services Department is
meeting with departments also to discuss their technology projects. Ms. Beckner will be
able to present a full picture to the Board in the next few weeks.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:55 a.m. this date for the
purpose to review Personnel matters. The Board reconvened into regular session at
10:57 a.m. No action was required after executive session.
