The Franklin County Commissioners met Thursday, December 5, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Jim Wyrick provided public comment and informed the Board he will not be
present for five weeks and wanted to wish the Board a Merry Christmas and a
successful New Years.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of November 26, 2013 and November 27, 2013
meetings.
The Board reviewed Early Intervention matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Annual Income
and Expenditure Report to the PA Department of Public Welfare for Fiscal Year 2012-13
for Early Intervention.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Modification request to
the Pennsylvania Commission on Crime and Delinquency 2013-14 Drug and Alcohol
Restrictive Intermediate Punishment grant to restore $13,188.00 in funding. These
funds will be used to cover a greater portion of the Drug and Alcohol RIP probation
officer's salary, as well as expanded inpatient treatment and drug test processing for the
period of July 1, 2013 through June 30, 2014. All other terms and conditions will remain
in full force and effect.
The Board reviewed additional Grants matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Modification
request to the Pennsylvania Commission on Crime and Delinquency 2013-14
Intermediate Punishment grant to restore $5,000.00 in funding. These funds will be
used to cover a greater portion of the Intermediate Punishment probation officer's salary
for the period of July 1, 2013 through June 30, 2014. All other terms and conditions will
remain in full force and effect.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
amendment between the County of Franklin and Healthy Communities Partnership to
increase the rate for Elementary Intervention Groups from $100.00 per group to $140.00
per group for a total not to exceed $20,000.00 for the period of July 1, 2013 through
June 30, 2014. All other terms and conditions will remain in full force and effect.

The Board reviewed Purchasing matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the quote from Tyler Technologies to provide Enterprise Resource
Planning software to be utilized though Munis to electronically manage vendors, allowing
vendors "self-service" to update their information, and locate and quote on current
County bids. Purchase price is $11,175.00 with a yearly annual fee of$1,800.00.
In accordance with PA Act 67, 68 and 127 notifications, Barton & Loguidice P.C.,
notified the County of a Pennsylvania Department of Environmental Protection General
Permit being applied by AJ Pellets, Inc. to accept wood waste materials to be used as
boiler fuel, located in Antrim Township.
In accordance with PA Act 67, 68 and 127 notifications, C.S. Davidson Inc.,
notified the County of a Pennsylvania Department of Environmental Protection General
Permit— Utility Line Stream Crossing Permit being applied by Columbia Gas to install
gas lines on Franklin Farm Lane, located in Guilford Township.
In accordance with PA Act 67, 68 and 127 notifications, Shelly Witter Inc.,
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit being applied by Country View Family Farms, LLC. for the expansion and
maintenance of existing agricultural operations, located in Metal Township.
In accordance with PA Act 67, 68 and 127 notifications, William A. Brindle
Associates Inc., notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit being applied for Pheasant Run Residential Subdivision,
Located in Washington Township.
The Board met with the Human Resources Director, Controller and District
Attorney for Salary Board matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised Mental Health
Program Specialist II job description in the Mental Health/Intellectual Disabilities
Department.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:50 a.m. this date for the
purpose to review Personnel matters. The Board reconvened into regular session at
a.m. No action will be required after executive session.
The Board held a Franklin County Retirement Board meeting.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the Amendment between the County of Franklin and Peirce Park
Group to provide consulting and investment advisory services agreement applied to
assets held in the Pension and OPEB funds. This amendment is to extend the
agreement dated December 15, 2010 and to change the fees to .15% annually on the
first$100 million in assets (15 pbs) and .075% annually on all assets above 100 million
(7.5 pbs). This amendment will be effective July 1, 2013.

Michael Shone, Peirce Park Group President, met with the Board to provide a
report of the Franklin County Other Post-Employment Benefits (OPEB) Fund. Mr. Shone
asked the Board to approve an addendum to the OPEB Investment Policy Statement
(dated November, 2011 and addendum dated March 14, 2013) to change International
Equity Benchmark from MSCI EAFE (NET) to MSCI ACWI Ex US (NET), effective
December 5, 2013. On a motion by Robert G. Ziobrowski; seconded by David S. Keller;
unanimously approved the addendum.
The meeting was adjourned at 3:35 p.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
