The Franklin County Commissioners met Thursday, January 16, 2014, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance proceeded with the business of the day.
Chairman Keller asked to amend the agenda to include an executive session to
discuss a personnel matter. On a motion by Robert G. Ziobrowski, seconded by David
S. Keller; unanimously approved to adopt the amended agenda.
Jim Wyrick provide public comment and wanted more explanation of item #5,
supplemental appropriation to pay off the 2010 series bond and what the amount of the
payoff is. Mr. Wyrick also asked about item #6, agreement with New Hope Shelter and
what is the Forensic Housing program.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of January 6, 2014, January 7, 2014 and January 9, 2014
meetings.
Chairman Keller asked John Hart, County Administrator to answer Mr. Wyrick's
questions during public comment. Mr. Hart responded the amount of the supplemental
appropriation to pay off the Recovery Zone bond for improvements at the Nursing Home
is $1,437,110 using nursing home proceeds. The county is saving $151,500 with this
pay off. Mr. Hart explained the New Hope Shelter contract is to house forensic inmates
that have no home plan once they get out of jail.
Chairman Keller announced that Commissioner Thomas is attending a County
Commissioners Association of PA (CCAP) event today.
The Board reviewed Commissioners matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the proposal from C.S.
Davidson for the final design of Franklin County Bridge #116 at a cost of$127,388.26 for
a total engineering cost of$361,125.40 with 80% federal funding and 20% State funding,
no County funds are required. This involves the rehabilitation of an existing stone bridge
including right-of-way acquisition, utility relocation and approach work. This contract is
required by PennDOT and will be a reimbursable expense.
The Board reviewed Controller matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the agreement between the County
of Franklin and PressTek to provide maintenance and service for the FD2050 Formax;
which is used to fold and seal mail, W-2s, accounts payable checks and payroll checks.
This agreement covers labor and travel, parts, basic training, four default inspections per
year and priority response at a cost of$1,404.00 for the period of April 1, 2014 through
March 31, 2015.
The Board reviewed Early Intervention matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the revised Annual
Income and Expenditure Report to the PA Department of Public Welfare for Fiscal Year
2012-13, for Franklin/Fulton Early Intervention.

The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the contract between the County of Franklin and Department of Public
Safety Training and Certification of Bucks County Community College to provide a
maximum of 200 hours of onsite non-certification training courses at Franklin County
Department of Emergency Services for the calendar year of 2014 at a cost of$1,000.00.
Provides DES and local responders with national and state level fire, rescue, emergency
medical and hazardous materials training. Students are responsible for manuals needed;
DES provides required equipment, expendable items, and the classroom for hands-on
sessions.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the amendment to the
contract between the County of Franklin and the Waynesboro New Hope Shelter (dated
February 14, 2013) to provide room and board as well as case management for
participants in the Franklin County's Forensic Housing Program. This amendment is to
extend the contract from January 1, 2014 through December 31, 2014 with a maximum
encumbrance of$21,900.00. All other terms and conditions of the original agreement
will remain in full force and effect.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the service agreement between the County of Franklin and Bravo
Wellness, LLC to provide biometric health screenings of participating County employees
in order to provide an overview of their general health and create a healthy lifestyle plan.
Term of contract is November 1, 2013 through December 31, 2015 with costs of
$5,000.00 per year for consultation services and $50.00 per participant per screening.
Capital Blue Cross is providing funding, to cover costs up to $20,000.00 annually.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the quote from Cooks
Cleaning Service to provide weekly cleaning services for Magisterial District Judge
Plum's office. Contract term is January 1, 2014 through December 31, 2015 for a total
cost of$7,152.00.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the quote from Houck Services, Inc. to repair the existing roof at the
Administration Annex building, for a one-time cost of$18,620.00. Three quotes were
requested and two were received, this was the lowest qualified quote.
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the letter of agreement
between the County of Franklin and Francisco Japzon, MD, of Summit Occupational
Health to provide medical director services for wellness programs, ordering physician for
influenza vaccine, PPD testing and Hepatitis B immunizations at a cost of$500.00 for
the period of January 1, 2014 through December 31, 2014.
In accordance with PA Act 67, 68 and 127 notifications, H.F. Lenz Company,
notified the County of a Pennsylvania Department of Environmental Protection General
Permit being applied by Letterkenny Army Depot for the repair Bridge no.52, located in
Letterkenny Township.

On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to enter an executive session at 9:45 a.m. this date for the purpose to review
Personnel matters. The Board reconvened into regular session at 10:43 a.m. No action
was required after executive session.
The meeting was adjourned at 10:44 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
