HomeMy WebLinkAbout2014-01-14 Commissioner Minutes TUESDAY, JANUARY 14, 2014 The Franklin County Commissioners met Tuesday, January 14, 2014, with the following members present: David S. Keller and Robert L. Thomas. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller announced Commissioner Ziobrowski is representing the commissioners at a Workforce Development event today. On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. Chairman Keller announced the County is required to liquidate any debt associated with the nursing home so a voucher has been prepared to authorize the transfer of funds to liquidate any funds of the nursing home. On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously approved the special voucher to pay off the debt from 2010. Commissioner Thomas asked John Hart, County Administrator what these funds were used for. Mr. Hart explained the funds were to replace exterior windows and upgrade the boiler. The minutes of January 6, 2014, January 7, 2014 and January 9, 2014 meetings were reviewed. These will be approved Thursday, January 16, 2014. The Board reviewed Agreements, Contracts and Reports. The following item was approved today and the remainder items will be approved Thursday, January 16, 2014. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously approved the Supplemental Appropriation to account for the payoff of the 2010 Series A RZED note related to the sale of the nursing home. The debt was issued in 2010 for the purpose of building improvements at the nursing home. Payoff is required in conjunction with the sale of the nursing home. Steve Malesker, Engineer from C.S. Davison was present to explain item #1, proposal for final design of Franklin County Bridge #116. Mr. Malesker explained this bridge is on the Transportation Improvement Program (TIP) and the county has a higher unemployment rate then the state average so the county share is 0%. Mr. Malesker explained the process and what PennDot required for this bridge. The final decision is to rehabilitate the bridge which will address all the issues in the inspection report. He said our scope of work is set by PennDot and their consultant and that's why this agreement needs Commissioner's approval. The meeting was adjourned at 9:49 a.m. with a motion by Robert G.
