The Franklin County Commissioners met Tuesday, January 7, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
Chairman Keller asked to amend the agenda to include consideration of a
Declaration of Disaster Emergency and Chairman's time to address a question from a
previous meeting. On a motion by Robert G. Ziobrowski; seconded by Robert L.
Thomas; unanimously approved to adopt the amended agenda.
Chairman Keller answered a previous question from Mr. Lightfoot concerning the
Evan's study. Mr. Evan has completed his study and an inventory report has been
provided to the municipalities.
There was no public comment.
The minutes of December 31, 2013 and January 2, 2014 meetings were
reviewed. These will be approved Thursday, January 9, 2014.
The Board reviewed Agreements, Contracts and Reports. The following item
was approved today and the remainder items will be approved Thursday, January 9,
2014.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Lease
Agreement between the County of Franklin and Pravanna, LLC for leasing of a forensic
housing apartment at 603 Wayne Avenue, Chambersburg for the period of January 1,
2014 through December 31, 2014 and will automatically renew for a 12 month period
unless terminated by either party for an annual cost of$6,300.00. Pravanna, LLC is the
new owner of the property and replaces Rossi Realty, effective December 13, 2013.
The Board was asked to consider a Declaration of Disaster Emergency due to
the current frigid weather and the ice storm on January 5, 2014. John Hart, County
Administrator said if the State or Federal government is inclined to release disaster
funds then the County can receive some funds to help with the warming shelters being
put in place at different locations. We support these shelters. The County is providing
information and support but he is not aware of any county agency opening centers. On
a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved the Declaration of Disaster Emergency and direct the Franklin County
Emergency Management Coordinator to coordinate the activities of the emergency
response, which is attached and made a part of these minutes.
The meeting was adjourned at 9:47 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

DECLARATION OF DISASTER EMERGENCY
WHEREAS, on or about January 5, 2013 historical cold weather has caused or
threatens to cause injury, damage, and suffering to the persons and property of
Franklin County and
WHEREAS,the severe weather has endangered the health, safety and welfare of a
substantial number of persons residing in Franklin County, and threatens to
create problems greater in scope than Franklin County may be able to resolve;
and
WHEREAS, emergency management measures are required to reduce the severity of
this disaster and to protect the health, safety and welfare of affected residents in
Franklin County.
NOW, THEREFORE, we, the undersigned Commissioners of Franklin County,
pursuant to the provisions of Section 7501 of the Pennsylvania Emergency
Management Services Code, (35 PA C.S., Section 7501), as amended, do
hereby declare the existence of a disaster emergency in Franklin County;
FURTHER, we direct the Franklin County Emergency Management Coordinator to
coordinate the activities of the emergency response, to take all appropriate
action needed to alleviate the effects of this disaster,to aid in the restoration of
essential public services, and to take any other emergency response action
deemed necessary to respond to this emergency.
This Declaration shall take effect immediately.
