The Franklin County Commissioners met Tuesday, January 28, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
Chairman Keller asked to include general discussion after board appointments to
discuss the Waynesboro LERTA presentation from last week. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the
amended agenda.
There was no public comment.
The minutes of January 21, 2014 and January 23, 2014 meetings were reviewed.
These will be approved Thursday, January 30, 2014.
The Board reviewed Agreements, Contracts and Reports. The following item
was approved today and the remainder items will be approved Thursday, January 30,
2014. Commissioner Ziobrowski asked for more information on items #6 and #7 liquid
fuels funding and Commissioner Thomas asked for more information on item #1,
supplemental appropriation for the Greencastle Sewer Project. John Hart, County
Administrator provided more information on these items.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to
execute the Certification of County Funds for 2014 Program Year for total funds in the
amount of$135,000.00 for the purchasing of agricultural conservation easements.
John Hart, County Administrator informed the Board that there are vacancies on
the Tax Appeal Board. The Board took action last year to appoint members but due to
resignations it's recommended that the Board approve Phillip Pitzer, David Edwards and
Richard Briggs who previously served on the Appeals Board or served as alternates.
Staff will send correspondence to an individual who is interested in serving as an
alternate. Mr. Hart said staff is recommending having only one alternate since the
Appeals Board can function with two members at a time. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved to appoint Phillip
Pitzer, David Edwards and Richard Briggs to the Franklin County Assessment Appeal
Board for a term to end on December 31, 2015.
Chairman Keller brought up the Borough of Waynesboro Local Economic
Revitalization Tax Assistance Program (LERTA) Presentation and he is not looking for
board action or deliberation but it was obvious the board is in favor of formally
considering participating in the Borough of Waynesboro LERTA. If this is still the case
he will give guidance to the County Solicitor to coordinate with the Solicitor of
Waynesboro to bring to the board an ordinance which would need duly advertised.
Chairman Keller will discuss with the Solicitor about doing a five year LERTA and set the
abatement which can be specified at a later time. He said the Board cannot deliberate
today since it was not advertised.
