HomeMy WebLinkAbout2013-10-24 Commissioner Minutes THURSDAY, OCTOBER 24, 2013 The Franklin County Commissioners met Thursday, October 24, 2013, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Alicia Kanelopoulos provided public comment and said last Thursday John Hart was talking and she could not hear him so she asked that he turn on his microphone when he is talking. Ms. Kanelopoulos heard there is a new Mental Health/Intellectual Disabilities Director and she would like to know who it is. She would also like the Board to explain each item on the board action list when signing them today. Mr. Lightfoot feels $6,000 is too much money for the County to spend on the retirement dinner that was approved last week. Chairman Keller informed Mr. Lightfoot that the dinner is for current employees for their years of service. Mr. Lightfoot responded that he worked for 50 years and no one gave him a dinner. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of October 15, 2013 and October 17, 2013 meetings. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal proposal between the County of Franklin and The Zigmund Co., Ltd., for insurance consulting service which remain the same as 2013: $5,000.00 charged annually plus an hourly fee of$100.00 for consultation and $50.00 for clerical support time; federal mileage rate per travel mile, and other expenses incurred, if any, for the period of November 1, 2013 through October 31, 2014. The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Chambers' Apothecary for Suboxone Medication, at the price of$8.00/2 milligram film, $9.70/4 milligram film, $9.73/8 milligram film and $19.00/12 milligram film. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Engagement from Zelenkofske Axelrod, LLC to perform independent audit services for the Franklin County Tourism Bureau for the period ended June 30, 2013 at a cost of$4,000.00, funded by Hotel Tax collections. The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2013 Exoneration of taxes on mobile homes due to the mobile park owner filing for foreclosure, declaring them abandoned. These same parcels will be exonerated for the 2013 County and County Library taxes in 2014 after the 2013 returns are processed by the Tax Claim Bureau. Continued on page 2 The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the sale of retired bus #12 to Jay Thompson for a bid price of$4,500.00. Appraisals and internet searches were completed to determine fair market value of the vehicles as required by PA Department of Transportation (PennDOT). PennDOT has been consulted in order to determine the proper process for the sale of vehicles and they have approved this action. Proceeds from the sale will be returned to Transportation's operational budget. This is a correction to action taken on August 1, 2013. In accordance with PA Act 67, 68 and 127 notifications, Letterkenny Army Depot notified the County of a Pennsylvania Department of Environmental Protection NPDES General Permit being applied for to permit a paint stripping tank to Build 370. The Board reviewed information regarding the National Active and Retired Federal Employees (NARFE) 45th Anniversary. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation #2013-15 proclaiming NARFE on the occasion of its 45th Anniversary and that the attached proclamation be made a part of these minutes. The Board held a Franklin County Retirement Board meeting. The meeting was adjourned at 10:55 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS PROCLAMATION 2013-15 IN HONOR OF THE NARFE CHAPTER 1063 45th ANNIVERSARY Whereas,The National Active and Retired Federal Employees overall goal is to serve those who have served the nation and to foster public recognition and appreciation of government service;and Whereas,On January 19,1968,the National Active and Retired Federal Employees Local Chapter 1063 was chartered with ten members;and Whereas,this chapter has grown its membership close to 1200 members to become the largest chapter in the Commonwealth of Pennsylvania and one of the largest in the country;and Whereas,NARFE's mission is to contribute to the well-being of local communities through volunteer service;and Whereas,NARFE 1063 collects food and money for the Salvation Army Holiday activities,works as tax preparers for the free tax assistance program,volunteers at the Chambersburg and Waynesboro Hospitals,participates in Chambersburg Community Centers,Inc.,and supports through its fundraising efforts Alzheimer's research; Now,therefore,the Franklin County Board of Commissioners do hereby commend NARFE Chapter 1063 for forty-five years of dedication to our active and retired federal employees and for their service to our nation,and the Commissioners do hereby honor this chapter for forty- five years of service to our Franklin County community. In Witness thereof,we have hereunto set our hands and caused the seal of Franklin County to be fixed this 24th day of October,2013.
