Drug & Alcohol Advisory Board Meeting
October 7, 2013 (Human Services Building) 3:00 to 4:30 PM

I. Welcome and Introductions
II. New Staff- Kelly Duncan (DAPP/RIPP) and Amber Gift (SCA)
1. Both Kelly and Amber gave a brief description of their new role and introduced
themselves to all board members.
III. Approval of June Meeting Minutes
1. All were in favor to accept the June meeting minutes.
IV. Funding Review
1. Review of Current/Prior Fiscal Year Comparison; [[1525,1080,2280,1133][11][,I,][Times New Roman]]Board report will be attached with the

V. Interrupted Grant
1. A grant was awarded through Temple University, it is evidenced based and put into the
state system for $25,000 and working with Healthy Communities Partnership as well as
Juvenile Probation, Children and Youth and Drug and Alcohol Prevention. This will be
three day training for the curriculum. Letters of support are needed. This grant will fill
where the Tobacco funds were taken. Trainings, curriculum, supplies and staff time will
be paid through this grant. Initial backing is there by need to make it and prove the
program will stay evidenced based. This program will target adolescents and there will
be a piece for parents.
VI. QAA Update
1. The state visited Franklin/Fulton SCA in July to complete their Quality Assurance Audit
on our program. Requested documents were submitted to the state prior to the visit.
They found no major findings. This monitoring is to look at quality of services being
provided. As well as making sure providers are providing proper number of services to
each client. Individuals who enter into detox should receive an assessment between
detox and IOP, IP or OP. DDAP is pushing SCAs to do the assessments. This was a
barrier for us. However, DDAP was very impressed with the number of people we
served to detox. Once the final report has been given to us we will share with the board.

*Side note; as of October 26, Laurel Life will no longer be a contracted provider with
FFDA, reason for this is because of quality of care, major concerns for funding and issues
with the provider billing services.
VII. Overdose Initiative/New program brochure
1. Currently overdoes are high, and DDAP has mandated a policy for overdose cases. There
are gaps from emergency rooms and emergent care facilities for treatment services.
FFDA has created a new brochure to provide individuals with all the necessary
information for acquiring treatment services in Franklin and Fulton County. Brochures
will be sent to all local medical facilities, doctor offices, churches, our office, county

VIII. Affordable Care Act
1. With the Affordable Care Act in place we need to think about how this will impact D&A
treatment services, Managed Care and MA clients or individuals with private insurance.
The state could take away base funds. We do not know how this will affect us; we could
also have issues with people that do have insurance that have high deductibles for
treatment services for substance abuse.
IX. Role of the Advisory Board
1. Discussions on the structure of the advisory board, members and attendance for a
productive board meeting for its members and the staff of FFDA. Jen will send out by-
laws for review. Dave Keller will serve as president temporary until we discuss and
decide on a permanent president. In continuation with having D&A Advisory board
the second Monday of the month. TMCA has monthly meetings as D&A Advisory board
only has six meetings a year with alternation of county; three for each.
