The Franklin County Commissioners met Thursday, December 12, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Allen Piper provided public comment and asked for more details on the following
items: Item #8, ITS agreement with Candoris Technologies; item #10, ITS agreement
with Google; and item #11, Property Management agreement with Otis Elevator.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of December 3, 2013 and December 5, 2013
meetings.
Prior to approval of board actions Chairman Keller provided more detail on items
#8, #10 and #11 to answer Mr. Piper's question during public comment.
The Board reviewed Court Administration matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the supplemental
appropriation for additional expenses related to Death Penalty Cases in the amount of
$140,000.00.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Certification to PA Emergency Management Agency to certify
that the County will use 9-1-1 funds solely for the purpose as designated by the Public
Safety Emergency Telephone Act, the Statewide wireless E9-1-1- Plan, the County's 9-
1-1 Plan and other applicable Commonwealth laws, regulations and policies.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the request for
payment in the amount of$5,740.31 to the Department of Community & Economic
Development's Emergency Solutions Grant for the New Hope Shelter to be used for
rapid rehousing, homelessness prevention, data collection and administration of the
grant.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from Candoris Technologies to acquire additional AppAssure backup software licensing
to maintain images of servers and allows for quick restores in the event of a server
catastrophe, completing the data center project, at a cost of$10,887.50 for the period of
one year. Company is on CoStars State Contract.
The Board reviewed additional Information Technology Services matters. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
the agreement between the County of Franklin and the Pennsylvania Department of
Conservation and Natural Resources to exchange geospatial datasets in an effort to
expand the County's Geographic Information System data inventory at no cost.

The Board reviewed additional Information Technology Services matters. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
the quote from SADA Systems for the renewal of Google Apps for Government which
includes county email, instant messaging, calendar, retention, drive and application
services for the period of December 21, 2013 through December 20, 2014 one year at a
cost of$57,135.00. Company is on State Contract.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the renewal agreement between the County of Franklin and Otis
Elevator Company for the monthly preventive maintenance at the Commissioners
Complex building for the period of December 1, 2013 through November 30, 2014, at a
cost of$3,692.88.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
and agreement between the County of Franklin and Tim Goetz to provide snow and ice
removal on an as needed basis at the Greencastle Senior Center at a cost, not to
exceed $9,999.00 for the period of January 1, 2014 through December 31, 2015.
In accordance with PA Act 67, 68 and 127 notifications, AET Agricultural
Consulting, notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit for a concentrated animal feeding operation being applied by
Hissong Farmstead, Inc. for the existing manure storage facilities for the existing dairy
farm, located in Peters and Montgomery Townships.
In accordance with PA Act 67, 68 and 127 notifications, Curfman & Zullinger
Surveying Inc., notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit being applied by Melvin L. Bricker for the construction of two
poultry housing buildings, located in Hamilton Township.
The Board held a Franklin County Retirement Board meeting.
The meeting was adjourned at 10:08 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
