MEETING MINUTES
Welcome & Introductions
Everyone introduced themselves and their agency affiliation.
Special welcome to Steve Nevada, MH/ID/EI Administrator. Steve has worked in
the provider world and managed care world. If you have any questions, please

Provider Announcements and Updates
Franklin Family Services – As of December 31st, FFS will have a specialized team for
juvenile sex offenders up and running. FFS is accepting referrals. An outpatient
therapist also attended the juvenile sex offender training. Effective immediately, FFS
is accepting referrals for Parent-Child Interactive Therapy (PCIT) for children 3-7
years of age.
Meadows/UCBH – Sherry Readinger is the new director for the partial program.
Housing – The annual Point in Time (PIT) count is January 29th. PIT is an inventory
on the homeless population where volunteers ask for demographic information,
where the individual slept the night before, where they will be sleeping that night,
etc. There will be a planning meeting on December 19th at 3:00 p.m. at the HSB that
will be run by Amanda Black. A second planning meeting will take place in January.
Just a reminder: County offices will be closed Tuesday, December 24th, Wednesday
December 25th and Wednesday, January 1st.
Children’s Services
CASSP Update – Kim Lucas (handouts)
Kim reviewed the CASSP referral document and a CASSP power point
document. Kim has recently updated the referral. The High Profile Screening
Tool is now a part of the CASSP referral. Please call and discuss the need for
the case before sending a referral so that we can determine if a meeting is
actually needed. If you would like to receive the referral electronically or have
any questions for Kim, please contact her at kmlucas@franklincountypa.gov

Kim is available to come to your agency to talk about CASSP. It does not
have to be a big meeting. Kim would like to get information out about
CASSP since there are many new people who might not be familiar with the
process and benefits.
The county has been meeting to discuss the fee-for-service packets or HIPP
services. Due to changes in health care, Kim tends to think we will be seeing
more of these packets. Fee-for-service is straight MA funded and the county

will be devising a guideline, including references to MA bulletins, as far as
how we will handle these packets in the future. A county representative will
participate in the FFS/MA ISPT meetings.
TMCA Update – Michelle Mosher
Michelle gave a brief discussion of the PCIT service, juvenile sex offender and
certified therapists in the area overview.
PerformCare Update – Brian Gannon
Both Franklin Family Services and Laurel Life Services are providers
providing the Parent-Child Interactive Therapy (PCIT).
There was a five day training for juvenile sex offender treatment. There are
six outpatient therapists who completed the training; five in Franklin County
and one in Fulton County. If you need to make referrals, contact
PerformCare or the care manager.
CBHNP’s new name is PerformCare. There is a new website –
pa.performcare.org. If you enter the old website for CBHNP, you will be
directed to the new website. There are still corrections being made to make
sure everything was transferred over. All phone numbers, benefits, providers,
authorizations, etc. have remained the same.
Adult Protective Services (APS) – Amanda Black (presentation)
Adult Protective Services and Older Adult Protective Services are working hand in
hand because the state of Pennsylvania is going to have providers that are going to be
providing adult protective services after July 1st. The process that is followed now is
temporary for individuals under the age of 60. As of July 1st, under 60 APS will
change but over 60 APS will be the same. Amanda Black is housed at the Human
Services Building and part time in the Aging Office.
A brief overview of the presentation provided by Amanda:
Franklin County Older Adult Protective Services was in effect July 1, 1988. There is
a full time protective service manager, Richard Albrecht. The process is a report
comes in and the goal is to investigate per regulations then remove the need, whether
the need is to be moved to case management or another service. The goal is for
investigation to be done within 30 days and ensure safety of adult. PA regulations
set all guidelines for both Older Adult &Adult Protective Services. Adult Protective
Services includes individuals with disabilities ages 18-59; Act 70 just came into effect
July 2013. The following areas of abuse are investigated: – abuse, neglect,
exploitation and abandonment.
Our goal is to educate the community members, law enforcement, personal care
homes, providers, etc. We have been following statistics through Aging over the last
five years. Last year there was a 71% increase in the number of reports for Franklin
County. Based on 2012, there is an expected increase of 2%. Just because a report is

received does not mean there is an investigation. The findings of abuse are tracked.
There is an elder abuse task force that includes the Area Agency on Aging, Human
Services Attorney, District Attorney, the coroner, Dr. Ron Costen, law enforcement
officers and some financial institutes. These individuals are trying to educate the
community and spreading the word. Referrals are coming in more rapidly in the last
year due to people being educated on the resource available.
Contact information: Area Agency on Aging – 600 Norland Avenue, Suite 11,
Chambersburg, PA – someone is available 24/7 at 717-263-2153. State Elder Abuse
Hotline – 1-800-490-8505 – someone is available 24/7. Amanda Black – 717-261-
0631 or call the Aging Office and they can transfer you to Amanda. When in doubt,
make a call to one of the numbers provided.
Q: When two services are separated (older adult and adult protective services), will
the numbers stay the same? A: No, they will be separated out. All numbers are
currently combined. As of today, APS has had six referrals for under age 60.
Q: Do Fulton County individuals go through Huntingdon/Bedford Area Agency on
Aging? A: Yes but Huntingdon/Bedford is not participating in APS under the age of
60 but do have an agency being over seen by the state.

Just a reminder: we are heading towards the end of the calendar year which
means we are soon to be entering into the new contract season.
Human Services Block Grant Update – Steve Nevada
There was a committee meeting in November for the Human Services Block
Grant. The committee reviewed the proposals that were submitted; five were

approved. At this point, we are not looking for proposals in the immediate
future. The block grant will meet again in February. There may be
opportunity for more submissions for mini grant proposals. There may also be
a format for these; this is being finalized. It is more focused on short term
proposals. The mini grants are $10,000 and will most likely have a quick
turnaround. You will receive more information at a later date.
FY 2014-2015 Contracts – Steve Nevada
MH/ID/EI will be asking for expense projection sheets. We are asking that
they are as accurate as possible to meet the budget needs to make sure we can
cover the costs you are billing. Also, the Franklin and Fulton split should be
divided on invoices. These counties are separated on reports in the block
grant. Our office has discussed putting this information into the contracts. We
plan to make a procedure statement for the county split and projection sheets.
Steve encourages providers to ask a fiscal staff member to complete these. If
you need help, contact our office.
Q: How do you want the invoices split for services provided? A: The split
should be by residents, whether the individual is Franklin or Fulton. If you
are providing three different services, billing for each service should be broken
out by units for that service and dollars.
Q: If you have a Fulton county resident living in a Franklin county residence,
which county do they count as? A: They would be Fulton County.
Draft language to be added:
o PROVIDER will include Franklin/Fulton break out on
monthly invoices.
o PROVIDER will include monthly projection submission with
monthly invoice.

As a County we need to do a better job at projecting and planning for fiscal
year-end expenses. The block grant provides us with flexibility to move things
around but also gives us more responsibility to keep track of the funds being
spent. We need to know what each provider’s expenses are and what they are
projecting to be at the end of the fiscal year.
The County is in the process of updating the MHIDEI-2014-406 procedure
statement that includes the projection sheets. Providers should have received
personalized projection sheets from Becky. If you have not received one, it
will be coming soon. If you find any issues with the projection sheet, contact
Becky Leidig at raleidig@franklincountypa.gov.
The projection sheets will be divided by services. If the contract is for more
than one service, the excel spreadsheet you receive will have a tab for each

service. The projection sheet includes what each provider’s average monthly
expenses should be, which is simply being provided as a reference. The first
column is where contract and amendment amounts are entered. The
projection sheet is already calculated for you. The next two columns are
actual billings for Franklin and Fulton. As mentioned multiple times before,
this split is extremely important. The next two columns have projected billing
for the remaining months of the fiscal year for Franklin and Fulton. If you
have some services that wasn’t billed for because you are waiting for an
authorization or other information, put that figure in the projected column
along with the number entered in the actual billing column so that we know
that month is not finalized. Rather than annualizing and just entering a set
amount in each column under projections, try to take some effort and project
what you believe the actual billings will be. We understand you cannot
project exactly what it will be but you have a better understanding of where
you are going to be than the County. The bottom of the spreadsheet will let
you know if you will be under or over your budget.
If you are over budget there are certain steps the county needs to take. First
thing is if you are a provider with multiple services, we would check to see if
funds could be shifted between the services. The second step would be to look
more closely to see if funds can be shuffled within the mental health program.
If the answer to the first two are “no” then we would need to go to the block
grant committee to request additional dollars.
The projection sheet is always helpful, especially if certain services are not
utilized evenly throughout the fiscal year. Without the projection sheet we
may have no idea that funds will be utilized by the end of the fiscal year. If
the block grant does not know this information and sees that dollars look
available they may be inclined to take them and use them towards another
program within the block grant. The due date for the projection sheets is
when you submit your monthly billing. It can be sent electronically to Becky

Psychiatric Admissions Reporting Overview – Jim Gilbert (handout)
Overall there has been a decrease in inpatient submissions. The primary
source for this information is the Service Access & Management, Inc. case
managers. As for Holy Spirit EAC and Danville, there has not been much
change.
We have three beds at the Holy Spirit Hospital Extended Acute Care per our
contract. If we are not using one of the beds and do not have a waiting list, we
allow Cumberland/Perry, Dauphin or another county have access to that bed.
We recently loaned a bed to Dauphin County. It became available again and
we did not have a waiting list so Cumberland County filled that bed. It will
become available again at the end of the month.

Coordinating Services for Adults Team (CSAT) – Jim Gilbert (handout)
CSAT is now to the point where a brochure was created. Things are
continuing to move forward. Next month we will start the roll out process.
We want to do this slowly so we can make sure the process and forms are
appropriate before we do a full roll out, possibly in February or March. We
are going to focus on peer specialist, SAM for TCM and PerformCare
enhance case management to train as our initial referral sources. Individuals
on their caseloads can then be referred to CSAT. Cori and Jim will be the
coordinators who will facilitate the meetings. We have sent our forms and
process to two individuals that are part of the mental health system for
feedback and also did a presentation in November to the Community Support
Program (CSP). It has been confirmed that we are heading in the right
direction. Kenny Wuertenberg, Mental Health Association, was the lead
person on the brochure with assistance from Cori. Please direct any questions
about CSAT to either Jim (JGilbert@franklincountypa.gov) or Cori
(caseilhamer@franklincountypa.gov).
CIT Update (including upcoming training) – Jim Gilbert (handout)
Due to Cori attending a DCORT meeting today, Jim is speaking on her
behalf. There will be a full 40 hour training Monday through Friday,
February 17th – 21st for Crisis Intervention Team (CIT) from 8:00 a.m. to 5:00
p.m at the Administrative Annex located at 218 North Second Street,
Chambersburg. It is free for those who work in Franklin and Fulton County.
Cori is the lead person for CIT and has attended various trainings. If you are
interested or know of someone who would be interested in attending the
training, please contact Cori.
On Monday, February 24th there will be a Psychological First Aide Training
at the Administrative Annex from 8:15 a.m. to 4:30 p.m. It is jointly
sponsored by DPW and OMHSAS. If you are interested in learning more
about this, flyers are available. Please contact Cori to sign up.
